    Greek Minister of Foreign Affairs Dora Bakoyiannis has expressed hope that the new effort to solve the Cyprus problem, under UN auspices, will be successful.

    Bakoyiannis warned Turkey that its EU accession course was not a la carte, noting that the non-recognition of an EU member state by Ankara was a blatant violation of European principles and values.

    Addressing the French Institute of International Relations (IFRI) in Paris, Bakoyiannis said there was a link between the situation in Cyprus and relations with Turkey.

    ``We believe a just and viable solution with an aim to reunite the island is necessary,`` she said, adding that ``only then will Turkey reach the end of a difficult course which will lead it into Europe.``

    Bakoyiannis pointed out that the solution should take into account the fact that Cyprus is a member of the EU and that the principles and regulations of the bloc must be implemented.

    She furthermore welcomed the commencement of direct talks between the leaders of the two communities, under UN auspices, to reach a settlement.

    Bakoyiannis expressed hope that this effort would be successful, leading to the reunification of the island, based on a bizonal bicommunal federation.

    The Greek Minister noted that stability in the region could only be safeguarded through good neighbourly relations, adding that to this end Greece has proven its will to see Turkey join the EU.

    However, she pointed out that Turkey must accept and implement the acquis communautaire, and that ``the non recognition of an EU member state blatantly violates European principles and values.``

    [02] ECHR PRESIDENT - CYPRUS

    The negotiating process aimed at a political settlement in Cyprus is not related to applications filed by Greek Cypriots, against Turkey, still pending before the ECHR, President of the European Court of Human Rights (ECHR), Jean Paul Costa has said.

    Asked after a meeting with the President of the Supreme Court of Cyprus whether the peace process could hold back appeals by Greek Cypriots against Turkey, Costa said that we dont want to confuse the political settlement of problems and the judicial answers to the judicial questions which are before the ECHR.

    I would like to be very clear in separating what is strictly political and which is out of our jurisdiction and the judicial and legal problems, he added.

    Costa also expressed the hope that a future solution of the Cyprus problem will bring not only satisfaction but also relief to the ECHR which has so many cases.

    [03] RUSSIA - AMBASSADOR

    The Russian Ministry of Foreign Affairs has announced the appointment of Vyacheslav Scumskiy to the post of Ambassador of the Russian Federation to the Republic of Cyprus.

    The decree was signed by President Dmitri Mendeleev on September 11 and Scumskiy is expected to arrive in Cyprus by the end of September and fully assume his duties over the coming weeks.

    Scumskiy, 58, has been a career diplomat since 1972. He has served from various positions at the Ministry of Foreign Affairs, in Soviet and Russian embassies in Somalia, Zambia and the USA, at the Africa Division of the Russian Ministry of Foreign Affairs, as Ambassador to Namibia, and recently as Director of the 1st Division of Post-Soviet Commonwealth of Independent States.
