NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The National Assembly of Republika Srpska (RS) authorised the speaker of the Parliament, Dragan Kalinic, to start legal proceeding before the Constitutional Court for assessing the constitutionality and legality of the decision made by the RS President Biljana Plavsic on disbanding the Parliament on July 3.

SARAJEVO - The Republika Srpska Parliament unanimously adopted the conclusions in regard to the RS president Biljana Plavsic's decision on dismissing of the Parliament. The conclusions were supported by the Club of Representatives and the Main Board of the Serbian Democratic Party (SDS). The RS Government's attitudes and conclusions that are protecting the constitutional and legal position of the Ministry of Internal Affairs (MUP) and are halting the carrying out of the non-constitutional decisions made by the RS president on the work of the Ministry of Internal Affairs, were also backed. It was concluded that while she was appearing in the public media, the RS president presented false and blanket data, even the ones regarded as the state secret. This is an non-allowed act and is being condemned.

SARAJEVO - A session of the RS Government will not take place in Banjaluka, even though this was announced yesterday by the RS president Biljana Plavsic. Namely, RS premier Gojko Klickovic stated that the Government made a decision on permanent holding of a session at its seat, as long as the continuing session of the RS Parliament is taking place. While commenting on the invitation of the RS president, the prime minister Klickovic reminded us that 'on the basis of the Article 82. of the Constitution, the president has the right to convene a governmental session, but in the consultation with the prime minister'.

SARAJEVO - On the 10th parliamentary session being held on Mt. Jahorina, the vice-premier of the RS Government, Velibor Ostojic, stated that the top state executive body believes that the Serb Parliament is still existing and functioning. While participating in the discussion on the RS president Biljana Plavsic's decision on disbanding the Parliament, Ostojic assessed such a move as a conscious or unconscious attack on the governmental institutions, which is used for 'settling accounts indirectly with the Party which created that institutions'.

SARAJEVO - The chief of the RS State Security Department, Dragisa Mihic, stated at the parliamentary session on Mt. Jahorina that the means obtained through the trade with the Federation of B&H were used for the needs of the Republic. While commenting on the RS president Biljana Plavsic's accusations of the Ministry of Internal Affairs (MUP) of involvement in criminal acts, he said that we have here a manipulation with the data on the trade with the Federation of B&H, i.e., we are not dealing here with the black-marketing, but with a legal trade for which all the taxes and duties were paid. As he said, such a type of trade is not anything new and is being used by almost all the states for influencing on the economic stability of the nearby states, as was also the case with RS.

KOTOR VAROS - A member of the European Parliament, Doris Pack, in charge of the South-Western Europe, talked with leadership of the Municipality of Kotor Varos about the Annex 7 of the Dayton Agreement and the creating of possibilities for the return of refugees to these areas. Mrs Pack pointed at the problems, while the mayor of Kotor Varos, Nedeljko Djekanovic, stressed the municipal authorities will, in accordance with the official policy of RS, do their utmost to provide conditions for the return of persons of other nationalities.

GRADISKA - The Local Electoral Commission in the Municipality of Gradiska registered 32.740 voters, which is 800 voters more than at the last year's elections.

SREBRENICA - Despite the frequent changes to the criterion, the voters registration in the Municipality of Srebrenica was carried out satisfactorily. Some 98% of the electorate were registered, stated the head of the Main Board of the Socialistic Party, Branislav Gojkovic.
