[01] Denktash meets Italian deputy Foreign Minister

According to KIBRIS (5.1.96) Rauf Denktash yesterday had a meeting with the Italian deputy Foreign Minister Emanuele Scammaca, which lasted one hour and fifty minutes. They discussed the latest developments in the Cyprus problem and especially Cyprus-E.U. relations. According to the paper, Denktash told Mr Scammaca "Send the Greek Cypriots to the negotiating table". After the meeting Denktash told reporters that the green light given to the Greek Cypriots by the EU is a bad start and will render the solution of the problem difficult. He also said the Italian delegation did not present him with any new formula. Mr Scammaca said that upon his return to Italy he will make an evaluation of his contacts with the Foreign Minister of his country who, in turn, will submit some kind of a report to the EU members. He also said that EU entry will be beneficial to both communities on the island. (A/Th)

[02] Denktash on the proposal for indirect talks

According to TRT Television Network (18:00 hours, 4.1.96) Rauf Denktash has responded positively to the proposal to hold indirect talks made by President Clerides. Denktash added, however, that President Clerides cannot run way from direct talks. Replying to a statement made by President Clerides to the effect that he wants to hold indirect talks, Denktash said that indirect talks have been continuing, in one way or another, since 1979, and added: "We consent to this as well. We will, however, sooner or later, hold direct talks. This is necessary to reach an agreement". Referring to the 400-year-old existence of the two communities on the island as destiny, Denktash claimed: "For the last 400 years two separate communities have existed on the island as parts of two different nations. One cannot be ruled by the other. Either a joint, bizonal, equal partnership with sovereignty in all aspects, or the neighbourhood of two equal peoples each of which will have full sovereignty. This is our destiny".

[03] Turkish settler crosses into the free areas

According to KIBRIS (5.1.96), the person who yesterday crossed into the free areas of the Republic near the Paphos Gate area is a Turkish settler, 34 year-old Ali Ihsan Yasar. He came to Cyprus in 1988 and he got married to a Turkish Cypriot. The paper says he decided to leave the occupied area because of the difficult economic conditions. (ATh)

[04] Serious damages due to the bad weather conditions

According to KIBRIS (5.1.96), heavy rain and strong winds during the last three days caused serious damages especially in the occupied village of Vatili. Damages are estimated to have reached 100 million turkish lira. (ATh)

[05] Holebrook to ask for implicit recognition of "TRNC"

According to Turkish Daily News (4.1.96), an informed source of the newspaper said that Richard Holbrooke, US Assistant Secretary of State for European and Canadian Affairs, will basically propose a "Bosnian Model" as the solution of the Cyprus problem.

"Just the way the Republic of Srpska is implicitly recognized in Dayton although the US could not officially talk to Karadzic, in a similar manner, the US is getting ready to convince the Greek Cypriots to implicitly recognize the Turkish Republic of Northern Cyprus without a de juro recognition on the part of the US or anybody else" the source declared. "They are planning to pass over that delicate question and press on with diplomacy", the source said. "The goal is a bizonal, bicommunal federation which should better be named a confederation", it added.
