[01] YUGOSLAV PRESIDENT CALLS CONSULTATIONS ON NEW PM-DESIGNATE FOR TUESDAYTanjug, 1998-05-18Yugoslav President Slobodan Milosevic called for Tuesday consultations w ith leaders of political parties represented in the Yugoslav Parliament o n the appointment of a new premier-designate. According to a statement issued by the presidential General Secretariat, those invited to the consultations are representatives of the Socialist Party of Serbia, the Yugoslav Left, the Serbian Radical Party, the Socia list People's Party of Montenegro, the Serbian Renewal Movement, the Demo cratic Party of Socialists of Montenegro and the Serbian People's Party. [02] DJUKIC: CROATIA DECEIVES WORLD WITH LATEST ACT ON REFUGEE RETURNTanjug, 1998-05-18President of the Serb National Party in Croatia Milan Djukic has describ ed a Croatian Government instruction for the return of Serb refugees as a n attempt to deceive the international community. The document is a violation of the European Human Rights Convention, and Croatia has given no contribution to the fair return of refugees, Djukic said in a statement to "Palma Plus" television station, based in Jagodin a, central Serbia. Djukic said Croatia had so far refused to meet its international commitm ents. Even now, when pressures by the international community have become stronger and more serious, Croatia shirks from granting permission to Se rbs to return to their homes, he said. The document, enacted on April 27, and stashed in a drawer until May 14, states that the Serbs had willingl y left their homes. Croatia continues to hold Serbs collectively responsi ble for the alleged aggression on Croatia. [03] ETHNIC ALBANIAN TERRORISTS SHOOT AT BUSTanjug, 1998-05-18A large group of ethnic Albanian terrorists ambushed a bus on an arteria l road in the Yugoslav Republic of Serbia's Kosovo-Metohija Province at a bout 7 p.m. on Monday, according to local police sources in Pec. The incident occurred at the village of Citak on the Pec-Kosovska Mitrov ica road, when the group opened fire from automatic weapons at the bus of the "Pec Autoprevoz" transport company, which was on a regular Pec-Belgr ade run. There were no casualties among the 40 passengers on board, but the mate rial damage is extensive. This is the third attack by ethnic Albanian te rrorists on the Pec-Kosovska Mitrovica road in as many days. [04] DAYS OF SWEDISH CULTURE BEGIN IN BELGRADETanjug, 1998-05-18A Days of Swedish Culture event opened in Belgrade on Monday evening, to present Stockholm as the European Union's culture capital in 1998. The event, sponsored by "Volvo" and "Erikson", was opened by Swedish Amb assador to the Federal Republic of Yugoslavia Mats Staffansson, and the g uests were welcomed also by Belgrade Culture Centre Director Danica Jovov ic Prodanovic. Ambassador Steffansson said the Days of Swedish Culture in Belgrade, to close on June 6, was the biggest Swedish cultural project in the Federal Republic of Yugoslavia for years. He stressed that Sweden and Yugoslavia had been linked by strong ties fo r decades, especially since many Yugoslavs went to Sweden in the 1960's a nd '70's in search of work. An exhibition of photographs of playwright Avgust Strindberg and of sce nes from his plays opened at the Belgrade Culture Centre as part of the event. By June 2, there will be mounted exhibitions of Swedish modern design, 2 0th century architecture, textile, documentaries and lectures about this year's culture capital of Europe, and theatrical performances. The Yugoslav Film Archives will organise a New Swedish Film event from J une 2-6, screening eight of the latest Swedish films for the first time. Meanwhile, the Belgrade Culture Centre presented a project at an interna tional conference in Stockholm on The City and Culture, held from May 12- 17. [05] NEW ATTEMPT AT ILLEGAL BORDER CROSSINGTanjug, 1998-05-18A group of ethnic Albanians with ten pack horses attempted illegal to cr oss from Yugoslavia into Albania at the Morina border post west of Djakov ica, Kosovo and Metohija, somewhat after 3 a.m. Monday, the Media Centre in the provincial capital of Pristina quoted the command of the Army of Y ugoslavia Pristina Corps as saying. According to what Yugoslav border troops have learned, the group are fro m the village of Donja Morina and had planned to get to Tropoya. It is suspected that the group were going to Albania for an arms shipmen t which they intended illegaly to bring into Yugoslavia using the pack an imals. The border troops routed the group and prevented them from illegally cro ssing the border. However, the group managed to flee, thanks to the cover of the night and bad weather, and are suspected of hiding in the villages of Donja Morina and Molic. [06] CONTACT GROUP SUSPENDS BAN ON FOREIGN INVESTMENTS IN YUGOSLAVIATanjug, 1998-05-18The Contact Group has suspended its decision on the ban of foreign inves tments in Yugoslavia, it was officially announced in Paris on Monday. The ban was suspended following the talks in Belgrade last Friday betwee n Yugoslav President Slobodan Milosevic and leader of ethnic Albanians in Kosovo and Metohija Ibrahim Rugova, a French Foreign Ministry Spokesper son explained. The Spokesperson said the decision on the suspension had been taken duri ng the G8 summit in Birmingham over the weekend. The decision on the ban of foreign investments in Yugoslavia was taken a t the Contact Group ministerial meeting in London on May 9. The heads of state or Government of the Group Eight, comprising the six Contact Group member-states - U.S., Russia, Germany, France, Great Britai n and Italy - plus Canada and Japan, welcomed the meeting between Preside nt Milosevic and Rugova. The final statement of the G8 summit said that the Milosevic-Rugova meet ing was the first positive step in the resolution of the crisis in Serbia 's southern Province. The summit participants urged a speedy adoption of concrete measures to ease tensions and halt violence and expressed readiness to secure Yugosla via's return to the international community. [07] FRENCH FOREIGN MINISTER WELCOMES MILOSEVIC-RUGOVA MEETINGTanjug, 1998-05-18French Foreign Minister Hubert Vedrine said on Monday that the meeting b etween Yugoslav President Slobodan Milosevic and ethnic Albanian leader I brahim Rugova should be followed by real negotiations. Vedrine told Radio Monte Carlo that the crisis in Serbia's southern Prov ince of Kosovo-Metohija could be resolved only through negotiations. Vedrine made this statement after the Contact Group decided to alleviate the anti-Yugoslav sanctions following the agreement reached by Milosevic and Rugova to initiate negotiations on resolving the Kosovo-Metohija cri sis. Vedrine said that the Contact Group would continue closely monitoring th e developments in Kosovo-Metohija, describing the province as a powder ke g. The present situation cannot be allowed to last any longer, and the Cont act Group member-states will remain vigilant until the problem is resolv ed, Vedrine said. Vedrine had made a similar statement last Friday during his visit to Alb ania's capital Tirana. Welcoming the news on the Milosevic-Rugova meeting , he had said that the Contact Group's insistence on dialogue had started bearing fruit. [08] YUGOSLAV PARLIAMENT TAKES NO-CONFIDENCE VOTE IN PRIME MINISTERTanjug, 1998-05-18The upper house of the Yugoslav Parliament, Chamber of Republics, voted no- confidence in Prime Minister Radoje Kontic and his cabinet on Monday. Of the 23 Deputies who cast ballots, 21 backed the no-confidence motion, while two ballots were invalid. Serbia and Montenegro each have 20 seats in the Chamber of Republics. The Yugoslav Parliament Chamber of Citizens (lower house, 1998) took a n o confidence vote in Yugoslav Premier by secret ballot on Monday. Of the total of 124 Chamber of Citizens deputies that cast their ballots, the v ote was 90-10 against Kontic's cabinet, while 24 ballots were invalid. The fact that the Chamber of Republics (upper house, 1998) also took a n o confidence vote in the Federal Government created conditions for initia ting a procedure for proposing a new premier-designate. [09] YUGOSLAV OFFICERS FIRED AT FROM ALBANIATanjug, 1998-05-18Yugoslav members of a joint Yugoslav-Albanian Border Commission were fir ed at from Albanian territory at about 8 p.m. on Monday, while investigat ing an incident near the Gora border post at Dragas earlier in the day. There were no casualties in the evening shooting, and the Yugoslav borde r guards returned fire, according to the Media Centre in Pristina, quotin g officials at Dragas. The Commission was investigating an incident that had occurred at about 3:30 p.m., in which Yugoslav border guards had opened fire at two Albania ns attempting to enter the Federal Republic of Yugoslavia illegally from Albania. One of the Albanians, Qabe Basha, was captured, and the other, Irfan Sok olaj, was wounded in the attempt and was treated at the Dragas hospital. [10] YUGOSLAV ARMY PAPER "VOJSKA" HAS INTERNET SITETanjug, 1998-05-18The Yugoslav Army weekly "Vojska" has secured its site on the Internet, and the first offer is a special supplement published by this weekly on S erbia's southern Province of Kosovo and Metohija.
