    [01] Vroishia people demand cantonal arrangement

    According to local Turkish Cypriot daily KIBRIS newspaper (12/03/04), the chairman of the Association of the people coming from Vroishia village, Esat Mustafa has said that they have made an application in which they have demanded to establish a canton under the name of "Limnitis region" which will comprise the villages of Vroishia, Limnitis, Xerovounos Amadies and Selemani on the skirts of the Troodos mountain rage.

    Esat Mustafa further claimed that in 1964 their village was expropriated by the Cyprus government and systematically destroyed by the Department of Forestry and that they are in the process of recourse to the European Court of Human Rights in order to get back their village.

    Esat Mustafa, who is living in London, said that next week they will file a compensation demand through the Cyprus High Commission in London to the Minister of Interior Andreas Christou. Esat Mustafa said that they will demand from the Cyprus government to rebuild their destroyed village according to the EU standards with all its infrastructure and roads and return it to them.

    He said that they hold the title deed of the village which has a 300-years of history.

    [02] The National Unity Party and the Farmers' Union will apply to the "constitutional court" against the "constitution" prepared by the Turkish Cypriot side in the framework of the Cyprus negotiations

    Turkish Cypriot daily VOLKAN newspaper (12.03.04) reports that the National Unity Party (NUP) and the Farmers' Union will apply to the so-called Constitutional Court of the occupation regime, against the "constitution" which was prepared by a group of Turkish Cypriot experts. The "constitution" was prepared in the framework of the negotiations based on the Annan Plan and it is going to be used as the "constitution" of the Turkish Cypriot component state if a solution to the Cyprus problem is found. NUP and the Farmers' Union, will apply to the pseudocourt today.

    In a statement made by the NUP, it was stressed that the text of the "constitution" was prepared contrary to the "constitution" and the procedures of the pseudostate, and this is the reason of bringing the case to the "constitutional court". In addition, as the paper writes, NUP's reactions are also based on the fact that the Constitution was prepared within five days by ten persons and that it will be brought in front of the United Nations today, without previously being discussed by the pseudoparliament. Moreover, the Farmers' Union stated that it will apply to the so-called "Constitutional Court" because the 'Province Constitution' is against the present so-called constitution of the occupation regime.

    Both the NUP and the Farmers' Union are applying to the so-called Constitutional Court in order to give an end to this "comical behaviour" of the Republican Turkish Party, as the paper writes. "The NUP and the Farmers' Union are taking to the 'Constitutional Court' the 'Province Constitution' which, according to the Annan Plan will dissolve the 'TRNC' and will bring it into the position to be a 'North Province' in a United Cyprus in which the Greek Cypriots will be the dominant part and which will abolish the independence and sovereignty of the 'TRNC'", VOLKAN stresses.

    [03] The committees continue their work for harmonization with the EU

    Turkish Cypriot daily HALKIN SESI newspaper (12.03.04) reports that the Turkish Cypriot committees for harmonization with the EU continue their work. Within this framework they conduct bilateral meetings with the UN and multilateral meetings with the participation of officials of the Republic of Cyprus.

    Yesterday the issue of the environment was discussed, which according to the paper, is very important for the Turkish Cypriots. Since the beginning of the work of the committees on 3 March, issues such as "the regional policies", "the internal market", "the budget", "the state companies", "the industrial policy" and "the environment" have been discussed. HALKIN SESI writes that issues yet to be discussed within the framework of the harmonization process of the Turkish Cypriots are the agriculture, the statistics, the internal affairs, justice, health, protection of the consumer, fisheries, energy and transport, taxation, the social insurances and information.

    The talks are conducted by a delegation, the head of which is Mr Peker Turgud. Erhan Ercin, coordinator for the harmonization with the EU, Ozdil Nami, so-called "MP" with the Republican Turkish Party (RTP) and other "officials" are also participating in the committee.

    Noting that the aim of the committee is to harmonize the Turkish Cypriot with the EU laws in all sectors, the paper reports that between 3 and 5 March the "Center for Coordination with the EU", which is bound to the office of the so-called "prime minister" organized a seminar aiming at educating the "public servants". According to the paper, 160 "public servants" participated in the seminar, which was organized in cooperation with the British High Commission. The "center" plans to organize more seminars within the next days, concludes HALKIN SESI.

    Under the title "The army got into action, it will be filing", Turkish Cypriot daily AFRIKA newspaper (12.03.04) writes in its "Letter from AFRIKA" column the following:

    "The news have explored like a bomb in Turkey and became main story in two high circulation newspapers. In the old days no one dared to use headlines that criticized the army. Times are slowly changing. Radikal newspaper wrote with banner headlines that 'The Land Forces violated the laws'. How did they do this? With the directive they issued regarding filing (people). Who will be filed? The citizens who are 'dangerous'!

    The headline of the most important part of this document, which should closely concern us, is the following: 'Actions of persons and groups that consider themselves outside and above the national values and groups of writers and intellectuals who work against Turkey'.

    The demands in this part (of the directive), in which even the biographies of these persons who have relations with the EU countries and the USA are wanted, are the following: 'Are these persons an organized group? What are the relations of these persons with the above-mentioned countries? What is the biography of these persons? Are there any commercial or media groups, which support the actions of these writers, intellectuals and groups that work against Turkey?'

    Even at the same day, Turkey's General Staff confirmed this information, which had been first published in HURRIYET newspaper. It even said that the work regarding the directive was not yet completed and that some improvements could be made.

    As northern Cyprus is under Turkey's control, it would be naiveté to think that the directive does not include it as well. Furthermore, there is the fear that the need for this filing derived from the developments regarding Cyprus. And this shows that the military authorities have gotten into action within a period when we are approaching the 1st of May. Undoubtedly, some people are concerned regarding not only with giving Cyprus away, but also with the accession to the EU as well. These circles have from the very beginning been using Cyprus to prevent accession to the EU. The non-solution in Cyprus has been for them the guarantee that there would be no accession to the EU. Now they are panicked because of the speedy developments here. They seemed seriously worried especially because of the statements by European politicians, who say that they would give Turkey a date in December.

    We have always been stressing in these columns that the final act would be the most dangerous one. Let every one see how to protect his life. Do not think that those, whose interests will be annihilated in case a solution is reached, will easily digest this. Do not forget that the army here is an army bound to Turkey's army. Especially do not ignore Denktas, who is on our head. There are still landmines on the way towards a solution. You are children of the country where crimes with unknown perpetrators are committed. Mines have many times hit you. Do not collide again!"
