    [01] Denktash says Hannay begins to see Cyprus ``realities''

    According to illegal Bayrak radio (11:30 hours, 22.2.99), Turkish Cypriot leader Rauf Denktash has claimed that it has once again been made clear that the Cyprus Government cannot join the EU before the Cyprus problem is resolved. Denktash assessed the statement made by Sir David Hannay, special British envoy to Cyprus, on the Cyprus issue.

    Commenting on a recent statement Sir David made at a seminar in which he said that Cyprus can join the EU after the Cyprus problem is resolved, Denktash repeated his claim that the application of Cyprus is illegal. Noting that the guarantee system should be preserved in the solution of the Cyprus problem, Denktash added that Turkey will always continue to be the guarantor of the ``TRNC''. Referring to the confederation proposal, Denktash said: ``We, as a state, put forth a proposal. This proposal entails a confederation. If a confederation is going to be discussed, then we are ready to sit at the negotiating table. If there are two states and the world accepts them as such, the confederation proposal can be discussed.''

    Denktash added that Sir David has begun to see the Cyprus ``realities''. He further invited those who want to seat the representatives of both sides at the same table to think more carefully.

    [02] Forged TL banknotes in the occupied area

    YENI DEMOKRAT (24.2.99) reports that the so-called police in the occupied area have established the circulation of forged 5 (five) million TL denomination banknotes.

    It reports that the forged banknotes started circulating in the occupied area very recently.

    The forged 5 million TL denomination banknotes carry the serial numbers E: 26918793, B: 39163925, and G: 16209513.

    [03] Talat criticizes Denktash over statement about ``Cyprus donkeys'', confederation proposal

    YENIDUZEN (24.2.99) reports that the leader of the Republican Turkish Party, Mehmet Ali Talat, speaking during yesterday´s ``assembly'' session referred to Denktash´s claim that ``in Cyprus there is no people called Cypriot but an animal species that can be called Cypriot and that is the donkey'' (see Turkish Press Bulletin No. 30/99, News Item 5, dd: 20-23.2.99).

    In a strongly-morded speech at the ``assembly'' Talat said: ``Esteemed President´s statement yesterday to the visiting German academicians that there is no such thing as Cypriotism but that there are Cyprus donkeys is an open insult to the Turkish Cypriots and the Turkish Cypriot people. There exists no President in the world who can brand his people donkeys and who can hold such grudge and utter such insults. Had there been one, the people would not allow him to continue occupying that post. I am protesting him from this forum. How can a person, who insults his community in such a style be the leader of that community? These words of Denktash will be inscribed in the annals of history. `A president who insulted his people´.''

    Talat also accused Denktash of helping the Greek Cypriots in their Enosis aim through his statements during the beginning of the ENOSIS struggle when he was one of the Turkish Cypriot community leaders. He said that the two sides´ national views, ENOSIS (Union with Greece) and TAKSIM (Partition), were always the determining factor in the Cyprus problem.

    Talat went on and said that Denktash never believed in federation and had always maintain the Taksim idea. He said: ``One of esteemed Denktash´s policies put forward without consulting anybody is confederation''. Talat said that Denktash took this decision without even consulting the so-called government. He also criticized Denktash for nurturing a ``culture of conflict'' within the community. (MY)
