NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The delegates of the House of Representatives of B&H at the continuation of the fifth session in Sarajevo could not harmonise stances about proposals about law on Council of Ministers passports and citizenship, because of what the presiding Slobodan Bijelic set ten minutes pause. The club of delegates of Serbian Democratic Party /SDS/ thinks that Presidential House would not have to discuss about these proposals, because about them was not reached the agreement neither in the Council of Ministers of B&H.

BANJA LUKA - The British Ambassador in Sarajevo Charles Crawford announced that at the Conference in Bonn, scheduled for December 9 and 10, "Germans will come out with proposals, with which they will previously acquaint authorities of both entities". Mr. Crawford said that "there are thoughts on the level of international community about possibility of extending the mandate in B&H in "formally political sense", but for such a thing is necessary to reach consensus and verification of such decision at the level of Council of security and UN". Mr. Crawford was received in Banja Luka by Republika Srpska /RS/ president Biljana Plavsic and talked with him about impending Bonn Conference, past parliamentary elections in RS and implementation of Dayton Agreement.

BELGRADE - The Parliamentary National Party /SNS/ welcomed in Belgrade the results which SDS achieved on the early parliamentary elections in RS, but also "other patriotic forces", along with assessment that "Serbian people know quite well to whom to give confidence". In the text is noted that SNS "expected that for SDS will vote the greatest number of voters".

NOVI SAD - One of the leaders of coalition "VOjvodina" Nenad Canak assessed in Novi Sad that the parliamentary elections in RS "are big mistake of OSCE and international community in general", along with assessment that they were "a step towards the full disintegration of B&H". He considers its organisation ass the consequence of "deep misunderstandings within the international community when the preservation of integrity of B&H is in question", and he assessed the success of SDS as "new clout against the integrity of B&H".

DOBOJ - The representatives of First and Third Corps of RS Army and Associated command of Croatian Council of Defence /HVO/ agreed in Doboj that the level of cooperation of two armies is on the high level and in the spirit of joint stances on implementation of military part of Dayton Agreement. The meeting of officers of VRS and HVO, held in the basis of Nordic-Polish brigade of SFOR in the framework building of measurements of confidence and security anticipated by Dayton Agreement and under auspices of OSCE, were not present the representatives of Army of B&H, without explanation for absence.

BANJA LUKA - In organisation of "Independent news" from Banja Luka and "Evening news" from Sarajevo, in Banja Luka's museum was opened the first Fair of Sarajevo Economy at which will in next three days participate fifty enterprises and companies from Federation B&H. The fair was opened by deputy High Representative Hans Schumacher, who emphasised that this is "another proof of necessity of implementation of Dayton agreement ", and that the "closed environment for external world is doomed on stagnation and failure".

BELGRADE - The regional office of OSCE stated that all who fled from Tuzla and are not registered or requested for return until January 10, 1996 have no right on return in their apartments - confirmed the delegation of association for assistance for refugees and expelled persons in FR Yugoslavia. The chief of the delegation, which visited Tuzla last week, Jovan Jelic reminded that the "mentioned deadline only one month after signing Dayton Agreement".

VUKOVAR - Besides the National board for establishing the confidence on the state level the sub-boards on the level of counties and cities practically do not function - was concluded in Vukovar at the meeting of Delegation of Monitoring Mission of EU and president of Independent Serbian Democratic Party /SDSS/ of Vojislav Stanimirovic.

PRISTINA - In three terroristic attacks of Albanian extremists, performed yesterday and today in the region of municipality Srbica, were wounded the members of Ministry of Internal Affairs /MUP/ of Serbia Ljubisa Ilic from Srbica, Zoran Trboljevac from Leposavica, Srdjan Pavlovic from ZUbin Potok and Nedeljko Aksentijevic from Kragujevac.

PRISTINA - The aeroplane of make "Cesna", the property of Yugoslavian airlines /JAT/, crashed near the airport Slatina, near Pristina. According to the unofficial data which provided the SRNA correspondent, the pilot, co- pilot and another two members of crew of the plane who flew from Vrsac towards Pristina, were killed.

ZVORNIK - The minister of information in the Government of Republika Srpska /RS/ Svetlana Siljegovic assessed in Zvornik "that the past parliamentary elections in RS showed that people wants the Serbian national state, regardless which party will win". While emphasising that "encouraging is the fact that national block have a power", she reminded that in "RS, during parliamentary elections, happened something without precedent in the world - that the ruling party was allowed the access to media".

THESSALONIKI - The past early parliamentary elections induce the attention of Greek media, which assess that elections, instead of settling the crisis in the top of Serbian authorities, making the situation more confuse and uncertain. "Katimerini" comments that regardless the final results of elections, which will be announced on December 10, two conclusions are arising - "that no any party in parliament will have absolute majority, and that results of elections will only strengthen the RS internal political crisis".

SARAJEVO - Despite the unfounded insisting of delegates from Federation B&H and co-presiding of the Council of Ministers Haris SIlajdzic that the House of Representatives of B&H Parliament go on passing the law on Council of Ministers, citizenship and passports, the final decision about these legal acts will be brought at the continuation of session on Tuesday December 1. The opening of discussion and eventual adopting of mentioned laws on Monday would precede the meeting in the Office of High Representative, when the presidents of parliamentary clubs would submit the amendments on three disputable laws and harmonise them.

NOVI SAD - The director of RS office for coordination the project of World Bank "The assistance in reconstruction and renewal of RS" Ranko Labovic and president of municipal assembly Novi Grad Dragutin Djurasinovic signed the agreement about rehabilitation of water-supplying system in this city, which value amounts 213,000 US $. The resources for this project provided the World Bank, and interest-free credit will be paid in the period of 30 years, with grace period of seven years.

VUKOVAR - The twenty five persons from UNTAES, which names are on the so called list of not-amnestied, have the possibility for renewal of procedure - announced in Vukovar the Board for Human Rights of the Joint Council of Municipalities.

VUKOVAR - The regime of border traffic between FRY and Croatia will be applied from December 10, was announced in Vukovar by the spokesman of UNTAES Douglas Kofmann.
