MAY 26 1997 DAY
NEWS REVIEW, REPUBLIKA SRPSKA
SARAJEVO - Deputies of the Republika Srpska Parliament adopted the agenda
with 63 votes FOR and 12 AGAINST, at the 8th parliamentary session on Mt.
Jahorina. The speaker of the RS Parliament, Dragan Kalinic, suggested - and
was accepted by representatives of the Party of Democratic Action, that
their requests for the resolving of the problems of missing persons
and prisoners of who the international organisations are informed
about, as well as a discussion on the refugees, will be on the agenda of
the next parliamentary session. Deputies of the opposition parties assessed
the Report on the Work of Government from December 1, 1996 to May, 1997, as
a crude and partially said. The report submitted by RS prime minister Gojko
Klickovic was sharply criticised by deputies of the Alliance for Peace and
Progress (SMP), who expressed dissatisfaction with the results of the
Government and asked for its responsibility for, as was pointed out, a very
difficult situation in all of the spheres of the society. While responding
to the opposition's objections, the minister of industry and energy,
Milorad Skoko, dismissed the claims that there were optimal conditions for
the work, mentioning the consequences made by five year of sanctions and a
market blockade as well as a slight influx of the international aid. While
explaining the work of the Ministry of Internal Affairs (MUP) for the last
six months, the minister of internal affairs, Dragan Kijac, pointed out
that the general security situation in RS is favourable with a general
crime in reduction. As he said, the inaccessibility to the inter-entity
boundary line is a huge problem, because the IPTF prevents the RS MUP to
properly control these areas. The minister of justice, Branko Petric,
announced a full review of the RS legislature for autumn, pointing out
that thus the RS legislature will be freed from all the negative elements
stemming from the socialist and self-management systems.
SARAJEVO - At a session on Mt. Jahorina, the RS Government adopted a
certain number of amendments to the Draft Laws which are to be considered
at the next parliamentary session. The Government adopted the amendments of
the Serbian Democratic Party (SDS) to the Bid on changes and amendments to
the Law on privatisation, as well as the amendments to the Bid on loan for
the reconstruction and building of RS.
BANJALUKA - On the occasion of May 27, the Day of the Airforce and
Antiaircraft Defence of the Army of Republika Srpska (VRS), the RS
president and commander-in-chief of its armed forces, Biljana Plavsic, sent
greetings to the soldiers and officers. The president gave all the members
of the Airforce and Antiaircraft Defence credit for their enormous
contribution in the war and fight of the Serbian people for freedom.
BANJALUKA - The secretary-general of the Serbian Radical Party of RS,
Miodrag Rakic, warned in Banjaluka that the IPTF 'exceeds the scope and
authorisations stemming from the Dayton agreement, trying to perform the so-
called testing of the RS police officers'. Rakic called the RS authorities
'not to accept and allow at any cost the offered police reorganisation
which should start in Brcko and Banjaluka'. 'Such endeavours are
not only in the opposition to the RS laws, but are blatantly violating the
provisions of the Dayton agreement, with a view to disturbing of the
existing degree of RS sovereignty which is guaranteed by the Peace
agreement', said Rakic.
ZVORNIK - If the SFOR US contingent succeed in their intention to open a
market in the village of Memici in the Federation of B&H - which borders
with the Municipality of Osmaci in RS - at the beginning of June, then the
safety of the citizens in this part of RS will be jeopardised, assess
officials of the Zvornik Police Station, explaining that 'this would then
lead to the uncontrolled movement of a great number of citizens just along
the inter-entity boundary line, especially, from the Muslim side'.
TESLIC - Anti-Serb paroles saying: 'We are coming in September', 'Chetniks
get out of B&H', 'the Serb women to be seen in harems', 'the Serbs to hang
on willows' and similar paroles with clear fundamentalistic messages,
emerged on the outer walls of some public buildings such as Clinic, Police,
Municipal Assembly of Teslic and other public institutions. According to
the Police Station officials, unknown perpetrators are still at large.
