    Nicosia, Ïct 25 (CNA) - The Meteorological Office at Larnaca International Airport has issued the following weather forecast for Cyprus:

    Friday and Saturday: 26/10/2001 to 27/10/2001

    The weather will be unsettled with local rain. The winds will be fresh southeasterly to wouthweserly and the sea moderate. Temperature will range from 12 degrees to 25 inland and from 15 to 26 on the coast.

    Outlook for Sunday and Monday: 28/10/2001 to 29/10/2001

    Remaining unsettled with local rain and/or thunerstorms.

    [02] Cyprus President - EU Commission President

    Nicosia, Oct 25 (CNA) -- EU Commission President Romano Prodi, who arrived here early this afternoon for a two-day official visit, was welcomed by Cyprus President Glafcos Clerides during an official ceremony held at the Presidential Palace in Nicosia.

    The two Presidents inspected a guard of honour. The Cyprus Police Band sounded the anthems of the European Union and Cyprus. CNA/RM/GP/2001

    [03] Cyprus - Libya - Protocol

    Nicosia, Oct 25 (CNA) -- Cyprus and Libya signed yesterday in Tripoli a protocol aiming at the further enhancement and development of their cooperation in the economic field as well as in the fields of commerce, industry, air and road transports and merchant shipping.

    The protocol was signed by the Libyan Minister for Justice and Public Security Mohamed Ali Al-Masirati and Cyprus Finance Minister Takis Klerides, who was in Libya on an official visit, to preside the third session of the Joint Cyprus - Libya Committee on Economic and Technical Cooperation.

    [06] EU - Agriculture - Seminar

    Nicosia, Oct 25 (CNA) -- Cyprus Agriculture, Natural Resources and Environment Costas Themistocleous said here today that Cyprus' harmonisation efforts with the EU in the area of agriculture aim to assure a smooth transition of agriculture to the new environment and to meet all harmonisation requirements by the time of accession.

    Addressing a seminar on "Preparing agricultural organisation and Producers for Enlargement" organised by the Cyprus Chamber of Commerce and Industry and the Technical Assistance and Information Exchange Office (TAIEX) of the EU, Themistocleous said in order to achieve this objective the Ministry of Agriculture systematically introduces new harmonised legislation and establishes new implementing institutions which touch upon the whole food chain from production to distribution.|

    [07] Romano Prodi - Cyprus House of Representatives

    Nicosia, Oct 25 (CNA) -- President of the European Commission Romano Prodi said here today the European Union would be delighted if the efforts to settle the Cyprus question were to bear fruit before enlargement, underlying at the same time that "this is not a precondition for Cyprus' accession."

    Speaking this afternoon before the plenary of the House of Representatives Prodi, who is on a two-day official visit to Cyprus, said Cyprus will join the EU and will be among the first candidate countries to do so, noting that "we are aiming to complete negotiations with all countries that are sufficiently prepared by the end of next year, with a view to accession in 2004, hoping that Cyprus' citizens will vote in the European elections of 2004."

    "There can be no question of delaying an historic process in which the security, stability and well being of Europe as a whole is involved," Prodi said, noting that "there is a window of opportunity now for Greek and Turkish Cypriots to reach an agreement before Cyprus' accession.

    "Every effort should be made to take full advantage of this opportunity" the European official noted and stressed that "history would not look kindly on those who knowingly let this opportunity slip."

    Cyprus President Glafcos Clerides, ministers, other high-ranking officials, ambassadors and other foreign diplomats, including US State Department Special Coordinator for Cyprus Thomas Weston, who is currently in Cyprus, attended the plenary to listen to Prodi's speech.

    Referring to the Cyprus question Prodi expressed profound conviction that "a settlement is within reach" and pointed out that the European Union with its acquis will never be an obstacle to finding a solution to the Cyprus problem because it "never seeks to determine the constitutional arrangements or the security arrangements of its member states."

    He expressed confidence that the EU can accommodate whatever arrangements the parties themselves agree to in the context of a political settlement and added that "as an EU member state Cyprus will of course have to participate in the Council of Ministers 'with one voice'."

    Prodi said the European Commission was seeking to broaden understanding of the acquis and related issues throughout Cyprus and noted "given a political settlement, EU membership will bring benefits to all Cypriots and in particular will enable those in the northern part of the island (Turkish Cypriots) to catch up rapidly in terms of economic performance and living standards."

    "Following a settlement both Greek and Turkish Cypriots will participate in the work of EU institutions, helping run the Union and shape its future," President of the European Commission noted, adding that "projects involving both communities on the island can address specific problems, dispel misconceptions and improve understanding."

    "How inspiring it would be for Europe and for the world at large, if Cyprus were to heal its wounds and if Greek and Turkish Cypriots were to enter the EU together on the basis of a settlement which took into account the interests and concerns of all parties!" he said.

    He expressed disappointment over the rejection of UN Secretary-General's invitation by the Turkish Cypriot leadership to resume peace talks in September.

    "Despite these disappointments, however, the UN is persevering in its efforts and the European Union gives them our full backing", he added.

    Prodi also expressed deep regret that his scheduled meeting tomorrow with Greek and Turkish Cypriot trade unionists will not take place because the occupation regime in the Turkish-occupied areas of the island did not allow Turkish Cypriot trade unionists to meet him. The meeting was scheduled to take place at the Ledra Palace Hotel, situated in the UN-controlled buffer zone in the divided capital Nicosia.

    Referring to Cyprus' harmonisation with the acquis communautaire the EU official said he was personally very pleased to see the high degree of consensus Cyprus has achieved on the transposition of EU law.

    He congratulated the Parliament for "working expeditiously" for transposing EU laws and rules and noted "Cyprus is amongst the front runners in the accession process."

    Prodi said Cyprus' preparations for membership must continue to be pursued vigorously and that further legislative work must also be done in some fields on which negotiations have been provisionally concluded.

    President of the European Commission, who was accompanied by EU Enlargement Commissioner Gunter Verheugen, was welcomed by House President Demetris Christofias, who thanked Prodi on behalf of the Cyprus people "for the firm promotion by the European Commission of the provision of the Helsinki Summit decision, which envisages that the solution of the Cyprus problem is not a prerequisite for the accession of Cyprus to the EU as well as for the conviction that Cyprus will become a member of the EU during the first wave of enlargement."

    The House President stressed that "our expectation is that a united Cyprus joins the European Union. I would like at the same time, however, to point out that our will must not be misinterpreted. It is not possible for Cyprus to accept the absurd demands made by Turkey and the Turkish occupation leader Mr Denktash which are followed by threats. Especially his unrealistic claim for a direct or an indirect recognition of the occupation regime as a state entity just to reach a settlement to the Cyprus problem."

    Since 1998 when Cyprus opened accession negotiations with the EU, it has provisionally closed 23 out of 29 chapters and is the front-runner among EU candidates for accession.

    Last year Turkish Cypriot leader Rauf Denktash abandoned UN-led proximity talks demanding recognition for his self-styled regime in the areas of Cyprus occupied by Turkish troops since 1974, before returning to the peace talks. CNA/MK/GP/2001

    London, Oct 25 (CNÁ) -- British Minister for Europe Peter Hain said today that British Foreign Secretary Jack Straw stressed during his visit ôï Ankara last week the need for Turkish Cypriot leader Rauf Denktash to return to the negotiating table and repeated his government's position that the solution of the Cyprus question is not a precondition for Cyprus' accession to the EU.|

    Invited by CNÁ to say what Britain can do to avoid the danger of the marginalisation of the Cyprus question, Hain said the UN peace engagement on Cyprus should be supported and appealed to Denktash to join that process, underlying that this was something that Straw stressed on a visit to Turkey last week.     Nicosia, Oct 25 (CNA) -- Cyprus and China signed today a memorandum of official consultations aimed to further develop cooperation between the two countries' ministries of Justice, by organising seminars and exchange of experts' visits.

    The memorandum was signed in Beijing by Cyprus Justice and Public Order Minister Nicos Koshis, who is paying an official visit to China, at the invitation of China's Justice Minister Zhang Fusen, and China's Deputy Justice Minister Fan Fangping, after consultations the delegations of the two ministries had on issues of cooperation based on the existing legal agreement between the two countries.| CÍÁ/ÌÊ/GP/2001

    [10] Prodi - Speech - Cypriot society

    Nicosia, Oct 25 (CNA) -- European Union Commission President Romano Prodi called on Cypriot society to actively participate in the debate to be held next year on the future of the EU, its policies and institutions, and on ways to involve Europe's citizens in designing and implementing European policies.

    In a speech this evening to representatives of different areas of Cypriot society on the future of Europe, the enlargement process and Cyprus, hosted in Nicosia by the Cyprus Chamber of Commerce and Industry, Prodi said he looked forward to the contribution of Cyprus in this dialogue, which will bring together the 15 members of the EU and the applicant countries.| CNA/TT/2001
