    The Government of the Republic of Cyprus is already making all the necessary representations over a tactic by the Turkish occupation authorities to remove buoys in various sea areas, Foreign Minister Marcos Kyprianou has said.

    Kyprianou was commenting on removal by the Turkish occupation authorities of buoys in the Kapparis sea area, off Paralimni, in the South East of Cyprus, within the Famagusta District.

    In statements at Larnaka airport upon his return from a trip to Paris and Rome, he also pointed out that at some point the United Nations must become stricter with the Turkish forces and not just record our representations.

    We always make the necessary representations to the United Nations, the peacekeeping force, but also to the UN Secretary-General and the Security Council, he noted.

    He said that this action by an illegal occupation power violates the terms of the cease-fire.

    [02] ITALIAN FM TURKEY EU

    Italy considers that EU gates should remain open to Turkey, who has to fulfill all its obligations as referred to the Copenhagen criteria, Italian Foreign Minister Franco Frattini has said, speaking after a meeting with Cyprus Foreign Minister Markos Kyprianou in Rome.

    There should not be double standards, but every EU candidate country should fulfill all its obligations, Frattini stressed.

    On his part, Kyprianou underlined that if Turkey will not conform and not meet its EU obligations until December, there should be consequences against Ankara by the EU.

    According to an official announcement, Italy Foreign Minister noted that Turkeys EU course must be discussed in a European spirit, as he said, since there are different sensitivities towards Turkey within Europe. Frattini set as an example the different approach between his country and France on the issue of Turkeys accession to the EU.

    [03] COMMISSION CYPRIOT SCHEME

    The European Commission has approved under European Community Treaty state aid rules a Cypriot scheme using special government bonds to reinforce stability in financial markets and mitigate the effects of the crisis.

    In particular, according to an announcement issued Thursday by the Commission, the measure is limited in time and scope, requires adequate remuneration and foresees sufficient safeguards to minimise distortions of competition. The scheme therefore constitutes an adequate means to remedy a serious disturbance in the Cypriot economy and is compatible with Article 87.3.b. of the EC Treaty.

    Under the scheme, Cyprus would issue special government bonds that it would lend to credit institutions to use as collateral to obtain liquidity from the European Central Bank (ECB) and on interbank markets. The credit institutions would use the liquidity raised for housing loans and loans to small- and medium- sized enterprises on competitive terms.
