NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - In the continuation of the 6th session of the Republika Srpska (RS) National Assembly the biggest attention will be paied to package of laws on privatisation. Agenda includes discussion on drafts of laws on validity cessation of the Law on Using of the Abandoned Property and changes and amendments of the Law on Housing relations, and a series of another documents. The RS National Assembly passed yesterday Programme on dismissal of collective shelters in RS and a financial plan of its evacuation in 1998.

KRAGUJEVAC - Social situation for around 5,000 refugees from Croatia and B&H who live in Kragujevac is getting harder and harder, because the international and local humanitarian organisations deliver help rarely - SRNA has learned from the City Assembly. Most of the refugees - 4,400 found a private place to live, in ten collective shelters live 208 persons and in nursery homes 340 refugees.

PRISTINA - Albanian terrorists killed last night Rados Spasic, director of the Primary School in Kijevo in the Klina Municipality - stated the Media Centre from Pristina. Spasic and his neighbour were being shot from the automatic weapons near his house. The neighbour succeed to escape.

NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The Republika Srpska (RS) National Assembly accepted the RS Government stance which strongly rejected any possibility of using the B&H territory for military action against any country. Milorad Dodik the RS Prime Minister conveyed this Government's stance regarding statement by co- chairman of the B&H Council of Ministers Haris Silajdzic yesterday in Tokyo that "his country is willing to be used by a NATO as a base for a military intervention in the Yugoslavian province of Kosovo". Delegates of the National Assembly adopted a Law on changes and amendments of the Law on Building land by which is regulated for refugees and displaced persons to get land without compensation. The Law passed with 56 votes "for" 14 "against".

BANJALUKA - Vice-president of the RS Government Ostoja Kremenovic said in Banjaluka that recent visit of the Government's delegation to the Council of Europe to Strasbourg had an aim "of opening of RS toward Europe and preparations for the general elections". At the press-conference he said that they had talks in Strasbourg with representatives of the Council of Europe organisations regarding faster democratic, economic and social transformation of RS.

BIJELJINA - Chief of staff of the RS Army (VRS) general Momir Talic congratulated to all VRS members on its Slava, Vidovdan, and to Serb people, orthodox clergy and Government institutions great spiritual and state holiday.

BANJALUKA - City organisation of the RS Serbian People's Union (GO SNS) in Banjaluka condemns statement of Haris Silajdzic and his readiness for B&H to be used by NATO in the case of a military intervention in Kosovo. "We think, that kind of statement does not favour to stabilisation events and peace and reconciliation between three nations in RS and FB&H", is said in the announcement. The GP SNS is in accordance with the estimation of the International Community High Representatiove Carlos Westendorp according to which if the situation aggravate in Kosovo it will stopp positive processes in B&H".

BELGRADE - The Association for Help to Refugees and Displaced Persons in FRY recommended for the OSCE representatives in B&H to extend the deadline for voters registration and application of candidate lists for delegates in the Parliament and canton in B&H until July 15th. In the announcement is recommended for representatives of refugees from FRY to be on the lists.

BRCKO - In the framework of the water supply reconstruction project in Plazule, drilling of well valued at $U.S.187,000, what was financed by the USAID, begin today. The occasion was attended by the RS Minister of Forestry and Water Management Milenko Savic, supervisor for the region of Brcko Robert Farrand, deputy USAID director for B&H Erna Cerst and Secretary of the Secretariat for Social Affairs in the Executive Board of the Brcko Municipal Assembly Nikola Ristic.

KRALJEVO - Serbian Deputy Minister of Science and Technology Milan Bacevic said in Kraljevo that he fully supported activities of the police in Kosmet which are working on stamping out of Albanian terrorism. "Terrorism, as a great danger for peace in the world, is not just a problem in Kosmet but also to other countries, which are trying to impose a solution for us how to fight against Albanian terrorism", said Bacevic.

BRUSSELS - If we made three nations to rebuilt joint state, we should not do contrary in the case of Kosovo, because that might renew war and its adherents i.e. adherents of three independent states in Bosnia - said for SRNA Belgium Foreign Affairs Minister Erich Dereyke, regarding his yesterday's talks with Ibrahim Rugova. He conveyed the stance of Belgium Government which is in accordance with NATO and that is that for Kosovo is possible wide autonomy and not independence, which is out of the question, and negotiations with Belgrade without setting a condition for independence.

SKOPLJE - The Kosovo problem must be solved in a peaceful manner, through a dialogue - is an identical stance of BJRM Prime Minister and BJRM Foreign Affairs Minister Branko Crvenkovski and Blagoje Handzinski and Russian Deputy Internal Affairs Minister Aleksandar Avdejev, who was in a two-day visit to BJRM. Avdejev informed his hosts on a contents of the Declaration recently signed in Moscow by Presidents Boris Jeljcin and Slobodan Milosevic.

ZURICH - Hans Weber from Switzerland will bring to Belgrade and Kosovo a group of journalists from Switzerland, France, Germany, Belgium, Italy, Greek and Russia in order to point out importance of preserving of masterpieces of European art and architecture which are in the south part of the province. Weber is a founder of the Foundation from Monre in Switzerland and expects that this action in Kosmet will lead to peace, through arts.

SARAJEVO - The B&H Central Bank warned that all banks in Sarajevo and in other cities in FB&H are charging illegal provision, expenses and fees during exchange of the convertible mark, KM into DM by which they violate the Law on the B&H Central Bank. Public relations of the Central Bank of B&H KM publicity campaign team is said that the Federation Banking agency informed in written that charging of provision "is not in accordance with the Law on the B&H Central Bank based on the Dayton Peace Accord".

BIJELJINA - The Republika Srpska (RS) Internal Affairs Minister Milovan Stankovic said , after he had talks with the U.S. Ambassador to B&H, Richard Kauslarich that the main problem regarding the police reconstruction was its reducing to 8,500 policemen, what would made 2,000 police out of job. "I presented him our determination that the police should be proportional according to structure of inhabitants that live in RS, including returnees" - said Stankovic. "B&H is a compound state of two equal entities although the police is under entities' jurisdiction. RS and FB&H must find forms for civil rights, freedom of movement to be completely protected and to prevent crime which is a burden in the whole B&H territory", said Stankovic.

BIJELJINA - The U.S. Ambassador to Sarajevo Richard Kauslarich said for SRNA that he was not able to comment statement made by Haris Silajdzic, co- chairman of the B&H Council of Ministers, on B&H readiness to be of use for NATO in the case of a military intervention in Kosovo, because , as he put it, he has not heard the statement. However, the U.S. Ambassador said that "the U.S. must reach a peaceful solution for a tragic situation in Kosovo".

BANJALUKA - President of the RS Socialist Party (SP RS) Zivko Radisic condemned Silajdzic's statement in which he offered B&H as a base in the case of a military intervention in Kosovo. "The SP RS is against any kind of military intervention, especially from the B&H territory", said Radisic. He also said that the SP RS supported the initiative of the RS Government for dismissal of Haris Silajdzic, co-chairman of the B&H Council of Ministers.

DOBOJ - Adviser in Finnish Foreign Affairs Ministry Mat Alton said in Doboj that RS deserved bigger support from the international community, that it has now. Alton said for SRNA that current RS Government is significantly more cooperative than previous one, and Finland is aware of that. That is the reason why RS will be rewarded with more donations for improving of life conditions of all RS citizens. He said that Finnish Government has several projects for RS.

BELGRADE - Radenko Radojcic, a Serb who for 63 days now is on a hunger strike in Zagreb's prison hospital is in a critical state and can lapse into a coma any day now - said for SRNA director of the Informative- documentation centre Veritas, Savo Strbac. He said that the Centre got the negative answer from the Hague War Crimes Tribunal on an appeal, for Radojcic and others Serbs charged with war crimes to be put on trial in the Hague and not before the Croatian national courts.

DOBOJ - The FB&H Internal Affairs Ministry did not impose, by June 20th, the joint police in Zepce, Kakanj and Zenica - said the IPTF spokesman Andre Agnely at the press-conference in Doboj. He said that the joint police has been imposed in Vares. However, he did not give an answer whether leaders of the police stations in FB&H will be sanctioned because they did not fulfil their obligations in due time.

DOBOJ - Spokesman of the SFOR Nordic-Polish brigade in Doboj major Siak Heheim said in Doboj that de-mining teams in the last seven days demined 13 mine fields of 3,900 field registered in that area. Since the process of de- mining started in March 1996 261 mine fields have been cleaned so far.

DOBOJ - Muslims, who on every day and night are coming to the region of the Local Community Miljkovac, threats, swear and provoke Serb refugees settled there - said for SRNA Mirko Nikic, president of the Local community. According to Nikic, local residents were complaining to all relevant institutions - the police station, Doboj Municipal Assembly, SFOR but they did not help them, citing the Annex 7 of the Dayton Peace Accord by which freedom of movement is regulated for both entities.

SREBRENICA - Danko Mirovic, Local Election Commission (LEC) member said that the LEC forwarded a request to the OSCE for a deadline for voters registration to be extended in order for bigger number of cards with a sign "x" to be checked. According to him of 2,500 voters cards with this sign 894 have been checked by now.

LOPARE - The LEC members from Lopare said that the voters registration from that region was successfully coming to an and. The LIC secretary Ranko Todorovic said that he was pleased with number of citizens who have registered.

NIS - Administrator of a team for registration of the Serbia Commissariat for Refugees from Nis, Borivoje Milicevic, said that voters registration for general election in September in RS and FB&H in the region of Pirot, Toplica and Nis was coming to an end. He said for SRNA that in some places registration was a 100% successful while in Nis itself response was not very significant.

PRISTINA - His Highness Bishop of Raska-Prizren Mr. Artemije forwarded an open letter to the U.S. Ambassador to the UN, Richard Holbrooke, in which he wonders if yesterday's visit of Holbrooke was really peaceful and well- intentioned. SRNA conveys its letter in whole.

STRASBOURG - "A NATO military intervention in the Kosovo crisis would not suffice to end the conflict between Belgrade and Albanian separatists", said President of Montenegro Milo Djukanovic at the press-conference at the Council of Europe. "That kind of an action would mostly affect civilians", said Djukanovic. He said that it would be "perfectly acceptable" to reintroduce Kosovo's autonomy a statute which was scrapped in 1989".

THE HAGUE - Prosecutor of the Hague War Crimes Tribunal Clint Wiliamson said at the end of a crime procedure that former Mayor of Vukovar Slavko Dokmanovic,48, has been accused of "supervising the massacre over more than 200 patients in the City hospital in 1991" as well as because of "his greed for power". According to him Dokmanovic "participated in massacre in order to get revenge on Croats for they have taken him a position of a Mayor". He also wanted to prove himself before Serb extremists who objected him moderation". In the closing remark Wiliamson did not demand a precise punishment. Verdict is expected in two weeks time.

BANJALUKA - Commenting on a statement of Haris Silajdzic, co-chairman of the B&H Council of Ministers, that B&H could become one of the NATO basis for eventual military intervention in Kosovo, the Serbian Party of Posavina and Krajina (SSKiP) said that Silajdzic with that "anti-Serb offer directly ruins B&H". In the SSkiP announcement, signed by president Predrag Lazarevic, is said that "with these kind of men Serb can not and must not built joint state".

RUDO - Of 6,070 enlisted voters in the Rudo Municipality 186 did not peak up their voters cards. 270 voters have registered. According to the Local Election Commission President Zoran Topalovic, registration centres in this Municipality will be closed by June 27th.

BANJALUKA - On account of the traffic accident happened yesterday near Sanski Most, in which British corporal Jackson Lawrence and Aleksandar Gajic have been killed, the SFOR Main headquarters of the multinational Division southwest said that the accident happened when their vehicle went off the road near the village of Popovici.

RUDO - In the organisation of the Nova Bosna Foundation from Visegrad, in Rudo was held the first seminar "Non-governmental organisations and their implementation", at which were discussed subjects from so called third sector and concrete steps for intensifying of its work in the region of RS. It has been agreed that launching of non-governmental organisations will help initiating of many projects in the eastern part of RS.
