    [01] Denktash on Proximity Talks and Annan Guarantees to President Clerides KIBRISLI daily (24.1.00) in a report: ``Denktash: Annan Made Special Promises

    to Clerides says that Turkish Cypriot leader Rauf Denktash has claimed that UN Secretary General Kofi Annan has made special promises and given special guarantees to President Clerides during the fourth round of proximity talks which were held in New York.

    Meanwhile, Denktash has said that he expects Alvaro de Soto to bring UN Secretary General Kofi Annan's reply to his letter. Noting that he is favourably disposed toward the continuation of Annan's "good intentioned mission," Denktash has said that comprehensive talks were initiated in the fifth round of talks without first consulting with the Turkish Cypriots, adding that the talks were halted at exactly that point.

    Denktash was replying to questions posed by Sami Ozuslu and Kezban Soyadi during the "Radyo Gazetesi" programme that is broadcast by SIM FM Radio every morning. In remarks he made during the programme, Denktash said that Greek Minister of Foreign Affairs Yeoryios Papandreou has exerted pressure on President Glafkos Clerides during the fourth round of talks. Clerides had refused to come to the negotiation table for two days during the fourth round of talks.

    In remarks he made regarding shells covered with depleted uranium, Denktash has said that the British authorities have earlier confirmed claims to the effect that nuclear weapons were deployed at the British bases in Cyprus during the Gulf War, adding that should shells covered with depleted uranium be discovered in north Cyprus, the Turkish soldiers will send these shells back where they came from.

    Annan's Mission

    In reply to a question, Denktash said that he expects de Soto to bring with him UN Secretary General Kofi Annan's reply to his letter. Noting that he has explained in the letter the reason behind the breakdown of the indirect talks, Denktash said: "The indirect talks have failed because they have not served their original purpose. Comprehensive talks were initiated without first consulting with the Turkish Cypriots. We encountered uncompromising ideas in the fifth round of talks. It is exactly at this point that we put a halt to the talks".

    Indicating that next time he will discuss with Kofi Annan the manner in which the latter's good intentioned mission must be carried out, Denktas has said that the Greek Cypriots have been spoiled due to the EU's endeavour to meddle in the Cyprus issue.

    Papandreou's Pressure on Clerides

    Stating that they have received fresh information on behind-the-scene developments that have emerged during the fourth round of talks in New York in September 2000, Denktash said that President Clerides who has refrained from participating in the talks for two days, has been pressured by Greek Minister of Foreign Affairs Yeoryios Papandreou.

    Indicating that they have received information to the effect that Glafkos Clerides who had been displeased with the announcement on the first day of the fourth round of talks, has held private meetings with Annan and has obtained special guarantees from Annan, Denktash has said: "UN Secretary General Kofi Annan has told Clerides not to worry, because things will not proceed to a point that he would not like. Following these developments, we encountered uncompromising ideas in the fifth round of talks."

    I Will Meet With de Soto

    Meanwhile, Denktash said that he will meet with Alvaro de Soto-- on 2 or 3 February. Indicating that de Soto will stay in Cyprus for five days, Mr. Denktash said: "De Soto informed me about his forthcoming visit during the latest visit he paid to the island. I told him that I am looking forward to this visit. As a matter of fact, de Soto would not have come had we not invited him."

    Expressing his readiness to talk with diplomats until such time when a formula is found for the resumption of the talks, Denktash has claimed that President Clerides has not come to the negotiations table during the two- year period following his election as president.

    Shells covered in Uranium

    In reply to a question regarding shells covered with depleted uranium, which have created uproar within NATO, Denktash has said that as far as he knows, shells covered with depleted uranium have not been used in Cyprus. "I am not aware of the existence of any shells covered with depleted uranium in the military depots. This is a military matter. However, if there are such shells in the depots and if it is proved that they are harmful to humans, then there is no doubt that the soldiers will send these shells back where they came from. This issue is being studied everywhere. Our soldiers as well as the Turkish general staff are following up the matter. I did not hear anything worrisome regarding the matter. I also did not discover anything worrisome during the discussions I held with the soldiers regarding the matter," Denktash said.

    Nuclear Weapons at the British Bases

    In reply to another question, Denktash said that he does not have any information about the existence of nuclear weapons at the British bases other than what he saw in the press.

    Indicating that the British government had earlier confirmed reports to the effect that nuclear weapons have been stored at the British bases during the Gulf War, Denktash said: "However, we are not aware as to whether or not nuclear weapons are presently stored at the British bases."

    [02] Denktash Assesses Cyprus Question, EU Membership Anatolia News Agency reports (25.1.01) that Rauf Denktash, said on Thursday

    that the main intention of the Greek Cypriot side in the European Union (EU), was not economic but political. He said, ``at the point where we reached, the aim of the Greek Cypriots is to claim to be the owner of Cyprus, and to remove Turkey`s rights on Cyprus.``

    Addressing a news conference staged in Istanbul, Denktash said various tricks were played to make Cyprus be the Greek Cypriots` and to weaken Turkey. Denktash said the Armenian problem was brought in front of Turkey as a result of these tricks.

    Denktash mentioned the historical process experienced in Cyprus since 1960, and noted that the 1960 Cyprus Republic had a kind of functional federation characteristic, adding that the Greek Cypriot side demolished this federation in order to reach their goal.

    Denktash said if the Greek Cypriot side has a real intention to unite, the easiest way for this would be the confederation, stressing that this was also uttered by the scientists.

    Recalling that the proximity talks were halted at a point, Denktash said, ``the Greek Cypriots don`t have an intention to set up partnership with us. They wanted to spread to Cyprus the EU norms, and to put an end to the Cyprus question before Turkey enters the EU.``

    Mentioning the efforts to connect the Cyprus question and Turkey`s entrance to the EU, Denktash said the Cyprus question was a separate one.

    Denktash said Cyprus`s membership to the EU before Turkey`s membership contradicted with the 1960 agreement, adding that this course was unacceptable to theTurkish Cypriot side.

    Denktash said the EU wanted stability in the region, and that it took Cyprus into its agenda with the idea that peace could be provided more easily, adding that, ``the EU has been deceived. The EU countries should be conveyed the facts in every process.``

    Pointing out that now that it was the turn of the EU and the big countries to take action, Denktash said, ``the big countries should see that an agreement could not take place with the unilateral attitude of the Greek Cypriots and by regarding them as the Cyprus republic.``

    Denktash was responding to questions of reporters during a news conference staged in Swissotel.

    When reminded of the allegations that most of the so-called ``TRNC'' citizens could immigrate to the south in case Cyprus Republic enters the EU, Denktash said, ``there is no reason in immigrating to the South. But if you say that many Turkish Cypriots would begin some games for their own benefit and to get the EU passport, then this is possible. Yet, they don`t have to leave the ``TRNC'' for this. All the matter is to improve our economy.``

    ``In a referendum which had taken place, it was revealed that 90 percent of Turkish Cypriots wanted to enter the EU. I am included in those. However, 80 percent of them say agreement should be found first. They assume that their ``state'' would be recognized in that agreement. They assume Turkish guarantees would continue in that agreement. Half of this 80 percent say an agreement should be found first, and the other half says first of all agreement, but join the EU simultaneously with Turkey.``

    Responding to a question which said, ``you have put forward such an atmosphere that the talks would not resume. If the Greek Cypriots enter the EU unilaterally, what will happen to the ``TRNC?'' Denktas said, ``we say this process has ended. No basis has been prepared. It has consumed itself.``

    Denktash said they did not say they would never sit at the table again if efforts are underway to start a new process, pointing out that a new atmosphere should be created for this.

    Stressing that now it was the turn of the U.S. and Britain to take initiative regarding the Cyprus question, Denktash said these two countries had all the game played. He said the U.S. acted under the effect of the Greek lobby, and Britain aimed at protecting their bases.

    [03] Milliyet Reports Secret Talks Between Turkey and UN on Cyprus Question A report by Barcin Yinanc: "Secret Diplomacy" in MILLIYET (24.1.01) refers

    to a secret diplomatic process which has been started in an attempt to get the Turkish Cypriot side, which has withdrawn from the proximity talks held under the auspices of the United Nations, back to the negotiating table. It says that Ambassador Faruk Logoglu, the Undersecretary of the Turkish Foreign Ministry, departed silently for Germany (22.1.01) to hold a secret meeting with Alvaro de Soto, the UN Secretary General's special envoy to Cyprus. In the meeting which was supposed to take place with the Soto in Frankfurt, Logoglu was to discuss conditions set forth by the Turkish Cypriot side in order to resume the negotiations. Although the Turkish Cypriot side has declared that the proximity talks have ended, the UN Secretary General subsequently announced that late in January he would invite the parties to attend the sixth round to be held in Geneva. However, he did not set a date for commencement of the new round of the talks.

    [04] EU Ambassador visits ``Lefca European University'' According to KIBRIS (26.01.2001) the head of the Delegation of the European

    Commission to Cyprus Donato Chiarini paid a courtesy visit to the so-called Lefca European University (LAU) in the occupied village of Lefka.

    During the visit, Mr. Chiarini got detailed briefing about the University. Mr. Donato Chiarini, praised the education given in the LAU.

    [05] A new News Agency in occupied Famagusta According to KIBRIS (26.1.2001) a new news agency - so-called ``Magusa News

    Agency'', ``MHA'' has started ``officially'' operating in the occupied town of Famagusta.

    The ``agency'' has been established by the journalist Ismet Ezel, and it will operate under Ahmet Ozyasar/s management.

    [06] Property tax increases planned According to KIBRIS (26.1.2001) the Denktash regime has decided to increase

    the immovable property tax as well as transfer dues and stamp duties on title deeds and land registration.

    To this effect, reports KIBRIS, the so-called government of the pseudostate has submitted to the pseudo-assembly five different ``draft laws''.
