BANJA LUKA - The president of Republika Srpska /RS/ Biljana Plavsic assessed in Banja Luka that the decision of the RS Government to break the relations with the president, as well as other decisions, represent the continuation of violating Constitution and laws of RS. At the press conference the president Plavsic reminded reporters that the members of Government refused to respond on two calls for holding session of the Government, as well as refusing to perform her decision on suspension the minister of Internal Affairs Dragan Kijac. "The suspended minister has done something what can lead RS in difficult position, because he refused to cooperate with the International Police Forces /IPTF/, which is anticipated in Annex 11 of the Dayton Agreement", assessed Ms. Plavsic.

BANJA LUKA - The vice-president of RS Dragoljub Mirjanic warned that the last events in Republics has seriously lead in question the functioning of all institutions which mean the existence of one state. In Mirjanic's statement communicated to SRNA through the Cabinet of the president of RS, is stressed that "nobody has a right now, when the collective interests of Serbian people and its expensively paid freedom are endangered, for account of the personal and particular interests, diminish the results of the four years fighting and attempts to achieve the democratic principles of behaviour and living".

SARAJEVO - The Ministry of Defence and the Government of RS as well as the General Staff of RS Army will consider illegal and unconstitutional new acts of president Biljana Plavsic, and will use all available means for preserving the legitimacy of constitutional institutions and unity of Serbian Army. This is said in the announcement issued after the meeting of Collegium of Minister of Defence Milan Ninkovic, which we transmit in whole.

BANJA LUKA - The meeting of the members of General Staff of RS Army /VRS/ with the supreme commander of the armed forces of RS Biljana Plavsic will be held on August 26, at 14,30 h in Banja Luka. The meeting would have been held on August 25, but on the request of General Staff it was postponed for August 26 at 10,00 h and afterwards at 14,30 h.

ZVORNIK - The member of the House of Representatives of B&H from RS Jovo Mijatovic stated in Zvornik that the conflict between the president of RS Biljana Plavsic and state and political leadership is so great that the return on the old status is not possible anymore. "The situation is getting more and more the form of two governments where the president Plavsic is stating that she makes efforts for respecting the Constitution and Law, and takes for herself the right of bringing the decisions which are in competence of National Assembly /NS/ and Government, by which she violates the Constitution and Law", stated Mijatovic.

SARAJEVO - The judge of the Constitutional Court of RS Slobodan Kovac confirmed that this court had brought the Decision about non- constitutionality of the Decision of president of RS Biljana Plavsic on dissolving the National Assembly and announcing new parliamentary elections, on the basis of legal norms and laws. "The judges of the Constitutional Court tried, as it was possible, to perceive seriously this problem and to solve it in the legal way", stressed Kovac.

SARAJEVO - The spokesman of OSCE John Blakely announced at the press conference in Lukavica the meeting of the Joint Military Commission for August 26 at Ilidza, at which, as anticipated, will be considered the situation in RS and last events in Jajce. At the agenda of the meeting are also the issues related to the instructions in the electoral period and future operations of mine clearance, the ways of making evidence about ammunition and weapons, and commanders of the military entities will submit the reports about their activities in the previous period.

BANJA LUKA - The delegates of the Serbian Democratic Party /SDS/ in NS RS Dusko Lajisic, Milorad Kuzmanovic and Goran Popovic from Banja Luka sent the letter to the president of National Assembly of RS Dragan Kalinic in which they inform him that because of events in Banja Luka they will not be able to participate in the next session of Parliament. "We suggest for the next meeting to be held in Banja Luka and that on agenda be the announcing of the complete elections on all levels", it is stated in the letter and added that at the session have to be present also the president of RS Biljana Plavsic, the president in the Presidency of B&H from RS Momcilo Krajisnik and the premier Gojko Klickovic.

PRIJEDOR - Marko Pavic, appointed by the president of RS for acting minister of Internal Affairs, stated in Prijedor that he still do not perform this duty because by constitution regulated procedural acts were not done. At the session of the Municipal Board /OO/ of SDS Prijedor, Pavic repeated that he said to Ms. Plavsic that he will accept the appointment under the condition that he comes on this post as the cadre of SDS, and that he will conduct the work and activities in the Government of RS.

SARAJEVO - The General director of the Serbian Radio- Television /SRT/ Miroslav Toholj called all employees in the TV studio Banja Luka to "restrain from anarchy in which they were pushed by those who has no any legal coverage, nor legal basis in Laws and By-Laws of the Public Enterprise /JP/ of this house. In the announcement, issued on the occasion of illegal taking out the studio of SRT in Banja Luka from the unique system JP SRT, he reminds that "the former deputy general director Radomir Neskovic was dismissed and sacked on the legal way from SRT".
