[01] Statements by the Government Spokesman during his stay in New York

Government Spokesman, Mr Michalis Papapetrou, on 8 November 2001, replied to questions put forward by journalists in relation to Mr Denktash's statements concerning the face-to-face talks on the Cyprus problem.

Mr Papapetrou stated that Mr Denktash suggested this last Spetember as well and Mr de Soto himself had characterised this proposal as premature in the light of Mr Denktash's rejection of the Secretary General's invitation for talks. "The President's reply on Mr Denktash's suggestion is very simple. As soon as Mr Denktash accepts the Secretary General's invitation to return to the negotiating procedure under the aegis of the UN, the President will happily meet with Mr Denktash in Nicosia for a face-to-face meeting to find ways to facilitate the procedure undertaken by the UN", Mr Papapetrou noted.

Commenting on a question concerning Mr Denktash' statement that Mr de Soto in his last visit to the island suggested a new procedure without clarifying its context and whether the Greek Cypriot side is aware of this proposal, Mr Papapetrou stated that it was a common secret that the UN had, all these months, worked on certain ideas or on various scenarios which they did not reveal to either side.

[02] Cyprus fully supports international action against terrorism

Cyprus fully supports international action against terrorism and participates in the coalition of states for its combat, the Permanent Secretary of the Cypriot Foreign Ministry, Ambassador Michalis Attalides stated, inter alia, in his speech to the 109th Ministerial Meeting of the Council of Europe, on 8 November 2001, in Strasbourg.

The main issue of the Meeting's agenda was the combat of terrorism and the protection of human rights in Europe and especially the securing of the longterm effectiveness of the European Court of Human Rights.

In his speech Mr Attalides stated, inter alia, that: "The government of Cyprus has taken the necessary measures for firmly implementing decisions taken by the United Nations Security Council in the fight against terrorism. Cyprus has also fully aligned itself with the Conclusions of the extraordinary European Council, while the International Convention for the Suppression of the Financing of Terrorism is before the House of Representatives for ratification, together with strong internal legislation to give it teeth".

Moreover, Mr Attalides signed the Second Additional Protocol to the European Convention on Mutual Assistance in Criminal Matters which was opened for signature with the occasion of the 109th Council of Europe Foreign Minister's Meeting.

[03] Adoption of Assembly Resolution on Cyprus

The State Assembly of Wisconsin, USA, adopted on 6 November 2001 Assembly Resolution 44 on Cyprus which included the following provisions:

- The membership of Cyprus to the European Union should be strongly supported by the United States

- The Wisconsin Assembly endorses the United Nations Security Council Resolutions relevant to Cyprus, as supported by the United States and urgesthe American government to undertake significant efforts to promote substantial progress towards a solution of the Cyprus problem in the near future thus ending the unacceptable status quo

- The Assembly chief clerk shall provide a copy of this resolution to each member of this state's congressional delegation.

The resolution was introduced by Representative Daniel P. Vrakas on 30 October 2001 with the cooperation of other Representatives.

[04] Britain steadily supports Cyprus' accession to the EU

"We want to see you in the European Union as quickly as you sign all those 31 chapters, and I think you are in the lead - you have already signed 23 chapters. There are not many to go and we want to see you in the lead at the end of the process. And when you have signed all those chapters off, Britain and this Government will be in the lead in saying that the Government of Cyprus should join the European Union preferable on the basis of a united island, but there would be no veto on you joining if you have completed the process of signing up", British Minister for Europe, Peter Hain stated, inter alia, on 7 November 2001 at the official dinner of the Greek Cypriot Brotherhood in London on the occasion of Cyprus' Independence.

The main speaker of the even was Foreign Minister, Ioannis Kasoulides, who also met earlier in the day with the British Special Representative on Cyprus, Lord Hanney and with Deputy Prime Minister, John Prescott.
