NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The president in the B-H Presidency from Republika Srpska (RS), Momcilo Krajisnik, stated regarding the present situation in RS that he blamed not only SFOR and IPTF, but certain Biljana Plavsic-led forces, who are fuelling this chaos in order to get to power by way of a coup. All blames is to be ascribed to Serb-Serb relations", assessed Krajisnik after, as he said, useful discussion with the US envoy for the former Yugoslavia, Robert Galbard. Warning that "by an exchange of theses this are being portrayed differently", Krajisnik pointed out that events in Bijeljina and Brcko "came as a reflection of discontent of the people with the overstepping of mandate, while the motive is a tactless and unlawful behaviour in Banjaluka". "Our interest is to work in the joint bodies, but the accusations for for unwise adventurous actions cannot be made on the account of the Serbian people", stated the president in the B-H Presidency from RS. The US envoy believes that "we are in the critical moment not only for the implementation of the Dayton agreement, but also the future of RS". Events in Bijeljina and Brcko Galbard assessed as "terrorist activities, warning that "behaviour is necessary to change, otherwise consequences will be fatal."

PRIJEDOR - The events in Brcko and Bijeljina showed that the people understood that the end goal of RS enemies is RS shattering, stated the head of the RS Army (VRS) General Staff, general Pero Colic, adding that "every Serb must grasp that we have to be united and that only the people can through elections choose those on power, through elections".

BEOGRAD - The vice-premier of the RS Government, former interior minister, Dragan Kijac, warned that law offenders during the recent events would be criminally charged. "Criminal charges have been already brought against persons who tried to forcibly seize the buildings, and they will certainly be arrested if found in a territory where the police can do it", stated Kijac in an interview for "DT Magazine". While speaking of the crisis in RS, Kijac emphasised that the Ministry of Internal Affairs (MUP) had warned in April this year that the hostile part of the international community wants to divide RS into two. Being asked how far the investigation on corruption - pointed out at by president Plavsic - has arrived, Kijac said that the investigation had been completed and results reported to the RS leadership.

PARIS - I am a democrat and nationalist, but I am not a separatists, answered Biljana Plavsic to special US envoy Richard Hoolbroke's question "whether she intends to up-hold the Dayton agreement calling for unitary B- H or she will try to break away and join RS to Serbia". Referring to recent Banjaluka discussion between RS president Biljana Plavsic and Richard Holbrooke, the International Herald Tribune, points out that the special envoy commented her answer as "Mrs Plavsic is not an angel, but she cast a die for Dayton and NATO and crossed Rubicon".

BRCKO - By the end of the day 100 international policemen would return to Brcko, after they had been evacuated from the city, during dramatic events, to the "Kolt" base in Tuzla, confirmed IPTF spokesperson Kathy Leden. The reopened border crossing between RS and Croatia at the Savski Most is safeguarded by SFOR and Serb police. Serb Radio-TV broadcast cannot be seen in this area, but no official explanations concerning the Udgrinovo transmitter operation were provided.

HAMBURG - The German papers conclude that the political crisis in RS does not contribute to the implementation of the Dayton agreement, and add that negotiations should solve the current crisis. The conservative "Welt" notes that Biljana Plavsic's position has weakened in the recent days, while "Stuttgarter Zeitung", believes that a compromise is almost ruled out. "The crisis in RS is, first of all, a logic consequence of the inconsistent Western policy and too rushed siding with Mrs Plavsic. Things, however, are not moving in a desirable direction", concludes the paper.

PARIS - An international association was formed to battle the arbitrary the Hague Tribunal's trials, which represent a mere political instrument and imprudent justice mocking". This association believes that the existing International Criminal Tribunal for Former Yugoslavia should be dismissed in order to form a standing international criminal tribunal, which jurisdiction would extend to all countries around the world. "Such a standing criminal tribunal, established under a universal international treaty and joined by all UN members, would be an exemplar of international justice and would render means for deterring from all potential war crimes commissions in future", reads the association communique made available to SRNA.

KRAGUJEVAC - The Sumadija District Board of the Serbian Radical Party (SRS) in Kragujevac assesses that Biljana Plavsic by its "unconstitutional and unlawful decisions works on the break-up of RS." "By her acts Biljana Plavsic betrays the Serbian national interests", underlined the SRS Sumadija Board, and added: "We fully support the Serbian people in RS in their resistance to NATO-led SFOR troops actions."

BANJALUKA - The Socialist Party of RS (SP for RS) warned in Banjaluka that "political terror against the Party members continues in Doboj". In an announcement it said that the SP for RS Main Board member and deputy in the RS National Assembly, Milovan Stankovic went on hunger strike. He is held in detention in Doboj District Court detention facility together with other six persons who took part in the attempt of takeover of the Serb Radio-TV transmitter in Duge Njive, near Doboj.
