[01] GREEK DEPUTY PM - CYPRUS SOLUTIONGreek Deputy Prime Minister Theodoros Pangalos reaffirmed on Friday his country`s support to the efforts for a solution to the Cyprus problem. ``We support the negotiations, we support the negotiating framework, that is, we support the basis of the negotiations, which should be the UN resolutions and we support the utilisation of all capabilities given to us by Cyprus` membership to the European Union,`` he said addressing the 21st pancyprian conference of the ruling left-wing AKEL party in Nicosia.Pangalos said that Cyprus` unconditional accession to the EU provided an improved framework for the solution to the Cyprus problem, adding that the EU should act as leverage with regard to Turkey`s European obligations. ``We should remain steadily focused to the capabilities given to us by the European framework,`` he noted. Addressing the conference on behalf of the group of the European United Left/Nordic Green Left in the European Parliament Willy Meyer said the Cyprus problem is a European one. ``The EU should not be indifferent when a member-state is under occupation by foreign troops with the influx of settlers which threaten the Greek Cypriot as well as the Turkish Cypriot communities,`` he said. He also expressed his support to Cyprus President`s efforts ``for a federal and bi-zonal united and free Cyprus.`` [02] TRANSPORT - TURKEY - RESTRICTIONSCyprus Minister of Communications and Works Erato Kozakou-Marcoullis briefed on Friday the Ambassadors of the EU member states in Cyprus, on Turkish restrictions against the Republic of Cyprus, related to communication and trade.Marcoullis said the Turkish embargo is based on discrimination and violates basic principles of the EU regarding trade and shipping, such as free maritime transport, free movement and free access to ports and equal treatment. She also referred to the violations of the Association Agreement between the EU and Turkey in 1963 and the Additional Protocol of 1970, as well as the Customs Union. Marcoullis stated that according to the Conclusions of the European Council in December 2006, eight chapters of the accession negotiations on EU policy, related to Turkish restrictions against the Republic of Cyprus, will not open, and that no chapter of the accession negotiations will close until the Commission certifies that Turkey has fulfilled its obligations. The Minister also analyzed the economic impact of Turkish restrictive measures on both national level and the EU. The restrictions Turkey imposes on Cyprus accounted for a loss of 138.5 million euros in 2008, or 1.3% of Cyprus GDP. [03] GOVERNMENT - NEUROLOGY INSTITUTE - COOPERATIONThe Cyprus government and the Cyprus Institute of Neurology and Genetics signed on Friday an agreement, opening a new chapter in the relations between the two parties. The agreement, renewing the cooperation between the institute and the state, was signed during a ceremony at the Presidential Palace at the presence of the President of the Republic Demetris Christofias.Addressing the ceremony, Christofias described the agreement as a new and complete action plan. The Cyprus Institute of Neurology & Genetics is a bi-communal, non-profit making institution, specializing in neurology, molecular biology and all aspects of human genetics. It works closely with the Cyprus Government, private doctors and scientists, the University of Cyprus and Institutions and Universities from abroad. ``The so far scientific results have placed the Institute not just as an excellent institute but as a national centre of excellence and a regional centre of reference,`` the President noted. He pointed out that the Institute offers 65,000 examinations annually to doctors and hospitals in both the public and the private sector, whereas from 1990 until today it provided 70,000 medical examinations. The President also pointed out the bi-communal nature of the Institute, which offers its services to more than 850 Turkish Cypriot patients annually, as well as the identification programme for the persons missing since the 193-1964 bi-communal strife and the 1974 Turkish invasion.
