    Cyprus peace talks continue in New York

    United Nations, Oct 3 (CNA) -- UN Secretary General Kofi Annan will have four hours of talks here today with President Glafcos Clerides and Turkish Cypriot leader Rauf Denktash, in furtherance of his mission of good offices.

    Today's schedule begins with two 45-minute long separate meetings Annan's special adviser on Cyprus Alvaro de Soto will have with the two leaders at their respective hotels.

    Annan will then meet separately with the President and Denktash at his office on the 38th floor of the UN building for about half an hour, in de Soto's presence. The two leaders will have one adviser each at these meetings.

    Later on the Secretary General will host a working lunch for Clerides and Dentkash and talks will continue at a meeting after the lunch as well.

    Friday's schedule of meetings has not been made public yet but according to diplomatic sources de Soto would rather have the programme announced after today's meetings.

    President Clerides and Denktash are in New York at Annan's invitation, after he had met the two leaders in Paris in early September. Denktash was admitted to hospital on Wednesday for catheterisation but this does not seem to be causing any problems to the programme of the talks.

    The UN, British and American envoys appear cautious about the prospects of achieving progress at this round of talks in New York as all indications from the Denktash front are negative.

    The Turkish Cypriot leader has warned that if the European Union invites Cyprus at its December summit to join the Union, peace talks on the future of the island will come to an end. A position which is contrary to what the UN Secretary General has said.

    Denktash is backed by Ankara in this, saying that such a move would destroy the peace process. Furthermore Denktash insists on his firm position for recognition of his self-styled regime in Turkish occupied Cyprus, on the abolition of the Republic of Cyprus and refuses to discuss the territorial issue, one of the core issues at the negotiating table.

    British and US diplomats, involved in the Cyprus peace effort, believe that a change of government in Turkey would alter the entire political scene and would strengthen those in Turkey who back the country's European course.

    Annan and his special adviser seem to agree with this train of thought and believe that it would be best to put forward any ideas on a solution to the Greek Cypriot and the Turkish Cypriot sides after the November 3 general elections in Turkey.

    The Secretary General has told Turkish officials that Cyprus' accession to the EU should be considered a fait accompli, when they warn of a crisis in the region if Brussels accepts Cyprus in its ranks prior to a political settlement.

    The EU has decided that such a settlement would facilitate accession but it is not a precondition for it.

    Direct talks began in January this year between Clerides and Denktash but so far no substantive progress has been achieved on the main topics of discussion (governance, security, territory and property).

    United Nations, Oct 3 (CNA) -- President Glafcos Clerides exchanged views and assessed the current state of affairs in the Cyprus peace effort with the British and American representatives for the question of Cyprus, Lord David Hannay and Ambassador Tomas Weston.

    ''These meetings have confirmed the overall impression that no surprises are expected here in New York,'' Cyprus Government Spokesman Michalis Papapetrou said after the meetings, adding that UN Secretary General Kofi Annan does not intend to present the Greek Cypriot and the Turkish Cypriot sides with any proposals at his meetings here today and tomorrow.

    Speaking after a meeting in Moscow with Cypriot Minister of Commerce, Industry and Tourism Nicos Rolandis, Luskov said Cyprus holds a prominent position regarding foreign investments in Russia, and is one of the most important reference points for Russian businesspeople and tourists.

    Washington, Oct 3 (CNA) -- US President George Bush has expressed his continuous commitment to the effort underway to find a comprehensive settlement in Cyprus.

    He also praised President Glafcos Clerides' courage and leadership to work in that direction and called on all interested parties to be flexible and constructive.

    In a congratulatory message on Independence Day for the Republic of Cyprus, Bush welcomed this occasion and reaffirmed the strong friendship between the two countries.

    ''The US remains firmly committed to supporting efforts to find a comprehensive, just and lasting solution to the differences that have divided Cyprus for far too long,'' Bush said in his message.

    Nicosia, Oct 3 (CNA) -- The EU's Chief Negotiator with Cyprus, Leopold Maurer, has announced that the joint project for informing Cypriot small and medium sized enterprises (SMEs) on the acquis communautaire and to enhance their competitiveness will begin in November. The project is sponsored by the European Union with funds reaching 1,5 million euros.

    AHI concerned about bill opening US markets to Turkish products

    Nicosia, Oct 3 (CNA) -- President of the American Hellenic Institute (AHI) Evgenios Rossides has sent a letter to Chairman of the US House Ways and Means Committee, William M. Thomas, expressing ''serious reservations concerning a controversial legislation that would significantly open US markets to Turkish products''.

    In his letter, Rossides says AHI is ''fundamentally opposed'' to the US government ''rewarding Turkey with increased market access, at the cost of American jobs, at the same time that Turkey maintains its military occupation of Cyprus'', adding that ''such a move would run counter to American values and undermine our longstanding efforts to promote peace and stability in the Eastern Mediterranean''.

    Nicosia, Oct 3 (CNA) -- The Turkish occupation regime has released the editor-in-chief of Turkish Cypriot daily ''Afrika'', formerly ''Avrupa'', Sener Levent, and journalist Memduh Ener of the same paper, who were found ''guilty'' of ''libel'' against Turkish Cypriot leader Rauf Denktash, the Turkish occupation army and ''motherland'' Turkey, and given a six-month ''jail sentence'' each.

    Commenting on their release, President of the Union of Cyprus Journalists (UCJ) Andreas Kannaouros said it was a victory of the Turkish Cypriot journalists and others struggling for freedom of expression in the areas occupied by Turkey since its 1974 invasion of the island.

    Kannaouros also mentioned UCJ efforts against ''this illegal, brutal 'imprisonment' of the two journalists''.

    He added that ''intense pressure was exerted on behalf of international press organisations, the EU, the Council of Europe, the International Press Institute, governments and the UN, which resulted in the release of the Turkish Cypriot journalists''.

    United Nations, Oct 3 (CNA) The UN will try hard to bring the Cyprus peace talks to a closure by the end of the year and the parties to come to an agreement on the core issues, said Kofi Annan, speaking to journalists at the organizations headquarters.

    Replying to questions Kofi Annan said that in todays meeting he hopes that the UN will assess what progress has been made since they last met in Paris and what they need to do to accelerate the process.

    We are going to try and do as much as we can do to come to an understanding and bring the talks to a closure, at least come to an agreement on the core issues by the end of the year. That is the target, the Secretary-General underlined.

    He cautioned that if we miss that, obviously, we will have to find ways of bringing it to a closure beyond that date. But I hope we can do it before the end of the year.

    United Nations, Oct 3 (CNA) As the UN Secretary-General Kofi Annan meetings with President Glafcos Clerides and Turkish Cypriot leader Rauf Denktash got underway, the two leaders earlier held a series of deliberations with US and UN officials.

    Annan's meeting with President Clerides took place at 1200 local time and with Denktash half an hour later, at UN headquarters.

    Meanwhile, the issues which will be raised during the next couple of days were discussed at a meeting Clerides had with UN Special Adviser, Alvaro De Soto.

    Diplomatic sources said the issues concern sovereignty and the continuation of the existence of the Republic of Cyprus, within the framework of a Cyprus settlement.

    The same sources said Kofi Annan is expected to exert pressure on Denktash to submit proposals on the territorial issue.

    The UN Chief will inform later this evening both sides on Fridays schedule of meetings.

    Development of Larnaca Port under a DBFO contract

    Larnaca, Oct 3 (CNA) The need for re-developing Larnaca port into a main passenger port which can be easily developed into an attractive tourist destination for large cruise ships, was stressed here Thursday by Communications and Works Minister, Averof Neophytou.

    In statements during a one-day meeting of prospective bidders for the development of Larnaca port under a DBFO (Design, Build, Finance and Operate) type of contract, Neophytou said the proposed development should complement Larnacas commercial centre and not compete with it.

    He further said the port can easily develop into a highly attractive tourist destination where tourists on board large cruise ships will have unique experiences in the eastern part of the Mediterranean Sea.
