BIJELJINA - The National Assembly of Republika Srpska /NSRS/ accepted at the beginning of today's session the initiative of 36 delegates for starting the procedure for changing the Constitution of RS, in order to introduce the post of third vicepresident of Parliament. The proposal will be communicated to delegates, Commission for Constitution legislative issues, and RS government, and the decision about eventual changes in Constitution will be brought on some other session. NS RS afterwards, at the proposal of the Commission for election and appointments, formed three commissions - Commission for constitutional issues, Law-making-legal commission and Mandate-immunity commission. After this item of agenda the pause was given, for consultations about the proposal of delegate of SDS Miroslav Vjestica that other eight commissions be formed today, not at the next session. By the agenda of the second session of NSRS was anticipated election of president and members of RS Government and forming the poll commission for determining the degree of coverage of the whole RS territory with radio-TV signal.

BIJELJINA - The mandator for composition of RS Government Milorad Dodik confirmed for SRNA that at the session of National Assembly /NS/ he will propose his concept of work of Government and composition of Cabinet, adding that he expects that it will be accepted. He said that his government will work on "establishing unity in functions in RS, will fight against crime and implement Dayton Agreement fully", and as special programme he announced the economic recovery and social matters.

BIJELJINA - The president of NSRS Dragan Kalinic talked in Bijeljina with High Representative of the international community Carlos Westendorp and his deputy Hans Schumacher, who demand that at today's session of RS Parliament were appointed the new premier and his Cabinet. The official information from the meeting were not given. The president of NS Dragan Kalinic talked behind the closed doors also with Milorad Dodik, and afterwards followed the sessions of the clubs of delegates of parliamentary parties.

BIJELJINA - The president of RS Government Gojko Klickovic thinks that the objective of individuals from international community is creating the chaos, in order to impose "democracy" by their orders, so the Government charged the competent ministries to make operative plans in their domain on meeting deadlines from Dayton Accords and Bonn document. Klickovic emphasised in Bijeljina that Government in present convocation will continue work "until those to whom they will give authority come". Stressing that the session of Government will be dedicated mainly to the obligations which RS has to fulfil in accordance with Dayton Agreement and Bonn document, Klickovic noted that in front of the Government are the deadlines and tasks which must be respected and that the vacuum in executive authorities' performance must not be allowed.

BANJA LUKA - Mladen Ivanic, who gave back the mandate for forming new RS Government, stated in Banja Luka that the representatives of Serbian Democratic Party and Serbian Radical Party /SDS and SRS/ were ready to accept his candidature, under the condition that he accept their concept for composition of Government. Ivanic precisely stated that in accordance with the proposal of these two parties the government of national unity would comprise nine representatives of SDS, five from each SRS and Serbian People's Union /SNS/, while the Socialistic party would get two ministerial posts. "During the last consultative session in Belgrade with Slobodan Milosevic, the president of FR Yugoslavia, no pressure of any kind was exerted on me, but since I presented my proposal publicly, I could not accept new proposal of SDS and Radicals", stressed Ivanic.

SARAJEVO - OSCE sent a sharp protest to the leadership of RS because alleged "yesterday's attack on the representative of this organisation Richard Elerkman in Srebrenica". In the announcement of OSCE is stressed that for "protests and incidents of Serbian civilians is responsible, besides the local authorities, also the top RS leadership". OSCE claims that during protests of Serbian population in Srebrenica was stoned the vehicle of German diplomat Elerkman and that the physical attack was attempted.

PRIJEDOR - The leadership of the Prijedor municipality talked with the Banja Luka's bishop Franjo Komarica about possibility of return of Croat refugees in this city, and general conclusion is that such a complex process must be done gradually. Stressing that there exist the desire of Croats to return in several unpopulated villages around Ljubija, the bishop Komarica requested permission of municipal authorities to approve their visits and repairing houses.

MOSTAR - The representatives of 420 workers of Moslem nationality, whom Croatian employers fired from job from the Aluminium plant in the western part of Mostar, demanded from the head of this divided city to enable them to return back on jobs, reported the radio in federal part of Sarajevo. The representatives of Moslem workers, deprived to work, received yesterday the mayor of Mostar Safet Orucevic, while his deputy Croatian Ivan Prskalo refused to attend the meeting.
