LAKTASI - The Republika Srpska (RS) premier, Gojko Klickovic, stated in Laktasi that he accepted the proposal of the RS president Biljana Plavsic to summon the RS government session. "However, we will suggest president Plavsic to move the date of session scheduled for August 2 on St. Ilija Day to next week, because many ministers had undertaken some obligations before the calling for the session, since St. Ilija day is the Patron Saint in many RS municipalities", stated Klickovic. He visited Laktasi and talked with the municipal authorities on the current constitutional crisis in RS. In his comment on the visit, Klickovic said that its aim was to review problems faced by the local economy. "The most important thing is that the economic systems are maintained and operational, true with a limited capacity, which imposed an additional need for resources", stated Klickovic. Although the problem of housing of refugees in Laktasi is more or less solved, the premier promised Government support in this respect.

BRCKO - The RS minister for refugees and displaced persons, Ljubisa Vladusic, stated that he received assurances from Brcko supervisor, Robert Farrand, that the Serb refugees would not move out from Brcko against their will. "It was made clear to us that the Supervisor Office had no intention to move Serb refugees and displaced persons from Brcko to Federation or any other place against their will", stated Vladusic for SRNA following the talks between RS Government delegation and the Supervisor for Brcko. "The Serbs cannot be moved out from the Muslim or Croat houses, even if the former residents meet all requirements for return, until the refugees are provided with appropriate housing units", Vladusic underlined.

BRCKO - The OSCE Mission chief, Robert Frowick, should meet with the Brcko municipality delegation and members of the Provisional Electoral Commission on August 5, in order to find a solution for disfranchised 3.000 Brcko residents. Brcko officials received a written information of the meeting by Robert Farrand.

SARAJEVO - The B-H Council of Ministers failed to adopt the Law on Citizenship at today's session in the National Museum, because the Law in not brought in conformity with the Dayton Agreement and the B-H Constitution. According to the co-chairman of the Council of Ministers, Boro Bosic, Serb representatives in this institution insisted upon adjustment of the Law on citizenship with the Dayton Agreement and the B-H Constitution, on which discussions will be held in the coming days, in addition to deliberations on the Law on passports. Bosic confirmed the Serb members of the Council of Ministers required inclusion of the memorandum on agreed to principles of the organisation of the telecommunication sector in B-H in the agenda, together with the Memorandum on Understanding between B- H and the European Bank for Reconstruction and Development.

SARAJEVO - The minister for civil affairs and communications in the Council of Ministers of B-H, Spasoja Albijanic, warned the coordinator of the German Government for the refugees returns, Ditmar Schle, that the return of refugees can be possible only after revitalisation of economy. "It is not true that RS impedes the return of refugees, but repatriation cannot be implemented without prior revitalisation of economy", said Albijanic. He pointed out that "given the existing economic and social conditions, coupled with the high social tensions, the issue of return of refugees is not possible to deal with at present."

SARAJEVO - The high representative of the international community, Carlos Westendorp, revealed his intentions to impose sanctions against the Council of Ministers if the Law on citizenship and Law on passports is not adopted as soon as tomorrow, AFP reports. "Westendorp has already prepared a list of sanctions, while the B-H Council of Ministers is concerned with the preparations for the last meeting on this issue under the Sintra deadlines", stated his spokesman Duncan Bullivant.

SRPSKO GORAZDE - Following the inspection of the preliminary voters lists in the Srpsko Gorazde registration centre, it appeared that 536 residents who decided to carry out their right to vote in this municipality were set to vote in Muslim Gorazde. Srpsko Gorazde residents protested with the Electoral Appellation sub-Commission in Sarajevo, claiming that some prominent citizens are among the Serbs listed for vote in Muslim Gorazde.

NEVESINJE - One hundred fifty voters in Nevesinje are placed in "D" category for voting in municipality where they lived before 1991, i.e. in the B-H Federation. They all forwarded their appeals which are believed to be accepted.

DOBOJ - The Association of War Veterans"Veteran" from Doboj demands from local authorities that "all legal measures be urgently undertaken to prevent Muslim encroaches into Serb territory and attacks on Serb residents".

SREBRENICA - After noting that all food supplies are run out and that Red Cross warehouses are empty, the Board for the provision and distribution of humanitarian aid for Srebrenica decided to form mobile teams to gather humanitarian aid needed for the Srebrenica residents. The Srebrenica mayor Stanko Rakic sent a circular to all potential donors in RS and Yugoslavia asking for assistance which would help to evade a humanitarian catastrophe.

PODGORICA - The Monte Negro prime minister, Milo Djukanovic acquired in Podgorica support of all political parties for the organisation of the early parliamentarian elections in the first half of next year. Representatives of all parliamentarian parties agreed that the Parliamentarian elections should not be selfpurposed, but an expression of a need for further development of democratic principles, institutions and customs in Monte Negro.

BEOGRAD - The president of the Association for help to refugees and displaced persons in FR Yugoslavia, Milorad Muratovic, stated that this Association was committed for the right of all refugees to vote in places of their choice. He added that refugees who decide to vote in Serbia should be enabled to do so.

SARAJEVO - The president of the Club of Representatives of the Croatian Democratic Union (HDZ) in the Chamber of Peoples of the B-H Parliamentarian Assembly, Ivan Bender, is not satisfied with the distribution of financial assistance for reconstruction and development in the Federation, claiming that the Croatian areas have been completely neglected. Muslim Radio- Sarajevo reports Bender stated at yesterday's Chamber of People's session that the resources received from donors were being allocated only in the Muslim-controlled territories, supporting this claim by saying that only 14 per cent of total 3 million dollars donations were allocated to the Croats in the Central-Bosnian Canton.

SARAJEVO - Dissatisfied with the establishment of the new municipality of Usora, about 2.000 Muslims blocked the highway in the disputable community of Tesnjak, reports Muslim Radio-Sarajevo. Federal premier, Edhem Bicakcic, talked on this issue with Muslim residents and political representatives in Tesnjak. Even invited, the Croats did not attend the meeting.
