NEWS REVIEW, REPUBLIKA SRPSKA

BELGRADE - His Holiness Serbian patriarch Mr. Pavle will receive in Belgrade the Republika Srpska (RS) President Biljana Plavsic and the RS Prime Minister Milorad Dodik. A meeting is due to begin at 1.00 pm in Patriarchy. They will have talks about Easter holidays and , as it has been learned unofficially, about possibilities for stabilisation of the current situation in RS. There will be no statements for the press.

BANJALUKA - The RS President Biljana Plavsic forwarded on a Big Thursday, regarding forthcoming Easter holidays a greeting card to all orthodox believers. "Dear brothers and sisters! The greatest orthodox holiday Easter comes this year after a devastating war and crisis, in hope that a bright future is ahead of us. Spiritually stronger, the RS people are celebrating great days of the Christ's Sacrifice and Resurrection seeing in it a victory of life over death and Lord's justice" - is said in a greetings".

BANJALUKA - The RS Minister of Religions Jovo Turnjanin congratulated to the clergy, archpriests and all believers in RS the greatest Christian holiday - the Resurrection of the Lord Jesus Christ. "Hoping that a light of the resurrected Christ will shine upon us, strengthen us and consolidate us in a Lord's justice, I am greeting you with Easter greetings - Hristos vaskrse, Vaistinu vaskrse" - is said in a greeting card of the Minister Turanjanin.

SARAJEVO - Members of the B&H Council of Ministers should discuss at the National Museum in Sarajevo implementation of the Law on the Council i.e. appointment of the leading officials, the B&H Property laws, privatisation, restitution, real estate turnover and return of refugees and displaced persons in B&H. According to the agenda they will also discuss laws on Basis of the Interentity and International Traffic, protection of human rights established by the international conventions which are the constituting part of the B&H Constitution.

SARAJEVO - At the session of the B&H Permanent Military Committee in Srpsko Sarajevo should be discussed a proposal related to public presenting of B&H in abroad, as well as report on progress of the regional and subregional control of arms programme by the OSCE. After that members of the Committee will be informed about statements of the international observes from the OHR for B&H, SFOR and OSCE. A general Nagulov will give a statement about possible items of the agenda of this body.

AMSTERDAM - During the war in Sarajevo more than 3,000 Serbs had been killed, in direct fights or as a victims of revenge, and no one has been charged of these murders nor taken to the Hague War Crimes Tribunal - is sad in a statement of the International Crisis Group (MKG) titled "Renewal of the multinational Sarajevo". Since the Dayton Accord was signed, three Serbs had been killed in Sarajevo because of ethnic reasons. A various criminal activities took place against Serbs and that is "most probably a part of the general Muslim desire for keeping a small number of Serbs in the city in order to control them easily as a minority".

BELGRADE - The Republika Srpska President (RS) Biljana Plavsic and the RS Prime Minister Milorad Dodik assessed in Belgrade that a meeting with His Holiness Serbian Patriarch Mr. Pavle had been a chance to talk about all issues related to RS and Church. "Prime Minister dodik and myself are very happy that patriarch Pavle received us today on a Big Thursday" - said Biljana Plavsic for SRNA adding that at the meeting they were talking about "mutual plans on promoting of spiritual life". The RS Prime Minister Dodik said that he had informed Mr. Pavle about political situation in RS. "We are sharing the same stance about need for RS to continue with democratic changes. It is the only way for stabilisation in its development" - said the RS Prime Minister.

BANJALUKA - The RS President and Prime Minister Biljana Plavsic and Milorad Dodik expressed "revulsion and the deepest protest because of atrocious crime in Drvar over Lela and Vojin Trninic". In the joint statement they are emphasising that "this inadmissible crime not only increases the outmost concern for life and personal security of Serbs out of RS but also jeopardise the possibility of implementation of the Annex 7 of the Dayton Peace Accord". "All guarantees for Serbs who want to come back to their previous homes looks pathetic and institutions that are backing those returns - trivial", is said in a joint statement signed by Milos Prica and Igor Davidovic, Cabinet's chiefs of the RS President and Minister.

BANJALUKA - The UNMB&H issued new rules according to which a number of the IPTF members will be doubled after a cruel murder of two Serbs - returnees to Drvar. The IPTF will also send a team of investigators to help to the local police in the investigation.The UN Secretary General Special Envoy for B&H Elizabeth Rehn announced that she would demand from the FB&H authoroties an immediate suspension of the chief of police in Drvar and the Internal Affairs Ministry chief of staff Canton 10. In the UN statement it has been announced that as the additional measure soon would be appointed acting deputy chief of police in Drvar from returnees as well as his personnel up to at least 15 men.

SARAJEVO - The B&H Council of Ministers at the session in Sarajevo have not reached an agreement on appointing of leading officials in Ministries, because Muslim and Croatian side were not in accordance on distribution of leading positions. According to the B&H Council of Ministers co-chairman Boro Bosic, a problem lays in different requests regarding distribution of leading positions. The Croatian side demands parity like that in the Council of Ministers and B&H Presidency, while Muslim side thinks that should be applied parity as in the case of forming Embassies.

SARAJEVO - A Counsellor of the RS President in the B&H Presidency for Military affairs Dragan Kapetina stated in Lukavica after a meeting of the B&H Permanent Military Committee (PMC) that members of the PMC did not reach an agreement related to military presenting in B&H and abroad, because Muslim side did not accept the offered solution. "The Serbian side asked for the B&H military presentation abroad to include adequate presentation of both entities army - the RS Army (VRS),and the B&H Federation Army (FB&H). With these presentation in Washington, Brussels and Vienna - would be included representatives of all three nation in B&H" - said Kapetina.

BANJALUKA - The European Commission for B&H deputy chief of office Jeremy Tunacliff gave in Banjaluka to the VRS representatives 3,000 license plates. The look of new license plates which will be used by military vehicles in RS, is the same as for the private cars. Plates are consisted of three numbers, one letter and again three numbers. It has been anticipated for the VRS to be given 6,000 license plates.

SARAJEVO - The UN High Commissioner for Refugees Sadako Ogata stated at a press-conference in Sarajevo that she was encouraged with the situation in RS regarding return of refugees,and especially with stance about that issue of the RS President and Prime Minister Biljana Plavsic and Milorad Dodik. She said that a problem of return and permanent settling of refugees and displaced persons is extremely difficult keeping in mind that about two millions of displaced persons form former Yugoslavia, but the UNHCR thinks of the repatriation as the best solution.

BANJALUKA - The RS Party of the Independent Socialdemocrats (SNSD) condemned the newest terroristic act - murder of two Serbs in Drvar. In the public statement this party demands " for urgent and efficient action of relevant institutions of FB&H and the international community.

DOBOJ - A rabbi of all Jews in RS and FB&H Josef Mordehaj stated for SRNA in Doboj that the International War Crimes Tribunal or Tribunal of the people against he had committed those crimes should try to war criminal Dinko Sakic. "I am utterly against option for trial to be in Croatia no matter its highest officials stated that the trial would be impartial and objective" - said Mordehaj.

BANJALUKA - The RS Prime Minister Milorad Dodik forwarded greetings to all orthodox Serbs for the greatest Christian holiday - Easter. "On behalf of the RS government and my own, I wish all citizens marry holidays. I want that this day and all ahead of us fulfil our hopes, wishes and expectations.

SARAJEVO - The Serbian Democratic Party (SDS) congratulated to all orthodox believers the greatest Christian holiday - Easter. "Let the God's grace fulfil our homes, soles and hearts" - is said in a greeting card signed by the co-chairman of the SDS Presidency Aleksa Buha.

APRIL 16, 1998 EVENING

BRCKO - The acting international supervisor Ian Mcleod welcomed readiness of the Republika Srpska (RS) Government to implement all regulations of the temporary arbitration decision on disputed part of the IEBL in the region of Brcko. In order to do that the RS Government recently formed a special commission as well as multiethnic administrations in Brcko while the office of the supervisor and other international organisations will only support that process - said Mcleod to Radio Brcko.

BANJALUKA - Members of the Southwest multinational division had arrested in Banjaluka a Serb Zoran Zigic, 40, accused by The Hague War Crimes Tribunal of alleged war crimes committed in 1992 in Keraterm camp near Prijedor. The SFOR spokesman for the Southwest division a British major Paul Young confirmed this to SRNA. The arrested Zigic is on his way to The Hague.

DOBOJ - Operation "Harvest" of collecting arms and military equipment in the region of Tuzla-Doboj has been fruitful - in the region of Doboj, where is operating a multinational division North, had been returned 1,293 antinfantry and 259 antitank mines, 384 grenades, 48 rifles, 740 grenade launchers and 767 kilos of explosives. The SFOR spokesman a major Siak Hahajm confirmed this at a press-conference in Doboj.

BRUSSELS - NATO delegation headed by the Secretary General Javier Solana will visit Sarajevo on April 20 where he will have talks with members of the B&H Presidency, International Community High Representative Carlos Westendorp, SRNA has learned in Brussels. Along with Solana the President of the Military Committee a general Claus Nauman and a Supreme commander of joint forces for Europe a general Wesley Clark will come to Sarajevo.

DOBOJ - SFOR will send an official apology to Banjaluka's Alternative Television (ATV) for taking away a tape with the RS Special National Assembly in Doboj, it has been stated at a press-conference in Doboj. Danish soldiers from Nordic-Polish brigade confiscated the tape of ATV at 10.00am and returned it at 3.00 pm - stated the brigade spokesman major Tor Johanson.

SRBINJE - It is painful for us that no RS official paid a visit to the collective centre for refugees in Srbinje, although President of the Government have been here along with the Minister of Refugees and Displaced Persons - is said in a statement of this centre. "Refugees here are humiliated that there is nothing that can be done for them by the President of the Republic, Government and SRT".

BELGRADE - After four mass migrations,at the end of 19th century and beginning of 20th century, North America became once more a new home for refugees, further more for the most educated Serbs from Croatia and former B&H who doubled the Serb population in Toronto, Vancouver and Chicago. A businessman from California Miroslav-Michael Djordjevic said during symposium "Diaspora and Homeland".

ZAGREB - The U.S. asked from Croatia for urgent action to persuade Bosnian Croats to cancel parallel political structures, which are obstructing functioning of FB&H. "The American Government is concern with further existence of parallel institutions of Herceg-Bosna in the regions of FB&H, Croatian controlled territories", said the American ambassador to Croatia William Montgomery adding that "Zagreb must do something in political and financial way because it is an undermining process in forming of common federation institutions."

BELGRADE - The Yugoslav Government will ask for the extradition of Dinko Sakic from Argentina, who, during the Second World War was a commander of the Jasenovac concentration camp, in order to try him in FRY. In the statement of the Federal Government is said that Sakic was a Yugoslav citizen during time he had committed those crimes and place of committed crimes was inhabited mainly by Serbs.
