[02] HEALTH CARE FOR THE YOUNGEST
At the University Children's Clinic in Belgrade, in the presence of the
high sponsor of this health institution, Prime Minister of Serbia Mirko
Marjanovic, a triple jubilee was celebrated yesterday - 70 years of children's
medicine in Serbia, 70th anniversary of the University Children's Clinic and 60
years of work in the present building. On this occasion, the new Center for
Diagnostics was put into operation, as well as the Surgical Clinic and a part of
the Emergency Center, the first of its kind in Europe. "We were working in the
belief that it is the most productive possible investment from the point of view
of the overall interests of the citizens of Serbia", said Prime Minister
Marjanovic. While speaking of the obligation of the state to plan and provide
for all of its legally regulated health care rights of population an adequate
network and location of health care institutions, Marjanovic underlined: "All
the numerical data speak of the elevation of efficiency of medical treatment,
and the most important fact here is that the death rate of infants, as the most
sensitive indicator of the health state of population, is again falling. All
this has a special importance in view of the fact that over the past period
there was a successfully organized and secured health care for over 700,000
refugees and exiled persons". Prime Minister also said that the present-day
government has provided funds in the amount of 153 million dinars for the
sanation and reconstruction of 424 medical institutions throughout Serbia and
for purchase of new or replacement of the old equipment in over 200 health
centers.

[03] INTEGRATION OF YUGOSLAVIA INTO THE WORLD - IN THE BEST INTEREST OF HUNGARY
President of the Republic of Hungary, Arpad Genc, during his talk with
Pavle Bulatovic, Minister of Defense of the Federal Republic of Yugoslavia, who
is completing his two-day official visit to this country, underlined that it is
in the best interest of Hungary for the Federal Republic of Yugoslavia to be
reintegrated as soon as possible in the international organizations and the
financial institutions. After the talk with Genc and his resor counterpart
Djerdj Kelety, which resulted in the signing of the protocol on cooperation in
the field of defense, Bulatovic stated the following: "Peoples and the
Government of the Federal Republic of Yugoslavia are grateful to the Republic
of Hungary for having preserved our relations of cooperation and confidence even

five years will reach 80 million French francs. The contract was signed by the

[05] GHALI CONDEMNS BEHAVIOR OF ZAGREB
In his report submitted to the UN Security Council, the UN Secretary
General Boutros Boutros Ghali states the opinion that under the present
circumstances it is not possible to end the mandate to the Transitional
Administration of the UN for Eastern Slavonia, Baranja and Western Srem (UNTAES)
and that this mandate should be extended for another six months. Ghali states
that he does not agree with the stand of the official Zagreb that the elections
should be held until December 15th, because the conditions are not ripe yet for
such elections. While pointing out that it is necessary for all the sides to
improve their cooperation with the UNTAES, Ghali states the following: "I regret
not to be able to inform you of the improvement of cooperation of the Croat
Government with the UNTAES", and quotes numerous examples of such lack of
cooperation. At the same time, he is pointing out that UNTAES is encountering
completely different attitude and behavior of the Federal Republic of Yugoslavia
and recalls that Jacques Klein, the UN High Administrator in this region, had
talks with the President of Serbia Slobodan Milosevic who, as Ghali states, gave
his full support to the UNTAES and strived for the extension of its mandate.

[06] SERBS WARN THE IFOR COMMAND THAT THERE IS A THREAT OF AN ARMED CONFLICT
Ever since the Muslims have forcibly seized the Zvornik county villages of
Jusici, Dugi Do and Mahale, the situation in these villages is becoming
increasingly complex and tense. Muslims who have forcibly settled there are
daily causing incidents which, if something is not done very soon, may very
easily grow into armed conflicts with the local Serbian population. This is the
gist of the warning which the Chief of the Public Security Center in Zvornik,
Colonel Dragomir Vasic, has sent to the IFOR Command. He recalls that Muslims
have settled in these villages without the permission of the Serbian side and
that so far conflicts have been avoided only thanks to the constant concessions
made by Serbs, while pressures of the international community are being
exclusively made on the Serbian side. Muslims have violated Dayton Accords,
continues Vasic, and have abused the clause pertaining to the return of
refugees, because they came to the villages armed to the teeth. In the villages
there are also military formations of the Bosnia-Herzegovina Army and persons
who had never before lived in these villages. However, not one person in
possession of arms had been arrested. "You did not arrest these persons,
although you are authorized to do so, and have neither allowed the Serbian
police to arrest them, and in this way you have given support to the Muslims to
bring arms again into the separation zone", warns Vasic in his letter.

[07] SUPPLEMENT TO THE NEWS BRIEFS: "RETURN TO THE WORLD MARKET"
The growing interest of foreign business world for economic cooperation
with the Yugoslav partners and numerous visits of business delegations to our
country are suggesting successful integration of the Yugoslav economy into the
international trade trends. This is the view stated in his interview for the
Tanjug news agency on the activities of our economy in the revival of economic
cooperation with the foreign partner, by the Chairman of the Board for Economic
Cooperation with the World of the Chamber of Economy of Yugoslavia, Svetozar
Krasin. "This process is considerably improved by the lifting of sanctions, so
that its dynamics will depend on the capability of our economy to fight for its
place on this market", says Krasin.
He also underlined that representatives of our economy have discussed
possibilities, manner and conditions for revival and reconstruction, and even
surpassing of the past volume of economic cooperation, with the representatives
from almost 50 countries. From the beginning of the year until now Yugoslavia
was visited by economic delegations from Macedonia, Republic of Srpska, Greece,
Russian Federation, Bulgaria, Romania, Ukraine, Hungary, China, Byelorus,
Moldavia, Tadjikistan, Italy, Great Britain, Poland, Slovakia, Germany, The
Czech Republic, Belgium, The Netherlands, Austria, Spain, South Korea, Japan,
United States, Canada and the Muslim-Croat Federation. There were also a number
of individual visits by businessmen from these countries, as well as from Egypt,
Algiers, Cyprus, Jordan, Syria, Israel, Libya and Albania. Krasin points out
that the delegations of our businessmen at the same time visited a number of
countries: France, Russian Federation, Great Britain, Austria, Italy, Hungary
and Germany. Renewal of cooperation was also discussed by our business people in
Bulgaria, Greece, Slovakia, The Czech Republic, Moldavia, Poland, Brazil,
Argentine, Zimbabwe, Guinea, Ghana, Kenya and Namibia. These encounters and
visits have significantly contributed to the renewal of cooperation or
preparations for its establishment and opening of the new forms of business
links.
Krasin first of all underlines the renewal of cooperation with Macedonia,
as one of the most important Yugoslav foreign trade partners today, as well the
links with the economy of the Republic of Srpska. While singling out especially
the countries with whose businessmen concrete deals were contracted, Krasin
mentioned establishment of the joint company for production of automobile tires,
construction of the factory for production of ceramic tiles and aluminum
sections with Greek businessmen. The agreement was also concluded on investment
by a Greek company in the production of lead and zinc, as well as commercial
contracts on the delivery of foodstuffs, cathodes, pneumatics, light metals,
parts of automobiles and processed timber. With Russian businessmen contracts
were concluded on purchase of equipment for the needs of our metallurgical
combines, on deliveries of refractory materials for the needs of Russian cement
plants and on the joint production of passenger railway carriages. A number of
similar contracts was signed with the businessmen from Bulgaria. With China a
three-year barter arrangement was signed in the value of 350 million US dollars,
on the basis of which the Chinese oil is being exchanged for our goods.
Regarding the developed countries of Europe and of the world, Krasin
singled out Italy, which is at present number one among the Yugoslav foreign
trade partners. During the meetings with businessmen of several Italian regions,
many concrete possibilities for business cooperation were manifested. Thus the
representatives of Italgas and Energogas decided in favor of the project for
construction of the gas pipeline through Yugoslavia, whose initial value amounts
to three billion US dollars. There were very important talks with the British,
French and German businessmen, because they have pointed out at the most
feasible forms of cooperation. Discussions were also held with businessmen from
some countries of Asia, Africa, Central and South America.
Underlining that he had singled out only some of the most important and
largest deals and partners in the revival of cooperation with the world, Krasin
stated that during this year over 600 contracts on investment of capital into
our economy were signed, in the value of some 130 million DEM. The total goods
exchange with the world during the nine months of this year amounted to almost 4
billion US dollars, from this amount some 1.3 billion US dollars of our exports.
