[01] Foreign Minister leaves for Spain

The Minister of Foreign Affairs, Mr Ioannis Kasoulides, left Cyprus yesterday for Valencia, Spain, in order to attend the 5th Euro-Mediterranean Conference of Foreign Ministers, organized by the Spanish Presidency of the EU.

Speaking to the press prior to his departure, Mr Kasoulides said, inter alia, that the Euro-Mediterranean Conference would mainly concentrate on the Middle East problem, the economic cooperation between EU member states and Mediterranean countries, illegal migration and cultural exchanges.

Replying to a question about Mr Denktash's future moves on the talks, Mr Kasoulides said that we could not rule out that Mr Denktash might make certain moves. However, what is of paramount importance for the UN and our side, is to break the deadlock and not to make "small" moves, no matter how positive they may be made to appear, which will not answer the question of whether there will be a breakthrough of the deadlock,, Mr Kasoulides pointed out adding that "big" rather than "small" moves would "save" Mr Denktash and the talks.

[02] Lord Hannay: Cyprus' accession to the EU will be based on Helsinki conclusions

The Swedish Institute of International Relations organized in Stockholm a seminar on Cyprus entitled : " Cyprus on the road to the European Union". Britain's Special Envoy on Cyprus Lord Hannay, the Special Adviser of the Swedish Government on Cyprus Ambassador Ingemar Lindahl and Mr Martin Harvey, on behalf of the European Commission, addressed the above Seminar.

Lord Hannay, referring to the direct talks between President Clerides and Mr Denktash pointed out that the prospects of these talks to succeed were differentiated compared to previous efforts, because of the differentiation of some factors relating to the EU. These factors consist of Cyprus'- EU relations, Turkey's - EU relations and Greco-Turkish rapprochement, Lord Hannay added.

Both the Greek Cypriots and the Turkish Cypriots are fervently in favour of Cyprus' accession to the EU, Lord Hannay said adding that President Clerides' proposal to the Turkish Cypriots to participate in the accession negotiations was an opportunity which the Turkish Cypriots themselves lost by rejecting it. The only way for the Turkish Cypriots' accession to the EU is through the solution of the Cyprus problem, Lord Hannay stressed.

Moreover Lord Hannay pointed out that the EU was ready to accept the agreement for the solution to the Cyprus problem to be achieved through the talks under way, adding that the decision concerning Cyprus' accession to the EU would be taken on the basis of the Helsinki Summit conclusions. The solution to the Cyprus problem and Cyprus' accession to the EU will be to the benefit of everyone. The accession to the EU of a divided island without a solution to the Cyprus problem will be a step backward for all, particularly for Turkey and the Turkish Cypriots, Lord Hannay concluded.

[03] Cyprus' representative addresses the UN Human Rights Committee.

The member of the Cyprus Delegation to the UN in Geneva, Mrs Mina, addressed the 58th session of the UN Human Rights Committee. In her address the Cypriot Diplomat stressed the need to find out the fate of the Greek Cypriots, who are still missing since the Turkish invasion of Cyprus in 1974. Mrs Mina made a special reference to the judgement of the European Court of Human Rights in the case of Cyprus versus Turkey. This judgement says that the Turkish authorities have never investigated the claims of the relatives of the missing persons that their loved disappeared when they were in Turkish custody in life threatening circumstances.

In conclusion Mrs Mina condemned Turkey's refusal to cooperate for the solution of this humanitarian problem.

[04] Third round of UN-led direct talks on Cyprus resumes

The President of the Republic Mr Glafcos Clerides had a meeting on 19 April 2002 with the Turkish Cypriot leader Mr Rauf Denktash, in the presence of the UN Secretary-General's Special Adviser on Cyprus Mr Alvaro de Soto.

The meeting was carried out within the framework of the third round of direct talks on the Cyprus problem. Members of each side's delegation were also present at the meeting.
