    [01] Indirect recognition through economic representations to be followed by Ankara´s illegal regime in occupied Cyprus

    Ankara Anatolia news agency (15.09.04) reported from Istanbul that Mr Deniz Dervis so-called Economy and Tourism Minister of the regime Turkey set up and maintains through the force of arms in occupied Cyprus, on Wednesday said that the Turkish Cypriots did not want Muslim countries to recognize the regime but to open economic representations in their country.

    Delivering a speech at the 8th International Business Forum held in Istanbul, Dervis said that the occupied areas´ industry was in line with European standards and its economy developed, but their "country" was not recognized by any world country.

    Local Turkish Cypriot daily HALKIN SESI newspaper (16.09.04) reports that the so-called Council of Ministers met yesterday under the Chairmanship of Mehmet Ali Talat, the so-called Prime Minister of the occupation regime, for five hours and has approved the so-called protocol that was initialed between Turkey and the occupied area on 7th September. The "protocol" which was sent to the so-called Assembly for final approval, regulates residence, working conditions and social security rights.

    Those who will enter the occupied area from Turkey for employment and settlement purposes should do so with a passport. Tourists from Turkey will continue to enter into the occupied area with a Turkish identity card.

    Those who have already entered the occupied area with identity card and look for a job will be given a time limit. If during this period he or she is unable to secure a work and residence permit legal action will be taken.

    [03] The occupation regime participated in the 'Mediterranean Travel Fair' which took place in Cairo, Egypt

    Turkish Cypriot daily VATAN newspaper (16.09.04) reports that the occupation regime participated in the "Mediterranean Travel Fair" which took place in Cairo, Egypt, between 14 to 16 of September.

    The "Mediterranean Travel Fair" is considered to be the second biggest tourism fair after the "World Travel Market" which is organised in London. The pseudostate has been participating in the "Mediterranean Travel Fair" since 2001.

    [04] Human rights violations increase in July and August in Turkey

    Under the above title Turkish Daily News (16.09.04) publishes the following report:

    "The Diyarbakir Human Rights Association (IHD) has released a report of rights violations committed in July and August in the south-eastern region of Turkey, noting the number of people who lost their lives due to armed clashes between security forces and terrorist Kurdistan Workers' Party (PKK/Kongra-Gel) militants had dramatically increased.

    IHD Diyarbakir Branch Chairman Selahattin Demirtas, in a written statement, said after the end of the unilateral cease-fire by the PKK on June 1, 2004, the number of rights violations and the number of people who lost their lives in armed clashes had increased due to the recommencement of fighting between security forces and terrorists. "Unfortunately, none of our warnings were taken into consideration and no steps that would support the peace were listened to. On the contrary, some young people who wanted to contribute to peace in the region were taken into custody and charged. Military operations are continuing and the PKK has not halted its attacks. As a result of all this, it is impossible to talk about freedoms," said Demirtas.

    "In the months of July and August, 63 people lost their lives and 50 were injured in the clashes. Because of landmines in the region, seven civilians had died. During these two months, 283 people were taken into custody and 41 of those claimed they were subjected to torture. Additionally, 106 people were charged for their thoughts," said Demirtas in the statement.

    Demirtas said it was up to the government to turn this spiralling tragedy around. "The only thing to realize is our sincerity about democracy. However, if civilization is not absorbed, democracy will be nothing but a dream," added Demirtas.

    Calling on the government to take the initiative and break down the resistance of some institutions that do not want to implement reform, Demirtas said the government should direct its efforts towards ending human rights violations."


    [B] COMMENTARIES, EDITORIALS AND ANALYSIS

    [05] Commentary in AFRIKA warns the EU that in the new Turkish Penal Code there are worse articles than on adultery

    Under the title "Worse than adultery", AFRIKA newspaper (16.09.04) publishes a commentary in the column "Letter from AFRIKA", on the adultery crisis in Turkey which was created with the proposed new Turkish Penal Code.

    The commentary stresses that with this mentality anyone calling for the withdrawal of the Turkish troops from EU member Cyprus or disagrees with the policy of Turkey on Cyprus will be sent to prison.

    The full text of the commentary is as follows:

    "Did Turkey propose the law on adultery in order to mislead? Perhaps in order to focus on this and forget the rest? The other articles in the new Turkish Penal Code (TPC) which are proposed for approval are more important than adultery' And more critical' And even more primitive' To make one not long for the 12 September fascistic legislation.

    On top of it concerns us very closely. Since we think this issue should be the first item on the agenda of our democratic institutions, let us examine it.

    Here is article 306 of the Turkish Penal Code'

    It says: "Those citizens, who secure directly or indirectly benefits either to themselves or to others, from foreigners or foreign institutions, in order to engage in activities contrary to the national interests, could be sentenced to imprisonment terms between three to ten years and a fine equal to 10 thousand days. The same sentence will be given to those who promise such thing and get benefit' The reasoning of this article is as follows:

    In case, according to this paragraph, one received money or secured benefits to engage in propaganda through press and broadcast, the sentence shall be increased. This includes engaging in propaganda activities through press and broadcast regarding the withdrawal of Turkish troops from Cyprus, or to wage a struggle so that a solution shall be accepted against Turkey, or just to harm Turkey, as in the case of the Armenian genocide committed after the First World War, that is contrary to the historic realities".

    It openly says:

    Those who will deviate from the official Cyprus policy decided by Ankara will be sent to prison. No one shall be able to say `The Turkish troops should withdraw from Cyprus´.

    No one shall be able to recourse to the European Court of Human Rights and complain about Ankara regarding the Cyprus problem. Is this the reform said to be realized in Turkey?

    Is this Turkey, to which some European leaders want to `give negotiation date´?

    If Europe, does not take the trouble to examine other important issues and continues to stick to the Adultery Bill, and turns a blind eye to these important issues then, it will commit a mistake which will be very difficult to make up for, and the price will be very dear to pay.

    Do not say: `This law is for Turkey and it does not include us´. Whatever there is in Turkey, there is here as well.

    Is it possible that this law will be enforced in Turkey but not here?

    This draft law, in fact once more discloses Turkey´s real intentions in Cyprus. It wants to shut up everybody´s mouth regarding Cyprus.

    The only effective force against this law which will be submitted to the Turkish Grand National Assembly for approval on 20 September will be the EU. It will be nice if the EU stops this law as it did in the case of the Adultery.

    Otherwise everybody will be in trouble." The paper considers the issue so serious that it publishes part of it in the form of news in its front page leader stressing that the new Turkish Penal Code is full of inspirations from the 12 September 1980 military coup in Turkey.
