"The action of the RS Government against the RS presidential decision, No. 01-294/97 of July 3, 1997, is dismissed as unlawful", is the decision of the RS Supreme Curt Council, brought at July 18 session and signed by its president Petko Cancar.SARAJEVO - Biljana Plavsic was not excluded from the Serbian Democratic Party for Serbian Lands (SDS SZ) because of her intention of preventing crime, but because of scorning and insulting treatment of the Party that had nominated her for presidential candidate at the general elections, which she had won, stated Vlado Vrkes, the director of the SDS SZ Direction. He said Biljana Plavsic discontinued cooperation with the Party leadership and obstructed all verbal and written agreements, ignoring every call for talks and cooperation. SARAJEVO - In Lukavica, the B-H Presidency held a long debate on the organisation and structure of B-H diplomatic-consular bureaus, without reaching any agreement. The president in the B-H Presidency from RS, Momcilo Krajisnik, Croat president in the Presidency, Kresimir Zubak, and Haris Silajdzic who replaced Alija Izetbegovic, failed to reach a concrete agreement on this issue, for, as Krajisnik explained, all key issues are dealt with in the presence of all three presidents. SARAJEVO - The RS Government delegation and two members of the B-H Council of Ministers from RS, arrived to Brussels for the Donors Conference, to take place on July 23 and 24. The RS delegation is comprised of RS prime minister Gojko Klickovic, finance minister, Ranko Travar, minister for refuges and displaced persons, Ljubisa Vladusic, minister of health, Mirko Sosic. SARAJEVO - The international Donors' Conference would focus on the fund raising for a long-term post-war recovery of B-H, in stead of previous emergency reconstruction assistance, announced the World Bank. The organisers are hopeful to persuade the donors to provide funds which should help B-H to become economically more independent. SARAJEVO - The ICRC would continue its activities on the equality bases in both entities, especially through providing assistance for the fields of medicine, social welfare, water supply, public kitchens, ambulances, hospital reconstructions and other - this was concluded at the meeting between the RS National Assembly president Dragan Kalinic and deputy chief of ICRC mission Peiere Crenbil. SARAJEVO - The OSCE mission chief, Robert Frowick, appealed all political parties and individuals in RS and Federation of B-H to hold fair, open and peaceful discussions during the election campaign, which starts today. "The OSCE is here to provide the integrity of the electoral process in order to implement the Dayton agreement and rules and regulations adopted by the members of the Provisional Electoral Commission. TREBINJE - A large number of residents was evaded from the tentative voters lists in RS, and set to vote in the Federation, which represented a flagrant violation of the electoral rules and regulations, announced the Local Electoral Commission in Trebinje. the Commission president, Milan Bosic, explained those were mostly refuges and displaced persons, whose names were put on voters lists in place of their previous habitation, even though they wished to vote in RS. BRCKO - The Commission for Return, working as a part of the International Supervisor for Brcko Office, approved the return of 400 Croats and Muslims to the zone of separation. Thus far, the Commission has approved 200 Muslim and 83 Croats requests, by which it opened way for return of about 1,200 refugees. BEOGRAD - The President of the Association for Help to Refugees in FR Yugoslavia, Milorad Muratovic, warned that "the work on the status of refugees has been almost completely blocked, making their position constantly worsening". He said authorities in B-H and Croatia deliberately obstructed refugees repatriation. THE HAGUE - A medical experts team from Belgrade visited Dr Milan Kovacevic, detained in the Hague Tribunal prison, who suffers from stoke after being arrested on July 10 in Prijedor. RUDO - In the past several months the number of patients who died form stoke has enormously increased. In addition, leaves from fruit trees has almost completely fell, and some insects unknown in this region appeared. Rudo residents connect these events with low flights of NATO jets, and notable absence of SFOR patrols in these moments. They warn of similar reports from other parts of RS, but SFOR representatives decidedly deny this.
