 Cem in Cyprus to work on promotion of confederation proposalAccording to NTV Television (9:00 hours, 6.2.99), Turkish Foreign Minisgter Ismail Cem last Saturday arrived in the occupied area of Cyprus to determine the new steps the Turkish side will take regarding the Cyprus problem and to work on effective formulas to explain the Turkish position to the world. Cem and his aides attended a working meeting chaired by Rauf Denktash. The meeting was also attended by ``prime minister'' Eroglu and ``deputy prime minister'' Akinci, as well as Turkish Cypriot aides.
In a statement on his arrival in the island, Ismail Cem pointed out that the confederation proposal is beginning to get interest, and that it is creating a political infrastructure. He asserted that 1999 will be the year the ``TRNC'' will show how justified its position is to the world and lead its ``national cause'' to its conclusion. That is what we are aiming at, Cem said.
Cem affirmed that the S-300 issue has now been closed, and that the issue now is the way the confederation proposal can be promoted. He said: ``We will continue to try to gain more support for that proposal''.
He noted that a stage has begun where there will be results, that the infrastructure is being built on the basis of the confederation proposal, and that this must be made to yield results this year.
 Cem, Denktash hold joint news conferenceAccording to illegal Bayrak radio (11:30 hours, 6.2.99), Turkish Foreign Minister Ismal Cem attended a meeting with Rauf Denktash, ``prime minister'' Dervis Eroglu, Mustafa Akinci, ``state minister and deputy prime minister'', and Tahsin Ertugruloglu, ``foreign affairs and defense minister''. Turkish officials who were accompanying Cem and Turkish envoy Ertugrul Apakan also attended the meeting.
A news conference was held in connection with that meeting.
At the joint news conference, Rauf Denktash stressed that Cem´s visit was a great honour and said that agreement was reached on every issue discussed at the meeting. Denktash asserted that the real agenda is to strengthen the ``TRNC'' in every field, adding that there is an agreement with Turkey to take joint steps that will not leave the ``TRNC'' alone. Denktash stated that the confederation proposal is the only proposal on the negotiating table.
He added that the Tukrish Cypriots support the UN goodwill initiatives.
Ismail Cem said that the aim of his visit was to hear once again the views of Rauf Denktash, ``the leader of the joint Cyprus cause''. He said that he also conveyed the good wishes of his own government to the newly established Eroglu ``government''. Describing the talks held as positive, Cem said: ``Governments may change in Turkey and the TRNC, but the policies that have been formulated are permanent.''
Furthermore, according to illegal Bayrak radio (16:30 hours, 6.2.99), Cem also said that ``the Greek Cypriot-Greek pair has a new dream these days and wants to establish a striking force''. Cem claimed that the Greek Cypriots are trying to purchase new weapons in order ``to make up for the defeat of the S-300 missiles''. Cem said: ``Whatever the Greek Cypriots do to escalate the tension, there will be a reciprocal action. We are adopting the necessary measures against any threat directed at Turkey or the TRNC, and we will continue to do so in the future.''
Pointing out that important steps are being taken to strengthen the economy of the ``TRNC'', Cem noted that the cooperation between Turkey and the ``TRNC'' in this
field will continue. The Turkish foreign minister also explained that the work started with the aim of eliminating the water shortage in the ``TRNC'' will continue, announcing that there are plans to implement the second water project in 2000.
Cem departed in the afternoon of the same day.
 Eroglu says Cem visit `Positive and Fruitful´According to illegal Bayrak radio (16:30 hours, 6.2.99), assessing Turkish Foreign Minister Ismail Cem´s visit, ``prime minister'' Dervis Eroglu said that Cem´s arrival in the occupied area is very meaningful and important, especially in terms of the message to be conveyed to the world. Eroglu said that Cem´s visit accorded an opportunity to assess once more the policy pursued in the ``national cause''. Eroglu remarked that it is extremely important that the talks were held with Cem, the foreign minister of the 56th government; that the existing problems were brought to the table and discussed; and that all this will be conveyed to the Turkish Government.
Eroglu explained that the visit provided the chance to discuss economic problems, the transportation issue, the impasses with regard to universities and tourism, and the moves that must be undertaken toward the implementation of some of the agreements that were signed previously. Eroglu declared that the Turkish Government will cooperate with and accord the necessary support to the newly established National Unity Party- Communal Liberation Party ``coalition'' in every field.
He added that the sides also raised the question of quickly completing the preliminary work for the ``Partnership Council'' meeting and of a visit to Ankara to conduct an assessment with Turkish Prime Minister Bulent Ecevit and the relevant ministers. Underlining that the visit was positive and fruitful, Eroglu said that, as announced in the news conference, agreement was reached with Turkey to do everything possible for the future of the ``TRNC'' and the welfare of the Turkish Cypriots. Eroglu pointned out that the ``government program'' asserts that the ``coalition government'' will pursue the ``national cause'' in cooperation with the Turkish Government, adding that there is a unity of views with Turkey in the field of foreign policy as well. He said that the world was told once again that if they are to sit at the negotiating table, there are certain conditions attached to this. Eroglu reiterated that the visit was very positive and fruitful.
Announcing that agreement was reached to convene the ``Partnership Council'' during the first week of March, Eroglu said he will go to Ankara to attend the meeting, accompanied by the so-called deputy prime minister.
 Denktash: Cyprus marching towards partitionAccording to illegal Bayrak radio (6:00 hours, 6.2.99), Turkish Cypriot leader Rauf Denktash has asked the Greek Cypriots to open a new page ``by renouncing their hostile attitude and accepting the equal sovereignty of the Turkish Cypriot people''.
In a statement to illegal TAK, Denktash remarked that ``the Turkish and Greek Cypriot peoples must reach conciliation if this problem is to be solved''. Claiming that there is a fact that must be recognized by President Clerides and Foreign Minister Kassoulides, Denktash said: ``They must realize that they are not the government of the whole of Cyprus or of the Turkish Cypriot people and must renounce this nonsensical claim. Cyprus, which they divided through the use of force, hostility, embargoes, international lies, and attacks, is marching toward partition''.
Noting that formulas such as demilitarization, NATO troops, or a multinational force cannot be imposed on Cyprus without consulting the will of the Turkish Cypriots, Denktash said that for these issues to be discussed, ``the two states'' must sit at the negotiation table under equal conditions.
 Turkish Cypriots claim equal rights over buffer zoneAccording to Anatolia Agency (10:20 hours, 7.2.99) Tahsin Ertugruloglu, so-called foreign affairs and defense minister, has claimed that the Turkish Cypriot side has equal rights over the buffer zone, adding that ``it is definitely impossible to even make the smallest concession from or to allow the erosion of this right''.
In a written statement, Ertugruloglu replied to recent statements made by officials from the Cyprus Government to the effect that the buffer zone under the control of the UN Forces in Cyprus (UNFICYP) is the territory of the Cyprus Republic.
Ertugruloglu said that ``the TRNC rejects initiatives by the Greek Cypriot administration that are tantamount to changing the status quo and the cease- fire conditions that have been in effect for years in the region'', adding that the pseudostate ``will not refrain from taking the necessary measures in the face of such statements and actions that constitute a provocation'', as he put it.
Ertugruloglu stated that the pseudostate on one hand will continue its cooperation with the UNFICYP on the basis of the principle of equality and, on the other, ``will stronlgy reject Greek Cypriots efforts and approaches aimed at changing the status quo in the buffer zone,'' as he claimed.
 Left wing parties to meet in LondonLondra Toplum Postasi (4.2.99) reports that left wing parties from Cyprus, Turkey and Greece are meeting in London on the 13-14 February at Wood Green Civic Centre.
The meeting, called the 2nd Peace Conference, is following on from the lst Conference held in Istanbul last year.
The Conference is being hosted by AKEL Party. This was so that various Turkish Cypriot parties could also attend the Conference.
The two Turkish Cypriot parties atttending are the Republican Turkish Party (CTP) and Patriotic Unity Movement (YBH).
As well as AKEL attending, ADISOK party will also participate.
Turkish and Greek parties attending will be the Freedom & Democracy Party (ODP), the Communist party and the Left Unity Party.
The Conference is by invitation only.
 Ertugruloglu rejects demilitarization and deployment of multinational forceBIRLIK (6.2.99) reports that the so-called foreign and defence minister of the pseudostate Ertugruloglu referring to the Cyprus government´s proposal for demilitarization and deployment of a multinational force in Cyprus, declared that this is aimed at watering down Turkey´s guarantorship rights and are dreams which will never come true.
He stressed that any proposal to water down Tureky´s guarantorship rights will be rejected by the Turkish side. (MY)
 Azeri university Deans and scientists in the occupied areaKIBRIS (8.2.99) reports that Azeri university Deans and scientists who are currently in the occupied area continue their contacts.
The delegation will be meeting today the so-called minister of education, Mehmet Altinay, so-called assembly speaker Hasipoglu, and then the so- called foreign and defence minister Ertugruloglu.
The delegation will meet Denktash tomorrow.
The Azeri delegation will stay in the occupied area until 12 February and during this period the delegation will visit various so-called universities operating in the occupied area. (MY)
 Alevites in the occupied areaKIBRIS (8.2.99) reprots that although the total mumber of Alevites living in the occupied area is uknown, the Association for Research and Promotion of Haci Bektas -i Veli Culture has around 400 members.
KIBRIS reports that again this year Alevites observed the ``Sacrifice Meal'' in the occupied area with all due religious respect.
The religious ``Sacrifice Meal'', where ram is sacrificed and meal is prepared from it, is organized once a year.
It is considered one of the important Alevite religious events and it symbolizes people living in peace and strengthening their friendship and brotherhood.
Since 1994 the Alevites in the occupied area are organizing the ``Sacrifice Meal''.
The chairman of the Association Ahmet Firat said that the Alevites are in need of a ``Cem Evi'', a House where to hold their religious gatherings.
Rauf Denktash and other Turkish Cypriot political leaders attended the ``Sacrifice Meal''.
