NEWS REVIEW, REPUBLIKA SRPSKA

BANJA LUKA - The Government of Republika Srpska /RS/ adopted in Banja Luka, in the continuation of sixth session, the Draft Budget for 1998 and sent it into the regular parliamentary procedure, as well as the Draft decision on passing Budget and Draft Law on performance of Budget for current year. The explanation of Budget revenues and expenditures, after the harmonising was made in the ministries, submitted the deputy Finance Minister Gordana Cenic- Jotanovic along with reminding that the Draft Budget was made on the basis of performance in the last year, with permitted increase of 20% in this year. Mrs. Cenic-Jotanovic particularly pointed out the budget item of 93 million DEM which provided the World Bank, out of which 40 million for subventions for disabled persons' and pensioners' fund, 3,5 millions for servicing foreign credits and for another needs.

WASHINGTON - The president of RS Government Milorad Dodik stated in an interview for CNN that insufficient international assistance for RS could lead to "social discontent , difficult conditions of work for Government, and even its disappearing from the political scene". "If the aid do not come, I think that the Government will not have the public support on the basis of social promises, as it has now. The finance is one of the conditions of future political arrangements in B&H, especially in RS" - explained Dodik. He reminded that the main reasons of his visit to U.S.A. are the talks with representatives of the World Bank and state institutions including U.S. State Department.

BRCKO - The chief of OSCE Mission in B&H Robert Berry congratulated to the authorities of Brcko the final proclamation and to date successful implementation of the results of local elections from September last year. Berry talked with the mayor of Brcko Borko Reljic about elections in this year, freedom of movement, economic rehabilitation of the town and cooperation of Brcko and Tuzla, as well as between entities in general. The mayor Reljic, in the statement for SRNA, said that he informed the Ambassador Berry about the fact that in Brcko without problems are functioning multi-ethnical authorities and police and that into the city has returned 5,000 Moslems, while to all other cities in Federation B&H has returned only 2,000 Serbs.

SREBRENICA - The president of Municipal Board of Srebrenica Stanko Rakic assessed in the statement for SRNA that any solution of the status of Brcko which do not imply its remaining in RS would mean "violation of Dayton agreement". "Brcko is the constitutional part of RS and it must remain so" - explained Rakic and added that "the final Award must be brought as soon as possible, what would remove the permanent tensions regarding this town".

BELGRADE - The Serbian Renewal Movement /SPO/ warned in Belgrade that because of pressure of Croatian extremists on Serbs in Srem-Baranja region /SBO/ is necessary the urgent diplomatic engagement of the Government of FR Yugoslavia /FRY/. "The new expelling of Serbs from their homes in SBO is happening because of pressures of Croatian extremists and inappropriate reaction of Croatian authorities and international community" - is said in the announcement of SPO.

VIENNA - The delegates from Russia, Yermenia and Kirghisia at the session of the Standing Committee of the Parliamentary Assembly of OSCE in Vienna voted against resolution of U.S. president in which is condemned terroristic actions in Kosovo and asked extension of suspension of membership of FRY in that international organisation. In the rejected Resolution would be expressed the worry of OSCE because of the situation in Kosovo and sent the call to parties for negotiations in solving that problem.

BAGHDAD - The UN Secretary General Kofi Anan arrived to Baghdad where he will try to persuade the Iraq authorities to comply with the requirements of UN and allow control of arms, in order to avoid possible military strikes against this country. As report agencies, Anan and Iraqi minister of Foreign affairs Tarik Aziz are optimists regarding finding peaceful solution of the crisis. "As the Secretary General of UN I have legal and moral obligation to try to ease international crises wherever I can and that is the purpose of my mission here. I hope that we shall be successful and that I will leave Bagdad with the solution acceptable for everybody". - explained Anan.

SARAJEVO - The president of Executive Board of the Party for B&H Mustafa Pamuk stated in Sarajevo that this party "is breaking the political ties with the Party for Democratic Action" - report media from Sarajevo. According to him, The Party for B&H, which president is Haris SIlajdzic, will come out on next elections independently or in coalition with parties of political centre.
