The fourth round of UN proximity talks on Cyprus was concluded in New York yesterday, with the United Nations Secretary General Mr Kofi Annan having consecutive wrap up sessions with President Glafcos Clerides and Turkish Cypriot leader Rauf Denktash.

In the course of this round, all core issues of the Cyprus problem were discussed, namely constitution, territory, security, and property.

A fifth round of proximity talks is scheduled to take place in Geneva from 1 until 10 November 2000.

Speaking after the meeting with the UN Secretary General, President Clerides said that during the talks the UN put forward ideas aimed at guaging the reactions not only of the Greek Cypriot but also of the Turkish Cypriot side.

The President said that this round was very useful because the United Nations now has a clear view of the Greek Cypriot side's positions on the core issues of the Cyprus problem.

The UN Secretary-General's Special Adviser on Cyprus, Mr Alvaro de Soto, in a press conference at the end of the talks, said that there are no preconditions, all issues are on the table, there should be a good faith commitment to continue until a comprehensive settlement is reached and that full consideration shall be given to all relevant Security Council resolutions.

In his opening remarks Mr de Soto said that "a qualitative step forward has taken place during the past weeks and the two sides have engaged in the substance in a way they have not before", adding that to this extent the UN was encouraged.

He pointed out however that there is still a long way to go and that "progress is more likely to be incremental rather than in leaps and bounds, at least for the present," but noted that "the process has moved to a new level on which we hope to build in the coming months".

"The United Nations has intensified its input of ideas to the parties and intends to do so in Geneva in November", he said.
