1600:CYPPRESS:01[01] Police investigates serious fraudsNicosia, Oct 31 (CNA) -- Two foreign nationals, a Russian and a Lebanese, are wanted by the Cyprus Police on suspicion of issuing counterfeit cheques and fraud respectively.The Bank of Cyprus has complained to the Police Fraud Office that Kiril Naidov-Jelezov, 36, from Russia, had earlier this month deposited, at a Nicosia branch, 20 cheques amounting to 1.787.000 US dollars, in the accounts of two off-shore companies operating in Cyprus. Jelezov, who appears to be the companies' director and one of the shareholders, had asked that the money, once the cheques were cleared, should be deposited in his accountant's personal account. The cheques, which appear to have been issued by American banks, failed clearance as they were counterfeit. The Bank of Cyprus reported the case to the Police and an arrest warrant against Jelezov was issued, only to find out he had left the island on October 9 and is now wanted. The Police Fraud Office is also investigating a complaint by a German national against a Lebanese, who managed to secure from him 89.800 US dollars as an advance payment for the purchase of four ships. Reinhard Grundman, from Germany, an off-shore companies' director in Cyprus had reported to the Police that Elias Sfeir, from Lebanon had under false pretensions deceived him. Grundman had given Sfeir 83.000 dollars last June as an advance payment for the purchase of four ships, allegedly docked in Yemen, worth 550.000 and another 6.800 dollars for repairs. When documents of ownership produced by the Lebanese to the German were proved fake, Grundman found out the ships were docked in the port of Alexandria, after being confiscated by the Egyptian authorities. The Police issued an arrest warrant against Sfeir who had already left the island and is now wanted. CNA AP/1997ENDS, CYPRUS NEWS AGENCY1615:CYPPRESS:03[03] National Council to discuss Annan's letterNicosia, Oct 31 (CNA) -- The National Council will convene on Wednesday to discuss a letter sent by UN Secretary-General, Kofi Annan, to President Glafcos Clerides last week.This was announced here today by Government Spokesman, Manolis Christofides, who pointed out that Annan has put the Cyprus problem high in his list of priorities and strives for a comprehensive settlement through intense negotiations. Christofides said it was within the framework of these efforts towards a settlement that Annan's Special Advisor on the Cyprus problem, Diego Cordovez, will visit the island. According to CNA sources, Cordovez is expected to arrive here on November 18 and will also visit Greece and Turkey. Christofides referred to Cordovez's visit as a "reconnaissance flight over the Cyprus issue to determine the nature and necessary steps to be taken towards a solution, mutually agreed" by the two sides in Cyprus. He also said the government shared the UN chief's satisfaction with international interest supporting his mission of good offices. Asked to comment on the displeasure expressed by Turkish Cypriot leader Rauf Denktash concerning Cordovez's visit, Christofides said: "Since the UN Chief has decided to do so there should be no different judgements, but there should be complete cooperation." "At this point we are proceeding to the next steps and Cordovez will seek which steps would lead to a comprehensive Cyprus settlement," he added. CNA KN/MCH/AP/1997ENDS, CYPRUS NEWS AGENCY1900:CYPPRESS:04[04] Poland's First Lady arrives in CyprusLarnaca, Oct 31 (CNA) -- Poland's First Lady, Jolanta Kwasniewska arrived this afternoon in Cyprus, a visit believed to be connected with the presence here of 64 Polish children.This is the second visit of Kwasniewska to Cyprus in a year's time. In October 1996 she had accompanied 70 orphans from Poland to a ten-day visit and sight-seeing here. A group of 64 boys and girls, aged between 12 and 15, from the north- eastern and northern regions of Poland, most from poor families or orphanages, are in Cyprus for a week's holiday at the southern coastal town of Larnaca. The Polish children were in both cases invited to the island courtesy of a local tour operator. It is still not known when Kwasniewska will leave the island. The children leave on Sunday. CNA MAN/AP/../1997 ENDS, CYPRUS NEWS AGENCY1920:CYPPRESS:05[05] Heated incident not ruled out, says KasoulidesLarnaca, Oct 31 (CNA) -- Foreign Minister Ioannis Kasoulides did not rule out the possibility of a heated incident with Turkey, pointing out this was the reason that Cyprus is strengthening its defences.Kasoulides was speaking here this afternoon on return from Britain, where he accompanied President Glafcos Clerides at the Commonwealth Heads of Government Meeting (CHOGM), that took place in Edinburgh between October 24 and 27. "We should not exclude a heated incident and it's for this reason that we arm and train, because there is a slight possibility" for a heated incident with Turkey, he said. He added however that the government has no information of plans to cause such an incident. Asked to comment on the possible stationing, on the Turkish-occupied part of the island, of Turkish forces to take part in the military exercise "Taurus '97", between November 3 and 5, Kasoulides said: "It would be one more greater proof of Turkey's real expansionist intentions, which of course would excuse a response from our side." He also said that Turkey cannot use as a pretext the purchase of the Russian-made S-300 anti-aircraft missile system by the Cyprus government to line-up such excessive numbers of troops with the excuse that it protects Turkish Cypriots. Commenting on the CHOGM, Kasoulides stressed that Cyprus has the support of Commonwealth. He said the CHOGM communique expressed strong support to government positions on Cyprus, and noted the negative Turkish stance during UN-led direct talks between President Clerides and Turkish Cypriot leader, Rauf Denktash, last summer.
