NEWS REVIEW, REPUBLIKA SRPSKA

BANJA LUKA - In the continuation of the Fifth Session of the National assembly of Republika Srpska /RS/ the premier Milorad Dodik gave a statement in which as the greatest successes in first 100 days of work of the Government stressed the significant improvement of international position of RS, merging the institutions of system, stamping out the crime and providing the donations for development of RS. Dodik noted that by that the Government fulfilled the greater part of obligations which it designed for itself during elections. As the exact indications of the previous successful work of Government, Dodik cited his and visits of president of RS Biljana Plavsic to the majority of the world centres of political and economic deciding, then numerous donations and credits which RS has got as the sign of the international support to his government. The premier stressed that his cabinet commenced the work in the very difficult conditions which, as he said, he has inherited from the former government, but that in spite of that the RS Internal Ministry was unified, established the unique informational system and strengthened the administrative institutions, opposed to the previous authority of the individual. Between the priorities in the further work of Government, Dodik put the accent on the continuation of started process of democratisation of society, equal development of all regions of RS, struggle against crime through the institutions of system and creating the conditions for successful and democratic implementation of the September's elections. Talking about Brcko, premier said that the Government is "firmly committed for remaining of this strategic town within the borders of RS" and that in the next period it will do everything in order to make economic, social and political prerequisites that this desirable status of Brcko be confirmed by the additional arbitrage decision. As the priorities Dodik mentioned the dissolving the collective accommodation centres for refugees, improvement the material position of the families of fallen veterans and war disabled persons, as well as all socially endangered categories of population. After the presenting the report of the president of Government of RS, the president of the Parliament Dragan Kalinic gave one hour pause in order to let the delegate clubs to prepare for discussion.

BANJA LUKA - The president of RS Biljana Plavsic talked in Banja Luka with Greek Ambassador to B&H Prokopius Manzurnis about the bilateral cooperation, especially in the field of economy, and about opening the consulate of this country in Banja Luka. The Ambassador Manzuranis stated after the meting that for few months the consular agency in Banja Luka could be opened, since the preparations began much earlier.

BANJA LUKA - The Ministry of Internal Affairs /MUP/ of RS has sent the wanted circular for the former premier Gojko Klickovic, because the Criminal service of MUP has got information and data that in his work were certain acts which were not in accordance with legal provisions, is stated in the announcement of MUP, signed by the minister Milovan Stankovic. In accordance with such information, is stated furthermore in the announcement, the Criminal Police of RS MUP started with planned collecting the data and information in order to determine the criminal responsibility of Klickovic.

BANJA LUKA - The RS Internal minister Milovan Stankovic answered on the question of reporters why earlier was not sent the wanted circular for the former premier Gojko Klickovic, that police must have firm evidence. "When we have found the undisputable evidence we moved this issue", stressed Stankovic and added that this will be "the special test, which would prove the readiness of MUP of Serbia to deliver Klickovic to the organs of RS MUP".

BRCKO - On the third day of stay in Brcko the delegation of American city Johnstown from Pennsylvania will visit business and industrial zone, looking for the possibility for establishing the special relations on the basis of the programme "The cities -sisters", was confirmed for SRNA from the office of the High Representative for B&H /OHR/. As said for SRNA, this model allows that the cities of the similar size and characteristics share successes and learn one from another how to solve the problems and assure better life for its citizens.

BRCKO - The deputy minister of faith of RS Rajko Okilj will visit tomorrow Brcko municipality - was announced for SRNA from the Office for information of the municipality Brcko. Tomorrow at 11,00 h in this city should be held the session of the Presidency of the Veterans' organisation of the municipality Brcko, too.

BRCKO - The delegation of Sarajevo Canton should arrive tomorrow to Brcko, where is accommodated the greatest number of Serbs expelled from the federal part of Sarajevo, and the reason for visit are the conclusions of the recently held Regional Conference about the return, according to which until the end of the year in that part of Sarajevo would be returned at least 20,000 non-Moslem population. From the Informational service of the municipal assembly of Brcko for SRNa was announced that the delegation will meet first the representatives of the Office of supervisor, and after that with the leadership of the municipality, and it is possible that they will meet the representatives of 15,000 of Sarajevo Serbs, now accommodated in this city.

BRCKO - The president of the Homeland club Orasje in Brcko Slobodan RIstic assessed for SRNA that "the international community is not able or not willing to provide for this Serbian refugee community the realising rights from Dayton". "We are persistent in the demand to be enabled to talk with the mayor of Orasje Marko Benkovic, while the chief of the UNHCR Office in that city Robert Petigru persistently explains that Benkovic is ill, overindulged or similar", Ristic is embittered.

BELGRADE - In the framework of the action of UNHCR "Go and see", from Belgrade, in front of the Sava centre, are starting to go three busses with around 150 Serbs for Glamoc, Grahovo and Sanski Most. As was announced for SRNA in UNHCR's section for repatriation, the action is organised in the cooperation with the Association of Serbs from Krajina, and the return is foreseen after visiting their homes.

STOLAC - The minister of Internal Affairs of Herzegovina- Neretva Canton Valentin Coric and his deputy Sefkija Dziho did not agree about the election of the chief of the police administration in Stolac, report the federal media. Dziho demands nomination of Moslem on this post, because Moslem population was in majority before the war in this region.

LIVNO, lJUBUSKI - The newest compromise proposal of the UN Mission about the insignia on the uniforms of police which after the inauguration in Livno and Ljubuski should be multi-ethnical in two Croatian Cantons rejected both Moslem and Croatian party, report the media in the Federation of B&H /FB&H/. According to this proposal, the members of the joint police in western Herzegovina and Herzeg-Bosna county would not have any signs on the caps, but on sleeves would keep the previous insignia of the Croatian Republic Herzeg-Bosna.

PRIJEDOR - The professor of the Belgrade Technological School and expert in the UN Committee for steel Aleksandar Cavic talked at the lecture in Prijedor about the new world order and dominance of the West in the world, the ways of education of cadre and management applied by the highly developed countries in the field of metallurgy and mining. Cavic talked also about the Iron Ore Mine Ljubija and concluded that, because of the overall situation, the world's achievements and changes in the field of mining and metallurgy here will not go so quickly, but that for this mine is best the long-term connecting with the Zenica forge.

BANJA LUKA - The statement about the previous work of the Government of Republika Srpska /RS/ which in the continuation of the Fifth session of the National assembly presented the premier Milorad Dodik, caused the sharp reactions of the delegates of the Serbian Democratic Party /SDS/ and reproaching to the assembly majority which supports the Government that they avoid the discussion about the key issues, as the status of Brcko, for example. The delegate of SDS Miroslav Vjestica came out with the assertion that Dodik's report do not represent the report about the work of the Government but its programme and, especially reviewing parts of the report about Brcko and unique informational system, accused the premier and president of RS that by their acting had worsened the status of Brcko and placed the Serbian Radio-TV under the international protectorate. The special objections were related to the claim that the Government directed too many resources got from foreign donors into the public expenditures, and not for rehabilitation of economy, that they are sending non- proportionally smaller resources into the Eastern part of RS which remained without the fresh capital and that in the criticism of the former governments is forbidden that they created current institutions of RS.

BANJA LUKA - The current and former U.S. envoys for Balkans Robert Gelbard and Richard Holbrooke arrived to Banja Luka, where they should talk with the president of RS Biljana Plavsic and premier Milorad Dodik. As SRNA learns unofficially, there is a possibility that after the meeting with the president and premier of RS the two American diplomats talk with the president from RS in the Presidency of B&H Momcilo Krajisnik.

MOSCOW - The Moscow welcomes the agreement about meeting of the president of FR Yugoslavia /FRY/ Slobodan Milosevic and the leader of Serbian Albanians Ibrahim Rugova - stated the official representative of the Russian Ministry of Foreign Affairs Valeriy Njesterushkin. He said that this fact is encouraging, because that could mean that by degrees is being formulated the mechanism of dialogue between the administration and representatives of Serbian Albanians. According to him, that will significantly decrease the current tension and will be positively accepted by the international public and political circles.

BERLIN - The president of U.S.A. Bill Clinton welcomed the planned meeting of the Yugoslavian president Slobodan Milosevic and the leader of the Serbian Albanians Ibrahim Rugova announced for Friday May 15 - reports the Reuters. "This is the first sober step undertaken on solving very dangerous conflict which obviously threatens to be widened on the neighbouring countries and destabilise the peace in the region" - said Clinton in Berlin where he talked with the German chancellor Helmut Kohl.

BONN - The Contact Group for the former Yugoslavia will meet on Friday on the level of political directors, in order to consider the newest events in Kosovo - was announced in Bonn by the chief of the German diplomacy Klaus Kinkel, not saying precisely about the venue of the meeting. Kinkel expressed his contentment because of the invitation which sent president of FRY Slobodan Milosevic to the leader of the Serbian Albanians Ibrahim Rugova, assessing that it represent "the significant step forward towards the setting into motion the direct dialogue between Belgrade and Pristina".

LONDON - The self-styled liberation army of Kosovo /LAK/ do not believe in American mission in Kosovo and will not accept any agreement until they liberate Kosovo, FYRM and Montenegro - are the words of the un-named commander of the Kosovo guerrilla army reported by the London's "Guardian". The reporter of this news from the South of Serbia Jonatann Still talked with the un-named Albanian commander in the time when the envoy of the American president Richard Holbrooke negotiated in Pristina with the Albanian leader Ibrahim Rugova. Asked what he thinks about the Holbrooke's mission, the commander of the Albanian guerrilla stated that he do not believe to American diplomat and that his coming there has no any significance.

SARAJEVO - The American envoys for Balkans Robert GElbard and Richard Holbrooke talked in sarajevo with the chairman and the member of the Presidency of B&H Alija Izetbegovic and Kresimir Zubak about the implementation of the Dayton and Washington agreements and functioning of the Federation B&H /FB&H/ As media report, the collocutors assessed that the progress was achieved in the field along with the recommendation that it must be continued in the same direction, but also struggle against those who are obstructing the functioning of FB&H.

ZAGREB - To the demands for the new division of B&H joined also the bishop Mostarsko-Duvanjski and Trebinjsko-Mrkljanski Ratko Peric, who thinks that "it is unwise and unjust to divide B&H on two parts, since in it exist three constitutional peoples". "If the politicians considered as wise to divide B&H for the sake of the political peace, then it was unwise and unjust to divide it into two parts, when here exist three constitutional nations", said Peric for DW (Deutsche Welle). Peric asked according to what logic the Croatian and Moslem peoples must be put into one political boot, and Serbian people into another.

PRIJEDOR - The journalists from RS will forward to the commission of experts for media into the federal part of Sarajevo the remark on the Article 9. Item 20 of the Standard of professional behaviour for media, because they think that the provision about the ban on political addressing through the electronic media will worsen their material status. The journalists have criticised OSCE because of unequal treatment of the media of two entities and reminded that in Lusci Palanka, in federation B&H, still exist the radio "Slobodni Prijedor", and OSCE did not respond on the protests of the journalists from RS because of the violation of the Dayton vocabulary.

BANJA LUKA - The president of Republika Srpska /RS/ Biljana Plavsic warned in BAnja Luka that eventual imposing sanctions against FR Yugoslavia /FRY/ could reflect negatively on RS/. At the press conference after the meeting with the current and former American envoys for Balkans Robert Gelbard and Richard Holbrooke president Plavsic explained that in FRY is accommodated around 550,000 refugees, which would, in case of imposing sanctions, be directed towards RS.

BANJA LUKA - The president of RS Biljana Plavsic assessed in Banja Luka that the talks with American envoys for Balkans Robert Gelbard and Richard Holbrooke were directed towards the future of RS. At the press conference after the talks with American diplomats, at which participated also the premier Dodik, the president Plavsic expressed the hope that the impending September's elections "will show the readiness of the Serbian people to go forward". Dodik especially stressed the fact that on the government of RS at the Donors' Conference was not conducted any pressure nor any conditioning was present, except the demand to implement the Dayton agreement.

BANJA LUKA - The president from RS in the Presidency of B&H Momcilo Krajisnik stated in Banja Luka after the meeting with the envoys of U.S.A. Richard Holbrooke and Robert Gelbard that during this talk in a way he got new information and proposals. Assessing this meeting as very informative and correct, Krajisnik precisely stated that they talked about the September's elections in B&H, especially about their control, i.e. about the ways of avoiding possible irregularities in the electoral process.

BANJA LUKA - The American diplomat Richard Holbrooke stated in Banja Luka, after the meeting with the president of RS Biljana Plavsic and premier Milorad Dodik, that together with the American envoy for Balkans Robert Gelbard he wants to pay respect to the new leadership of RS. Explaining that the main target of their visit is view the overall situation in B&H, Holbrooke stated that in RS in the relation with August last year was achieved the visible progress.

BANJA LUKA - The discords in RS, which must be overcome as soon as possible, are the great evil which in the way is destroying Republic and easily could damage and weaken its positions - stated in BAnja Luka the president from RS in the Presidency of B&H Momcilo Krajisnik. Commending the session of the Serbian Parliament Krajisnik stressed that he felt very unpleasantly while listening and watching the delegates intolerance.

HAGUE - The Hague Tribunal never indicted the president of RS Biljana Plavsic, nor issued any wanted circular for her arresting - was announced by the deputy prosecutor Graham Blewit. The Office of the main Prosecutor denied by that the claims of the Austrian, Moslem and Croatian media that the president of RS was arrested on the Vienna airport on May 6. this year because of the indictment of the Tribunal issued on August 10 1995.

BRCKO - At the press conference on which was signed the Charter on fraternity between Brcko and Johnstown from Pennsylvania was concluded the three days visit of the delegation of this American city to the city on the river Sava. During the visit to Brcko, as the reporters were informed by two mayors Borko Reljic and Don Zuko, the delegation of Johnstown visited the business and industrial facilities, health institutions and schools, and they have exchanged the experiences from the field of banking and employment.

BRCKO - The delegation of the Sarajevo Canton cancelled for tomorrow scheduled visit to Brcko - was announced for SRNA from the Office of supervisor for Brcko. As the reason of delaying the visit was stated the busyness of the representatives of the Sarajevo Canton, and from the Office of supervisor was stated that the visit could be made most probably on Monday May 18.

NEW YORK - The UN Security Council adopted the resolution 1166, by which was ordered establishing the third Trial Chamber at the Hague Tribunal, and the new three judges will be elected later. The resolution was adopted unanimously, but the Russian and Chinese representatives had objection on the Paragraph 7. about the applying force during arresting the suspects for war crimes.

ZAGREB - In Srem-Baranja region /SBO/ is in the dramatic increasing the number of incidents and attacks on Serbs and other non-Croatian population - announced the spokeswoman of UN Kirsten Haupt. She assessed that in last days the ethnically motivated incidents against Serbian refugees, which came here from another parts of Croatia, have got quite new form.

LONDON - EU assessed the agreement of the Yugoslav president Slobodan Milosevic and the leader of the Albanians separatists Ibrahim Rugova about the beginning of the talks about Kosovo as very "good news" - reports Reuters.

NEW YORK - The president of the UN Security Council, the Ambassador of Kenya Neuguna Moses Maugu, confirmed to the reporters that he was informed that the president of FRY SLobodan Milosevic and the leader of Serbian Albanians Ibrahim Rugova have decided to negotiate about the solving of the crisis in Kosovo and welcomed that act.
