  • [01] Response of PNL, PD and UDMR to the MEMORANDUM of PDSR

Valeriu Stoica - first vice-president of PNL, National Liberal Party, said the following after the leadership bodies of PNL and PD - the Democratic Party - met and decided that they would make up the parliamentary opposition and that in the second presidential ballot they would support Ion Iliescu, the candidate of PDSR - Social Democracy Party of Romania, and he was quoted live by RADIO ROMANIA ACTUALITATI: We will represent parliamentary opposition as we cannot let PRM - Greater Romania Party - confiscate opposition in the Parliament of Romania. Cooperation between PNL and PD and we hope cooperation between us and each of us and UDMR - Democratic Union of Magyars of Romania - should be in the following years a corner-stone for a democratic opposition in this country. We have made a first step today by an analysis of the document which PDSR sent us and which is focused on national priorities for the next four years. Alongside PD we have decided that we focus on national priorities in economy, in the institutional field, in the social domain in the first place which should be implemented next year. In as far as these priorities are concerned PD and PNL will have proposals. We then have a new meeting tomorrow, Friday, to discuss these programmes and these priorities; we will then release a joint statement regarding these priorities, for next year in the first place. We will also have talks with UDMR and I think it is important that UDMR too adheres to our stand. It is important that these priorities be found in the ruling programme of PDSR. That was Valeriu Stoica, first vice- president of PNL.

Traian Basescu, vice-president of the Democratic Party told RADIO ROMANIA ACTUALITATI the following in connection with the memorandum of PDSR and the collaboration between the opposition parties: PD and PNL will certainly urge our voters to go to the polls for the second ballot and vote against extremism. May I specifiy that, according to our opinion, the greatest danger in the second ballot is represented by the voters of PDSR who might vote for Corneliu Vadim Tudor as I am sure none of OUR voters would cast their ballots for Vadim Tudor. To put it bluntly I am certain the electorate of PNL and PD would vote against extremism. With regard to the ruling programme we will have a number of proposals which we expect to find in their programme. We will certainly negociate and we do expect to find our proposals in the programme as they are rooted in the democratic desiderata of our society. If we do not find them in their ruling programme we will reach the conclusion that PDSR relies on a majority which it could have alongside PRM - Vadim's party. Traian Basescu, vicepresident of the Democratic Party of Romania.

Valeriu Stoica told the reporter of RADIO ROMANIA ACTUALITATI that PD and PNL would not sign any document with PDSR before presidential elections are over.

UDMR's support for a minority government made up by PDSR might be taken into consideration on certain conditions, as stressed by the leader of the Democratic Union of Magyars of Romania, Marko Bela. It is possible - he said - but only on the basis of a very concrete accord based on concrete solutions. The memorandum is just a declaration of intentions and we cannot give any parliamentary support based on a declaration of intentions. We need an accord for parliamentary cooperation and we think the memorandum is just too large a document which includes the trade unions, the empoyers and the political parties and alliances. We need concrete solutions based on principles and until now we see only principles.

Mr. Marko Bela told the reporter of RADIO ROMANIA ACTUALITATI that UDMR would build a constructive opposition together with PNL and PD only if accords are concluded and conditions are stipulated.

On the other hand some sources from UDMR say the Democratic Union of Magyars of Romania might support PDSR in forming a minority Cabinet as otherwise PDSR could reach secret agreements with PRM to avoid early elections. In other words UDMR would accept the most advantageous proposals, either from the majority party in power or from the opposition. What is of concern for UDMR too is the ascending road of extremist Greater Romania Party led by ultranationalist Corneliu Vadim Tudor.

One attitude is clear and namely that the Union of Democratic Magyars of Romania support Ion Iliescu in the second ballot as, according to Marko Bela, the Magyars of Romania have the fundamental interest, alongside all the other citizens of the country, to bar access to power of Corneliu Vadim Tudor, the candidate of Greater Romania Party.

[02] The leader of PDSR - Social Democracy Party of Romania - Ion Iliescu was interviewed by RADIO ROMANIA ACTUALITATI and he said the following among other things.

Ion Iliescu. The idea of having a memorandum sent to PNL, PD and UDMR which are parliamentary parties starts out from our desire to have a direct, productive dialog with the parliamentary parties of this country. The memorandum is our offer of a pact from the political and social points of view addressed to political parties and also to trade unions and employers. We are open to all suggestions and proposals. We have started a dialog with all and we hope it is productive for all.

We are against any form of cabinet collaboration with PRM, the Greater Romania Party.

However, Mr. Iliescu said, this does not mean that we disconsider the electorate of this party whom we respect and naturally observe the results of the ballots of the electorate. There is too big a gap separating the Social Democracy Party of Romania from the Greater Romania Party for us to find a joint ruling platform. In as far as parliamentary debates are concerned we are open and we expect a dialog with that party to be useful to the joint interest of both parties and electorate, said Mr. Iliescu.

Then Mr. Ion Iliescu answered a question referring to collaboration of PDSR and UDMR in making up a ruling cabinet.

Ion Iliescu. We have not advanced the issue of collaboration to make up a coalition cabinet. We have sent a memorandum to the three parties which are still members of the present cabinet coalition, PNL, PD and UDMR to draw up a political and social pact, which is in fact the beginning of a dialog. PDSR already declared that it would assume responsibility to make up a Cabinet and given the very difficult conditions in which we live in Romania now it is a great responsibility. It will be a PDSR cabinet.

May we add that Ion Iliescu who is the President of PDSR and Adrian Nastase who is the first vice-president of the same party already declared that PDSR makes up the future government of Romania if Ion Iliescu wins the second ballot of the presidential elections in which he competes versus the leader of Greater Romania Party, Corneliu Vadim Tudor.
