NEWS REVIEW, REPUBLIKA SRPSKA

BANJA LUKA - The president of Republika Srpska /RS/ Biljana Plavsic talked in Banja Luka with the U.S. Ambassador to Sarajevo Richard Causlarich about the democratisation of media, impending parliamentary elections and economic assistance. Causlarich greeted holding of the parliamentary elections in RS, expressing the hope that they will pass in "fair and democratic atmosphere". According to him, "it is very important to hold parliamentary elections in organisation of OSCE". Clausarich stated that U. S.A. are investing very much in objectivity of media in RS.

SARAJEVO - The Council of Ministers of B&H considered in Lukavica /Serbian part of Sarajevo/ the Law about this body, the document which was considered many times and returned for finishing because of complexity of related issues. This time the law was finished in the Office of the High Representative Carlos Westendorp.

BRCKO - The spokesman of the supervisor for Brcko Razvigor Bazal stated that after the session of the Provisional Electoral Commission in Sarajevo, at 14,00 o'clock, the results of the local elections in Brcko will be known. For Friday at 10,00 h was announced the meeting of the supervisor Robert Farrand with the representatives of the political parties in Brcko, at which would be announced the creation of the multi-ethnical administration in this city.

DOBOJ - The spokesman of IPTF Andre Agneli stated that "the international police forces are not satisfied with the declarative excuse of the members of police loyal to president Biljana Plavsic, who, the night before moved unfoundedly towards Derventa". While commenting the events in the settlement Tromedja, near Derventa, Agneli stressed that the policeman from Banja Luka being not authorised moved the earlier determined check-point on that direction, without the prior permission of IPTF. According to him, the movements of police loyal to the president Plavsic were unfounded and without the knowledge of IPTF, what, as he said, dare not happened.

DOBOJ - The SFOR spokesman of the MND North major Bjern Sorenson stated that the members of SFOR will stay and protect the objects of the radio- television transmitters Duge Njive, near Doboj and Udrigovo, near Lopare until further notice. According to him, the international forces have enough power to control these objects until another decision. At the press conference in Doboj, Sorensen stressed that transmitters are only under control without intention to put it in another doubtful function.

SARAJEVO - The participants of the public tribune, who are organising themselves in Pale every day, on the occasion of excluding the Studio of the Serbian Radio-TV /SRT/ in Serbian Sarajevo from unique informational network of RS, welcomed the support from the Association of Journalists and Authors of Serbia. The guests of the tribune organised in the framework of the Action "Slobodno" /freely/ were the assistant of the general director of the Serbian Press Agency /SRNA/ Zeljko Grujic, the drama artist Ljubo Bozovic and the SRNA journalist Zeljka Domazet. Grujic called the SFOR's action of occupying the transmitters of SRT as the attack on the elementary human rights and freedoms which support "the exporters of the western democracy", stressing that by this is being imposed the military censorship, by which is banned the uttering of the Serbian word and television which has the right for different opinion.

ROME - The Western diplomatic sources assessed that the indications on postponing of the presidential elections in RS for April next year - is the result of the research of the Serbian public opinion by the international observers, according to which is expected almost sure defeat of president Biljana Plavsic, if the elections were held on December 7. As reports the Italian press agency ANSA, this postponement requested the High Representative for B&H Carlos Westendorp in Brussels yesterday. "I wish that these elections would be held after melting the situation, and that means that elections would be held in April next year", said Westendorp.

ATHENS - The Greek daily "Elephterotipia" assesses that international community by the attempt to postpone the presidential elections in RS want to give more time to president of RS Biljana Plavsic to strengthen her position, i.e. to get support from West and win on elections. The daily reminds that by Belgrade's agreement were determined the dates of holding the parliamentary and presidential elections in RS, expressing the conviction that president in the presidency of B&H Momcilo Krajisnik will not agree with change in these terms.

AMSTERDAM - Anywhere you look throughout the Serbian states, you can see the general instability and divisions, is highlighted in the comments of the Dutch press. In RS from the Cabinet of the president they persistently required the dismissing the National Assembly, and during the discussions about this crisis, the Serbian police in the mutual disputes impressively demonstrated the typical example of the overall Serbian discord, it is added in the comments. In Montenegro the premier and president are leading the brutal pre-electoral campaign, as it is in question the struggle for life or death, and minimal difference in votes talks about the extent of the division of the people.

BELGRADE - The president of the Serbian Radical Party /SRS/ Vojislav Seselj stated in Belgrade that the special U.S. envoy Robert Gelbard and the High international Representative Carlos Westendorp have required the postponement of the presidential elections in RS until Spring 1998, because of the fear of defeat of president Biljana Plavsic. At the press conference he accused OSCE that the announcement of the results of local elections in

RS and FB&H is late because they are trying "to frame and falsify the electoral results". According to their opinion, the international community is "astonished by the good success of the Serbian Democratic Party /SDS/ and Serbian Radical Party /SRS/".

BANJA LUKA - In the Banja Luka settlement Nova Varos around 4,00 h was heard the explosion in which was destroyed the official car of the editor in chief of the daily news "Glas Srpski" Gordan Matrak. Beside this car in the blast were destroyed another two cars which were parked in the vicinity, and broken more window panes on the nearby building. Nobody was injured.
