1500:CYPPRESS:01[01] British High Commissioner - ReplacementNicosia, Jan 12 (CNA) -- Britain's representative in Nicosia, High Commissioner David Madden, is staying on in Cyprus until the end of March, diplomatic sources have said.Madden was scheduled to leave in mid-February after more than four years of service on the island and was due to be replaced by John Martin, whose death was announced by the High Commission here today. Martin, who had served in Cyprus from 1978-82, died on January 5. "London is working to find a successor to Mr. Madden and once we have an agreement from the government of Cyprus we will announce the name of the new High Commissioner," the sources said. The new person is expected to be in Cyprus in May or June, they added. CNA MM/MA/1999ENDS, CYPRUS NEWS AGENCY1515:CYPPRESS:02[02] British Trade Mission - CyprusNicosia, Jan 12 (CNA) -- The Department of Trade and Industry (DTI) UK is sponsoring a trade mission to Cyprus from 1-5 February 1999, in an effort to further develop trade relations with Cyprus.The Trade Mission is organised by the East Mercia Chamber of Commerce and Industry and led by its Export Director, Mr. Terence Madkins. It comprises 19 companies. The members of the Trade Mission collectively represent a wide range of products and services, including agricultural tractor parts, water storage tanks, sauces and dressings, items for electrical installations e.t.c. Some of the participating companies in the Mission are already represented in Cyprus whereas the rest are looking for agents/associates. CNA FZ/MCH/1998ENDS, CYPRUS NEWS AGENCY1650:CYPPRESS:03[03] Spokesman - Cyprus problemNicosia, Jan 12 (CNA) -- The government does not accept any discussion for recognition of the puppet regime in the Turkish-occupied areas of the Republic, Government Spokesman, Christos Stylianides stressed here today."The last two UN Security Council resolution have adopted clear positions about confederation in Cyprus," Stylianides said at his daily press briefing. Turkish Cypriot leader Rauf Denktash, who heads a self-styled regime in occupied Cyprus, put forward in August last year a proposal for a confederation of two separate and equal states in Cyprus as the only viable solution. UN Resolution 1217 reaffirmed that "a Cyprus settlement must be based on a single citizenship, with its independence and territorial integrity safeguarded and comprising two politically equal communities, as described in the relevant Security Council resolutions, in a bicommunal and bizonal federation". A second resolution 1218 requested UN Secretary General Kofi Annan to work intensively with the two sides for a settlement in Cyprus and the reduction of arms. "The government deals with any deviation from these resolutions by sticking to the idea of a bizonal, bicommunal federation," the spokesman said. Replying to questions on UN efforts to make headway towards a settlement of the protracted Cyprus problem, Stylianides said a trip by UN resident representative, Dame Ann Hercus to New York for a meeting with UN Secretary-General Kofi Annan, had been planned before the Christmas holidays. Hercus embarked on confidential shuttle talks with the Greek and Turkish Cypriot sides in mid-October and tomorrow she leaves for New York via London where she will meet British Foreign Secretary Robin Cook. Stylianides refrained from commenting on the content of the talks and any signs of progress Hercus might have achieved during her discussions. Asked if the government has placed any deadline to these talks, the spokesman recalled President Glafcos Clerides' statement that no process can go on for ever. CNA GG/MCH/MM/1999ENDS, CYPRUS NEWS AGENCY1700:CYPPRESS:04[04] Austrian Federal President - Cyprus - TurkeyNicosia, Jan 12 (CNA) -- Austria has welcomed a recent decision by President Glafcos Clerides not to deploy the Russian defensive system S300 on the island and pointed to the need for further steps to lessen tensions in Cyprus and the Aegean.In his New Year's Address to the Diplomatic Corps, Federal President, Thomas Klestil, also noted that the relation between Turkey and the European Union should be considered. Klestil welcomed "the recent decision to forgo the deployment of missiles in Cyprus," adding that "it remains urgent in my view to make further steps to lessen tensions in the island and in the Aegean". The Austrian President said it was important "to organise the relationship between Turkey and the EU in a manner which does justice to the importance of that great country and its European vocation". Referring to the issue of security, Klestil stressed that "today it can only be safeguarded in common," pointing out that this "lends particular weight to the dialogue and the partnership of the EU with Russia, Ukraine and Turkey." CNA MM/1999ENDS, CYPRUS NEWS AGENCY1900:CYPPRESS:06[06] Cyprus - Agreements related to Human Rights ConventionNicosia, Jan 12 (CNA) -- Cyprus' Permanent Representative to the Council of Europe, Ambassador Thalia Petrides, today signed two agreements related to the Human Rights Convention.The Sixth Protocol to the General Agreement on Privileges and Immunities of the Council of Europe and the European Agreement relating to Persons Participating in Proceedings of the European Court of Human Rights, were signed in the presence of Secretary General of the Organisation Daniel Tarschys. The first agreement defines the privileges and immunities of the judges to the single Court, while exercising their functions and during journeys made in the exercise of their functions. It is already in force in many European countries while other states have signed the agreement. The second one, enforced in various countries, has been made necessary by changes in the human rights control mechanism which set up a single permanent Court instead of a Commission and a Court. This Agreement requires states to ensure that persons participating in proceedings instituted under the Human Rights Convention enjoy immunity from legal process in respect of their acts before the Court as well as freedom to correspond with that organ and freedom to travel for the purpose of attending its proceedings.
