    Cyprus: One step forward towards completion of accession talks

    Brussels, Oct 2 (CNA) -- The 10th meeting of the Intergovernmental Conference at a ministerial level in Brussels allowed Cyprus to make one step forward towards completion of the accession negotiations with the European Union, after significant progress was made in the agriculture chapter.

    The President of the Council of Ministers welcomed Cyprus' progress while Enlargement Commissioner assured the Cypriot side that the strategy and deadline for accession is clear and will not change for anything.

    Cyprus was represented at the meeting by Foreign Minister Ioannis Kasoulides, Chief of the Negotiating Team for the island's accession to the EU, George Vassiliou, Cyprus' Permanent Representative to the EU, ambassador Theophilos Theophilou, and officers and diplomats of the negotiating team.

    In his speech, Kasoulides referred to the efforts made by the Cyprus side to adopt and implement the acquis communautaire, noting Cyprus is fully ready for the European Council. He said Cyprus has additional reasons to be ready and part of the European family.

    Nicosia, Oct 2 (CNA) -- Cyprus President Glafcos Clerides has stated that, according to what the Greek Cypriot sides knows, the UN Secretary-General will not submit any written thoughts or ideas for a solution to the Cyprus problem during the New York talks on 3 and 4 October.

    Clerides, who spoke last night before his departure to London on his way to New York, also said it seems the island's accession to the European Union (EU) will take place without any problems and the direct talks for a Cyprus settlement will continue even if no solution is achieved before accession to the EU.

    The President, who will hold talks tomorrow and Friday with UN Secretary General Kofi Annan and Turkish Cypriot leader Rauf Denktash, said the fact that the talks will continue if there is no solution after we enter the EU, is not only the Secretary-General's position but also the position of the EU.

    Nicosia, Oct 2 (CNA) -- Chief Negotiator for Cyprus Accession to the European Union, George Vassiliou, stated today that a great deal has been achieved regarding the implementation of the acquis communautaire in the British Bases areas in Cyprus.

    Speaking after meeting Leopold Maurer, head of the EU negotiating team for Cyprus, Vassiliou said what will apply in the Bases is the common agriculture policy, the Schengen regulations which means freedom of movement while there will be a customs union, social grants and other similar issues.

    Blackpool, Oct 2 (CNA) - British Prime Minister Tony Blair has reassured House of Representatives President and leftwing AKEL General Secretary Demetris Christofias that his government will continue to work towards a solution of the Cyprus problem and the island's accession to the European Union.

    London, Oct 2 (CNA) - British Minister for Europe and Labour MP Peter Hain said today that there must be give-and-take on both sides for any negotiation to succeed, with talks on the Cyprus problem being no exception. ''Neither side is going to get all of what it wants'', he pointed out.

    Addressing the Labour Party Conference, Hain assured that Britain remains committed to the 1999 Helsinki European Council decisions, that said a Cyprus settlement was not a precondition for accession to the EU, but would facilitate it.

    United Nations, Oct 2 (CNA) - Cyprus President Glafcos Clerides has arrived in New York, for talks with UN Secretary General Kofi Annan and Turkish Cypriot leader Rauf Denktash, as part of the UN-led ongoing peace talks to solve the Cyprus problem.

    Speaking on arrival at Waldorf Astoria hotel, the President told reporters ''there is nothing that can make us say Turkey's policy has changed on the Cyprus problem, as far as a solution is concerned''.

    United Nations, Oct 2 (CNA) -- UN Secretary General Kofi Annan does not intend to give ''a plan'' or ''a paper'' to Cyprus President Glafcos Clerides and Turkish Cypriot leader Rauf Dentkash during his two days of talks with them in New York, on 3-4 October.

    Annan thinks that ''at this stage'', February's presidential elections in Cyprus are not an obstacle to the peace process.

    Talking with Greek journalists, this morning, at the UN headquarters, Kofi Annan expressed hope that both leaders ''will come here to discuss honestly with me what efforts have been made to make progress in the talks.''

    ''The last time I met with them'', he added, ''it was the beginning of September. It is about a month, and I would want to review with them what has happened since then, and how we move forward as we get to the end of the year''.

    Annan explained that when he met with them in May, there were indications that progress was possible to be made by the end of the year''.

    ''The end of the year is around the corner, so I want to review with them how we get there'', the Secretary General said.

    Answering to a question by CNA, about the reaction of the parties to his recommendations when he met Clerides and Denktash in Paris in early September, Annan said that when he sits down with them tomorrow in the presence of his special adviser on Cyprus Alvaro De Soto, ''we will review what progress has been made. And I think you too will have a chance to talk with them directly''.

    Asked if he intends to give a plan or paper at the meetings, he said that he has ''no intention of doing more than I have said'' .
