    Nicosia, May 21 (CNA) -- Polish caricaturist Jocek Lancovoski won the first prize of the 1st International Caricature Exhibition, which opened here last night.

    A total of 240 cartoonists from 36 countries, including Greek Cypriot and Turkish Cypriot artists, participate in the exhibition, which will last until 28 May.

    No open-ended engagement in Cyprus, says top UN envoy

    Nicosia, May 21 (CNA) -- The UN Secretary General is very reluctant to reengage in an open-ended way in the question of Cyprus unless there is a clear framework, his special adviser Alvaro de Soto has said, pointing out that any attempt to start reopening trade offs between the Greek Cypriot and the Turkish Cypriot sides would have no end to it.

    In an interview with CNA, Alvaro de Soto, who had conducted lengthy and arduous peace talks here, warned against starting peace talks from scratch, saying that the end result would not be much different than a plan Kofi Annan has presented the two sides on a comprehensive settlement.

    De Soto indicated that the Annan plan could be revived in spite of protestations by Turkish Cypriot leader Rauf Denktash, who rejects the plan outright and describes it as dead and buried.

    The UN envoy also said that he has not been assigned other duties by the Secretary General but is busy with a couple of other issues. However, he stressed that he follows developments in Cyprus and said he would he willing to return to the island once there is an agreement by the parties to reengage in negotiations to conclude a peace deal.

    Asked to outline what exactly the Secretary General would want the two sides to do, beyond verbal declarations for talks, he said ''we would like to bring them back to where they were at The Hague,'', noting that President Tassos Papadopoulos had agreed to continue negotiations with a view to finalising an agreement on the basis of SG plan and he was also prepared not to reopen the plan itself as long as the Turkish Cypriot side did the same.

    Right to property not a compensation issue, says Spokesman

    Nicosia, May 21 (CNA) -- The right to property is not a matter of compensation, Cypriot Government Spokesman Kypros Chrisostomides stressed here today, commenting on announcements by the occupation regime on the issue of property, one of the most contentious aspects of the question of Cyprus.

    ''The right to property is a right to possession, ownership, exploitation, disposal of property and not a matter of compensation,'' the Spokesman said after a Cabinet meeting.

    Nicosia, May 21 (CNA) - South Africa supports the implementation of UN resolutions on Cyprus, the country's High Commissioner to Cyprus Jannie Momberg said today, adding that negotiations for a comprehensive settlement must be based on the UN Secretary General's plan for a solution.

    Survey shows Turkish Cypriots want to revisit free areas

    Nicosia, May 21 (CNA) - From 23 April until 15 May when restrictions in the freedom of movement to and from the occupied areas were eased, a total of 276,531 Greek Cypriots visited the Turkish occupied north (73,429 on foot and 203,102 motorists), while 105,251 Turkish Cypriots crossed to the government-controlled areas (95,435 on foot and 9,816 motorists).

    The total money spent by Greek Cypriots in the Turkish occupied areas for the designated period comes to three million nine thousand Cyprus pounds, while Turkish Cypriots have spent 618 thousand pounds. (One Cyprus pound trades at around 1.8 US dollars).

    Spokesman says UN position unchanged on resumption of talks

    Nicosia, May 21 (CNA) - Cypriot Government Spokesman Kypros Chrisostomides reiterated the government's readiness to enter negotiations on the substance of what Cyprus President Tassos Papadopoulos had declared in The Hague.

    He said that when negotiations begin, the points that affect the Cyprus problem because of its accession to the European Union would be examined.

    Invited to comment on an interview to CNA by the UN Secretary General's Special Adviser on Cyprus Alvaro de Soto, who said Kofi Annan is very reluctant to reengage in an open-ended way in the question of Cyprus unless there is a clear framework, the Spokesman said the UN chief's position ''has not changed since The Hague and as it was expressed in his report to the Security Council and is continuously repeated''.
