licences says on deployment of intelligent transport systems [01] Commission proposes reduced fine for Cyprus as regards driving licencesThe European Commission decided Wednesday to amend its decision referring Cyprus to the European Court of Justice for not fully transposing the Directive on driving licences.Since the previous court referral decision in June, Cyprus has notified a measure that partially transposes Directive 2006/126/EC. To take these new developments into account the Commission has reduced the proposed daily penalty payment to 6504.96 euro. [02] EU credibility at stake due to disagreements on budget, Mavroyiannis saysEU's credibility is at stake if no agreement is found on the 2013 budget, Cyprus Deputy Minister for European Affairs, Andreas Mavroyiannis has said.Speaking Wednesday before the European Parliament in Strasburg, following the recent disagreements between the member states and the MEPs, Mavroyiannis expressed his hope that a compromise will be found and the divergences will be lifted. The Cypriot Minister said that the Presidency has worked hard in order to reconcile the different positions, however the various sides did not show sufficient flexibility in order to reach an agreement. [03] EC requests Bulgaria, Cyprus and Portugal to take further measures on deployment of intelligent transport systemsThe European Commission has requested Bulgaria, Cyprus and Portugal to take further measures to facilitate the deployment of intelligent transport systems (ITS). Directive 2010/40/EU supports the deployment of Intelligent Transport Systems in road transport and for interfaces with other modes of transport. The Commission adopts specifications to ensure compatibility, interoperability and continuity in the deployment and use of ITS.According to the Commission, the three Member States have not fully transposed this directive into national law, although they were required to do so by 27 February 2012. According to the directive, Member States shall ensure that the specifications adopted by the Commission are applied to ITS applications and services, when these are deployed. The lack of timely transposition of the Directive could undermine the effectiveness and the timely application of these specifications.
