    Rome, Oct 29 (CNA) -- The leaders of the 25 member states of the European Union, including Cyprus President Tassos Papadopoulos, will sign later Friday in Rome the Treaty establishing a Constitution for Europe.

    Nicosia, Oct 29 (CNA) -- Cyprus President Tassos Papadopoulos has described as ''unacceptable interference in the internal affairs'' of the country funding by foreign organisations with a view at supporting one or the other policy.

    President Papadopoulos stressed, however, that there is nothing wrong with foreign funding of programmes for rapprochement between the island's two communities or of other social welfare projects.

    Papadopoulos' comments came in the wake of claims and counterclaims that funds have been dispersed in Cyprus to promote one or the other policy, in the months before a crucial vote on the island on a UN proposed solution plan (the Annan plan), rejected by the overwhelming majority of Greek Cypriots and approved by 65 per cent of Turkish Cypriots.

    ''I believe that this is an unacceptable interference in our internal affairs when foreign organisations dispose funds, not to support charitable work and other social welfare purposes, but to support a policy or a position in Cyprus,'' Papadopoulos said.

    Responding to questions about US refusal to reveal the names of those who have received funds or their associates, he explained that UN agency UNOPS, funded from the annual US Congress grant to Cyprus, had been funding for years social welfare projects and programmes aimed at bringing the Greek and Turkish Cypriot communities closer together through a committee, with the participation of Greek and Turkish Cypriots as well as government and UNOPS representatives.

    ''As of 2003, part of these funds was allocated exclusively to UNOPS, as they themselves have revealed with US administration instructions, to fund projects at their discretion, outside the joint committee, without informing committee members and without providing a list of recipients of such funds, in spite of our repeated requests to be informed,'' he added.

    Papadopoulos said he protested in writing about this to the then UN Secretary General's special adviser on Cyprus Alvaro de Soto, saying this was unorthodox. Alvaro de Soto said in his reply letter that the UN was allocating these funds because it considered that such funding promoted moves for rapprochement.

    Brussels, Oct 29 (CNA) -- The International Federation of Journalists and its European organisation the European Federation of Journalists have condemned the new legal action against Sener Levent, a leading Turkish Cypriot journalist in the Turkish-occupied northern part of Cyprus, accusing the occupation regime of continuing a victimisation campaign against him.

    This latest action against Levent, the editor of 'Afrika', is fresh evidence of a profound press freedom crisis in the north of the island, said Aidan White, IFJ and EFJ General Secretary, in a press release.

    Rome, Oct 29 (CNA) -- Cyprus President Tassos Papadopoulos signed here today, on behalf of the Republic of Cyprus, the Treaty for the new constitution of Europe.

    The signing ceremony took place at a special ceremony in the Palazzo dei Conservatori in the Italian capital.

    EU leaders sign European Constitution

    Rome, Oct 29 (CNA) A great step towards European integration was taken here today with the signing of the Treaty establishing the European Constitution.

    The leaders of the 25 Member States of the EU, including Cyprus President Tassos Papadopoulos and Foreign Minister George Iacovou, signed the historic constitution.

    The EU leaders at the ceremony were joined by the leaders of candidates, Romania, Bulgaria, Turkey who signed the Final Act. Croatia also attended the ceremony.

    Security measures were tight at the Rome event, with some a 7,000-security force surrounding the historic centre of Rome and a squadron of F16 jet fighters enforcing a temporary no-fly zone over the city.

    IMF calls on Cyprus to maintain tight fiscal policy

    Nicosia, Oct 29 (CNA)- International Monetary Fund (IMF) official David Richardson welcomed today the Cypriot government's ''strong'' commitment for fiscal consolidation but pointed out that there is no room for complacency.

    Richardson, heading a delegation, which carried out a visit to Cyprus, told a press conference that Cyprus is capable of adjusting ''to sharks in the world economy.''
