[01] CLEAR MAJORITY IS A PRECONDITION FOR GREATER LEGAL EFFECTSThe Serbian Deputy Premier and Chairman of the Federal Parliament Constitutional Committee Prof. Dr. Ratko Markovic, stated on Sunday in an interview for Radio Kragujevac, that the election results give a true reflection of the orientation of the voters, and that the ballot was clearly a democratic free and direct expression of the will of the people.The electoral system has been rightly chosen since it contributes to the determination of the political space. Dominating political groups are now clearly visible on the one hand and ephemeral ones without identity on the other. Thus preconditions are being secured for the stabilization of state bodies, such as the Federal Parliament - said Dr. Markovic adding that the highest possible legitimacy of the Parliament has been achieved as well as a highly tangible parliamentary majority that will be able to tackle the primary goal of this institution - i.e. the adoption of laws. (Vecernje Novosti, November 11, 1996) [02] FR YUGOSLAVIA IN CEIThe Conference of the Central European Initiative held in Graz (Austria) which involved the participation of 13 prime ministers and 16 foreign ministers, invited FR Yugoslavia to become the 17th CEI member. It has also been revealed that the heads of government of Austria, Bosnia and Herzegovina and Slovenia, will try to newly establish relations with FRY - one of the founding countries of the organization. It has been made clear in Graz that our country is determined to continue its active participation in the work of CEI. (Politika, November 10, 1996.)[03] SATISFACTION FOR THE RESULTS OF THE VISITDr. Mihailo Milojevic - Chairman of the Yugoslav Chamber of Economy, headed the Yugoslav delegation at the International Economy Conference on Cooperation in Southeastern Europe, and had a number of important meetings in Bonn, before returning from Germany on Saturday.In a statement for TANJUG news agency, Mr. Milojevic expressed satisfaction for the achievements of the visit, especially at the Berlin International Economy Conference, and those made in bilateral contacts with representatives of the host country and other participants to the two-day venue, Organized by the German Industry Cooperation Bureau. [04] KLEIN RECEIVED BY MILOSEVICThe UN Administrator for the Srem-Baranja Region - Mr. Jacques Klein, revealed that on Friday he congratulated President Milosevic on the electoral victory. He also said that he informed President Milosevic about the stabilization of the situation in the Srem-Baranja Region In his opinion, the UN Administration has done much to help stabilize the conditions in the area, thus also helping the normalization of relations between FRY and Croatia. Mr. Klein stressed that numerous proposals have been voiced to extend for another year the mandate of the UN Administration in the Srem-Baranja, and that this idea has been endorsed by President Milosevic as well. (TANJUG, November 8, 1996.)[05] REPRESENTATIVES OF THE SREM-BARANJA REGION TALKED WITH TUDJMANThe UN temporary Administrator - Mr. Jacques Klein and the Chairman of the Executive Council of the Serbian Region of Eastern Slavonija, Baranja and Western Srem - Dr. Vojislav Stanimirovic met on Saturday in Zagreb with Croatian President Franjo Tudjman. This was the first meeting between the Croatian President and representatives of Serbs from that region. The communiqué released by Mr. Tudjman's office, indicates that he stressed at the meeting the mutual interest to complete as soon as possible the peaceful integration process, and that it is in the interest of Croatia to keep the Serbs that recognize the Croatian state from leaving Eastern Slavonija, Baranja and Western Srem.Upon returning to Vukovar, the Chairman of the Executive Council of the Region of Eastern Slavonija, Baranja and Western Srem stated that the encounter with Mr. Tudjman was the first serious talk about the future of the region and anticipate that they will be continued between Regional Executive Council representatives and Croatian Government officials. Dr. Vojislav Stanimirovic particularly stressed the fact that during the encounter with the Croatian President, the Serb delegation insisted on the precise definition of the model that will be used in the regional elections, on the settlement of the conscription issue for young men from the region, on the return of the property of refugees and on the safety of ethnic Serb citizens. [06] CAUTION REGARDING THE EASTERN EXPANSION OF NATOAt the international NGO conference on disarmament and security held in Budapest, most of the participants pointed out the danger and indicated reservations concerning the eastern expansion of NATO, stated in an interview for TANJUG Mr. Branko Golovic - who represented the Yugoslav Veterans Society (SUBNOR) at the meeting.In the debate on the prevention of conflicts, particular importance has been given to the experience of the war in former Yugoslavia. Responding to questions about the current situation in former Yugoslavia (made by conference participants) the SUBNOR representative reiterated that this region can not be ignored or discarded since it represents an integral part of Europe. However, Mr. Golovic underscored that we are witnessing contrasting programs on disarmament and armament of numerous parties, accompanied by various agreements and uncoordinated efforts, resulting in an excessive internationalization of the region, and an insufficient level of joint responsibility for the course of events. (Politika, November 11, 1996) [07] THESSALONIKI FRONT VETERANS IN PARISOn Saturday, the delegation of Thesaloniki Front Veterans from Yugoslavia visiting France on the occasion of the WW I Truce Day, laid wreaths at the monuments to King Petar I, King Aleksandar and French Marshall Franshe D'Epaire in Paris. The Yugoslav veterans are headed by Dr. Naum Djordjevic, Medical Corps Colonel Ret. Yugoslav veterans from the Thesaloniki Front also took part in the memorial service held at the Tie Cemetary, where Serbian WW I soldiers are burred and where a Monument to the French soldiers that died in WW I stands. (Vecernje Novosti, November 10, 1996.)[08] PERSONNEL CHANGES IN THE REPUBLIC OF SRPSKA ARMYBy decree of Republic of Srpska President Ms. Biljana Plavsic, Major General Pero Colic has been appointed Chief of Staff of the Republic Of Srpska Army General Headquarters, while Major General Dragan Josipovic has been appointed his Deputy.Yesterday, by another decreee of the President of the Republic of Srpska, RS Army generals Milan Gvero and Zdravko Tolimir have been revoked. Agencies report that, the RSA General Headquarters will be transferred from Han Pjesak to Pale. (Nasa borba, November 11, 1996) [09] HOME VICTORY FOR THE "BLUE" TEAMIn the qualifications for the 1998 World Soccer Championship in France, the Yugoslav national team triumphed 1:0 against the team of the Czech Republic (current European Vice Champion). The goal scored by Predrag Mijatovic secured important points for the Yugoslav national team in the 6th qualification group, bringing it much closer to the forthcoming world championship.
