NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The president of Republika Srpska (RS) Biljana Plavsic, talked in Banjaluka with high representative Carl Bildt on current political, economic and social issues in RS and B-H Federation. After the talks, Bildt stated that the Supervisor Robert Farrand's Office would be opened tomorrow Brcko, by which the US diplomat would officially become his deputy for Brcko. The high representative denied that a final decision was taken on the postponement of the local elections, adding that supervisor Farrand would also give his opinion of the organisation of the elections.

SARAJEVO - The president from RS in the B-H Presidency, Momcilo Krajisnik received in Pale in separate visits the charge d'affaires of the Chinese Embassy, Chi Cao Lyn, and charge d'affaires of the US Embassy, Robert Bicroft. During the meeting with Mr Bicroft, president Krajisnik agreed upon the text of the Agreement on Return of Refugees, agreed on March 31 in Geneva by ministers for refugees and displaced persons of RS and Federation, Ljubisa Vladusic and Rasim Kadic, respectively.

SARAJEVO - The Council of Ministers in their session in the National Museum in Sarajevo failed to agree over the proposal of decision on recognition and using of personal documents in RS and Federation of B-H. The co- chairman of the Council, Boro Bosic, stated after the meeting that the positions were not adjusted, because "it is a grave political issue, so the additional consultations are necessary in order to arrive at a satisfactory decision in the interest of all parties".

BEOGRAD - The Yugoslav chief of diplomacy, Milan Milutinovic, sent to the B- H Presidency and the foreign minister in the B-h Council of Ministers Draft law establishing diplomatic relations and developing cooperation between the two countries.

WASHINGTON - In Washington, Robert Gelbard was named new US envoy in RS and B-H Federation, reports DPA. Gelbard was engaged with the US Department for international fight against misuse of narcotics, and will replace John Cornblum who is likely to be appointed new US ambassador to Bonn.

SARAJEVO - The Donors Conference for RS and B-H Federation, planned for April in Brussels, is postponed again, but will be held by the end of May, reports AFP referring to an announcement from the High representative Office.

BEOGRAD - The OSCE representative in Belgrade, Zivota de Luka, stated that definite electoral rules for the up-coming local elections are soon to be announced. "The biggest problem in making the electoral rules is the voting of refugees in places where they want to live", explained Zivota de Luka for SRNA.
