    CoE Ministers' Deputies adopt interim resolution on Loizidou vs Turkey case

    Nicosia, Nov 13 (CNA) -- The full text of the Interim Resolution adopted yesterday in Strasbourg on the Loizidou case against Turkey by the Council of Europe Ministers' Deputies is as follows:

    "Interim Resolution ResDH(2003)... concerning the judgment of the European Court of Human Rights of 28 July 1998 in the case of Loizidou against Turkey

    (Adopted by the Committee of Ministers on 12 November 2003 at the 860th meeting of the Ministers' Deputies)

    The Committee of Ministers, having regard to the judgment of the European Court of Human Rights (''the Court'') of 28 July 1998 in the case of Loizidou against Turkey and transmitted the same date to the Committee for supervision of execution in accordance with Article 46 § 2 of the European Convention on Human Rights (''the Convention'');

    Recalling that, in that judgment, the Court held that Turkey was to pay to the applicant as just satisfaction specific sums for damages and for costs and expenses;

    Recalling its three earlier Interim Resolutions and the fact that on 19 June 2003, before the Committee of Ministers, the Turkish authorities declared unambiguously that they had initiated the measures necessary to enable the Committee to take note of payment of the just satisfaction award and approve a draft final resolution at the DH meeting on 7 and 8 October 2003;

    Recalling that it was clear that this payment had to intervene before the examination of the draft final resolution;

    Very deeply deploring the fact that Turkey did not honour its undertaking and has thus still not complied with its obligation under Article 46 of the Convention to abide by this judgment,

    Stressing anew that the obligation to comply with the Court's judgments is unconditional;

    Strongly urges Turkey to reconsider its position and to pay without any conditions whatsoever the just satisfaction awarded to the applicant by the Court, within one week, i.e. 19 November 2003 at the latest;

    Declares the Committee's resolve to take all adequate measures against Turkey if Turkey fails once more to pay the just satisfaction awarded by the Court to the applicant."

    Nicosia, Nov 13 (CNA) -- The Meteorological Office at Larnaca International Airport has issued the following weather forecast for Cyprus:

    Friday and Saturday: 14/11/2003 to 15/11/2003

    The weather will be fine with local cloud. Risk of light showers over mountains on Friday. Wind will be southwesterly to northwesterly light and the state of sea slight.

    Maximum temperature: Arround 22C inland and over coastal areas. Minimum temperature: 9C inland and around 11C over coastal areas.

    Outlook for Sunday and Monday: 16/11/2003 to 17/11/2003 ------------------------------------------------------- Fine with patchy cloud. Small increase in temperature is expected.

    Turkeys non-compliance with ECHR decision to affect its EU course

    Nicosia, Nov 13 (CNA) -- Cyprus Foreign Minister George Iacovou said here Thursday the biggest sanction that Turkey will face if it does not comply with the fourth interim resolution approved yesterday by the Committee of Ministers of the Council of Europe, will not be within the CoE but to its European course.

    In statements after a House Finance Committee meeting which examined his ministrys 2004 budget, Iacovou explained the Cyprus problem is a political criterion for Turkeys accession to the EU, while the respect of human rights is a fundamental part of the Copenhagen criteria.

    Respect of human rights is not just a mere signing or ratification of the European Convention on Human Rights; it includes full compliance with the decisions of the courts, said Iacovou.

    Erdogan might announce initiative on Famagusta, says Iacovou

    Nicosia, Nov 13 (CNA) -- Cyprus Foreign Minister George Iacovou did not rule out the possibility that during his illegal visit to the Turkish-occupied northern of Cyprus on Saturday Turkeys Prime Minister to announce some initiatives as regards the occupied town of Famagusta.

    This possibility always exists, Iacovou said, invited to comment on press reports on Turkish movements about Famagusta, despite the fact that Turkeys Foreign Minister Abdullah Gul had said that during his visit to Cyprus, Tayip Erdogan will not announce any initiatives on the Cyprus problem.

    Cyprus condemns attack against Italians in Iraq

    Nicosia, Nov 13 (CNA) -- Cyprus has condemned the attack against an Italian military police base in Iraq.

    An official press release issued here today says ''the Ministry of Foreign Affairs of the Republic of Cyprus condemns the terrorist attack in Nassiriya, which resulted in the death of several people at an Italian Carabinieri barracks.''

    Cyprus parliament denounces UDI

    Nicosia, Nov 13 (CNA) -- The Cyprus parliament denounced here tonight the unilateral declaration of independence in the Turkish-occupied northern part of Cyprus, 20 years ago (15 November 1983), nine years after the Turkish invasion and occpuation of 37 per cent of the island's territory.

    The aim of Turkey and Turkish Cypriot leader Rauf Denktash, when they proceeded with the UDI was to perpetuate the division and to receive recognition of the faits accomplis of the occupation and invasion, Cyprus House of Representatives President Demetris Christofias stressed.
