Mr Anan's appeal for agreement on security issues is included in official letters sent to the prime ministers of Greece and Turkey, Costas Simitis and Abdullah Gul. According to a source in the Greek foreign ministry, the sending of the letters was disclosed by Mr Anan himself to Greek foreign minister Yiorgos Papandreou, during a meeting yesterday in New York. Parliament is due to vote on Thursday to allow U.S. technicians and troops to upgrade Turkish bases for use in any attack. A second parliamentary decision to allow a larger U.S. presence that could stage a possible invasion of northern Iraq is due to come before parliament on February 18. Turkey opposes any war as potentially destabilising and has campaigned with regional countries to try to bring a peaceful settlement. Ankara also fears economic disruption could undermine the country's recovery from economic crisis.
