NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The president of Republika Srpska /RS/ Biljana Plavsic decided to resolve the National Assembly /NS/ of RS. "I conclude that the functioning of the authorities in RS is in the dangerous crisis, in the extent that it jeopardise the security of RS and it is obvious in almost all fields of conducting the public functions. Therefore I conclude that only by the elections for new Assembly could be prevented the further deepening of the crisis, which already now threatens to the survival of RS.

BANJA LUKA - The president of RS Biljana Plavsic talked in Banja Luka with the High Representative for civil matters Carlos Westendorp about her decision on dissolution of the National Assembly of RS. "I was informed about this decision for which president Plavsic said that it is in accordance with the Constitution of RS. She assured me that the mechanisms of the Government will function until the elections", stressed Westendorp after the meeting. He expressed his hope that "the whole situation will be overcome smoothly, in accordance with the Constitution of RS and Dayton Agreement".

SARAJEVO - The political crisis in RS in the past thirty days become so complicated that it provoked concern of the people, unrest and even confrontation, it is said in the letter of Momcilo Krajisnik, the president from RS in the Presidency of B&H, sent to the president of RS Biljana Plavsic. "There are the justified fears from chaos and difficult consequences for our state. I am particularly worried because of your last intention which you indicated in the letter addressed to the president of National Assembly and to the president of Government of RS. The indication on resolving the Assembly is the alarm for the more serious crisis, difficult for RS to recover", it is said in the letter of Mr. Krajisnik to president Plavsic.

SARAJEVO - The president in the Presidency of B&H from RS Momcilo Krajisnik, the president of National Assembly /NS/ of RS and the president of the Government of RS Gojko Klickovic talked in Pale with the U.S. envoy for Balkans Robert Gelbard about the current situation in RS. After the meeting Mr. Gelbard stated that he conveyed the announcement of the contact group from the last nights session in Hague to Krajisnik, Kalinic and Klickovic, in which the worry of the contact group is expressed, because of the lack of "democratic structuring of the situation in this moment in RS".

SARAJEVO - The government of RS deems that the decision of the president of RS Biljana Plavsic on resolving the Assembly "is not in accordance with the Article 72. of the RS Constitution, by which is regulated that president of Republics, after hearing the opinions of the prime minister and the president of National Assembly of RS, can decide to resolve the parliament". At the 4th extraordinary session the Government concluded that the "Decision on resolving the National Assembly /NS/, the president have brought without prior hearing the opinions of prime minister and president of NS whether the reasons for resolving were founded".

SARAJEVO - The president of the Government of RS Gojko Klickovic stated in Pale that there are no any reason for resolving the National Assembly of RS, required by president Biljana Plavsic, because all misunderstandings and problems could be solved within the framework of existing institutions. "That is unofficial information and I think that it wouldn't be justified act, and what the president will do, is not mine to assess. Nevertheless, I think that in that case there is no need to go into the further confrontation", assessed Klickovic in the statement for SRNA and AFP. According to him, RS Government continues its regular activities and has intention to carry out the planned programmes until the next elections.

BANJA LUKA - The representatives of 15 parliamentary and out of parliament opposition parties in RS at the joint meeting with the president of RS Biljana Plavsic in Banja Luka supported her decision on resolving the National Assembly and scheduling extraordinary elections for September 1 this year.

SARAJEVO - The Daily News of the Serbian Radio-television is issued from its Studio in Pale, but not as usually, through joint realisation from Pale and Banja Luka. In the announcement issued before the central informational programming the Daily News, it was said that the studio in Banja Luka is until further out of use, because the personal security and members of the Cabinet of the president Plavsic forcibly ordered the responsible for the programme to respect their orders.

BELGRADE - The special U.S. envoy for Balkans Robert Gelbard stated that in the talks with the president of Serbia Slobodan Milosevic is jointly assessed that it is necessary to avoid the further escalation of confrontation in RS. "The president Milosevic said that he shares our worry for the situation in RS, and that there is need for patience both of president of RS Biljana Plavsic and president in B&H Presidency Momcilo Krajisnik to avoid the further escalation of conflicts", said Gelbard after talks in the Presidency of Serbia.

SARAJEVO - At the session of the Council of ministers in Lukavica were discussed the tasks for finalisation of the Document of memorandum with the International Monetary Fund /IMF/, which represent the prerequisite for holding the Donors conference . "We concluded that the Council of Ministers has finished its part of job, however, there remain uncleared some issues on governments of entities and Central Bank", said after the meeting the co- presiding of the Council of Ministers Boro Bosic.
