[01] A summit as regards the latest developments of the Cyprus problem took place in occupied Cyprus -Talat said that the solution has become inevitable after the recent property cases filed against the Turkish Cypriots

Turkish Cypriot daily KIBRIS newspaper (11.05.05) reports that a Summit as regards the evaluations of the latest developments on the Cyprus problem and various other issues took place yesterday afternoon at the so-called presidential palace in occupied Lefkosia.

The summit took place with the participation of the chairmen or the representatives of the parties that are represented in the so-called parliament of the occupation regime. The Turkish Cypriot leader, Mr Mehmet Ali Talat, held the chairmanship of the summit. No statement was issued after the meeting, which lasted for an hour and a half.

In addition, Turkish Cypriot daily CYPRUS TIMES newspaper (11.05.05) reports that Mr Talat stated that finding a solution to the Cyprus problem has become inevitable after the recent property cases filed against the Turkish Cypriots.

Addressing an audience yesterday, Mr Talat pointed out that the Cyprus problem is going through a critical period, and added that the peace process will accelerate till the 3rd of October.

Mr Talat stated that as long as the Cyprus problem remained unsolved, such problems will continue to emerge. Pointing out that the property issue was a serious matter and had to be dealt with, Mr Talat said that both the government and a team of legal experts had started work to deal with the issue. Reiterating that the international community also has the responsibility of solving the problem, Mr Talat added that the isolation of the Turkish Cypriots should be removed.

[02] The son of Denktas resorts to the methods his father used during 1963 1974 to prevent the rapprochement between the Greek and Turkish Cypriots

It seems that the son of the former Turkish Cypriot leader, Rauf Denktas, Serdar Denktas, leader of the Democratic Party and so-called deputy prime minister and minister of foreign affairs of the occupation regime, resorts to the methods his father used during 1963 1974 period, aiming at preventing the rapprochement between the Greek and Turkish Cypriots.

According to Turkish Cypriot daily KIBRISLI newspaper (11.05.05), Mr Serdar Denktas alleged that after the summons sent by courts of the Republic of Cyprus to foreigners and Turkish Cypriots on the issue of usurping occupied Greek Cypriot properties, the Greek Cypriots began asking the Turkish Cypriots who had been hospitalized in health institutions in the free areas of Cyprus to pay the amount they own for their treatment. The Greek Cypriots have already sent summons to Turkish Cypriots who did not pay their dept, argued Mr Denktas and claimed that his ministry received such summons through the United Nations, but he refused to take them.

Mr Denktas made these statements yesterday during a courtesy visit he paid to his father heading a delegation of the DP.

Meanwhile, Turkish Cypriot daily AFRIKA newspaper (11.05.05) reports that it has asked officials of the Ministry of Health of the Republic of Cyprus to confirm Mr Denktas statements. The officials declared the statements to be untrue and said that such a practice could never be applied for the Turkish Cypriots who are hospitalized in the health institutions of the Republic.

    [03] Towards negotiations

Under the above title Turkish Cypriot daily YENI DUZEN paper (11.05.05), mouthpiece of the ruling Republican Turkish Party New Forces (RTP NF), refers to statements made by officials of the United Nations, the Republic of Cyprus, Greece and Turkey.

The paper notes that the United Nations has declared that the Greek Cypriot side is ready for negotiations. It also publishes the Turkish Minister of Foreign Affairs, Abdullah Guls statement that Turkey is expecting a new initiative in Cyprus. The Turkish Cypriot leader, Mehmet Ali Talat said that the resumption of the talks in Cyprus is expected.

Meanwhile, according to the paper the Government Spokesman, Mr Kypros Chrysostomides said that the UN is ready to send an envoy to Cyprus, while the Greek Government Spokesman, Mr Rousopoulos, expressed Greeces support to a solution in Cyprus.

[04] Aziz Kent, says that he has a title deed from the Republic of Cyprus and that he is getting ready to open suit in England against the Cyprus government

Under the banner headline I challenge you, Turkish Cypriot daily VATAN newspaper (11.05.05) reports that Mr Aziz Kent (John Aziz), tourist agent and owner of the Celebrity Hotel, who is one of the four persons for whom arrest warrants were issued from the Republic of Cyprus, reacted strongly to this development saying that he is getting ready to open a case in England.

Mr Kent supports that he has a title deed from the Department of Land and Surveys of the Republic of Cyprus. The paper publishes a certificate of the Registration of immovable Property which was issued by the Republic of Cyprus in the name of Aziz Mehmet in 1971.

As the paper writes, a warrant was issued for Mr Kent due to a complaint that he was occupying a 27-donums Greek Cypriot land in occupied Lapithos village and that his hotel under the name Semiramis is inside this land.

In a statement he made to the VATAN newspaper, Mr Kent denied the Greek Cypriots claims, as he said and noted that he will give an international legal battle against the Republic of Cyprus for its lies and added that he will prove this with a law suit that he will file in England. He also said that he will cross to south Cyprus and in case he is arrested due to the arrest warrant, he will made known to the whole world the lies of the Greek Cypriot section with the document he has in his hands.

Mr Kent, who owns the Celebrity Hotel, stated that the construction permission and the title deed were given to him before 1974, in 1971, and noted that this was the first Turkish hotels that were built in Cyprus. He also showed to the paper the title deed, which is under the name Aziz Mehmet that Mr Kent, used before.

Mr Kent stated that he will give all the legal battle needed against this ugly game, and noted that the motherland and the TRNC must help him in this. Mr Kent stated that he challenges the Greek Cypriots to come to England and to prove their case in a law suit that he will open there for this issue.

As the paper writes, Mr Kent is going to England in the next days to start taking initiatives on the issue.

[05] Rauf Denktas resumed his warmongering duty

Turkish daily AKSAM newspaper (11/05/05) reports that former Turkish Cypriot leader Rauf Denktas has warned that Greek Cypriots, who filed lawsuits against the Turkish Cypriots who exploit their property in the occupied areas of Cyprus, will not lead the Cyprus problem to a solution. This policy of the Greek Cypriots will lead people to armed conflict, the Greek Cypriots should change their mentality and their policy, Mr Denktas said.

Mr Denktas went on and said that the so-called government has decided to shield by defending the Turkish Cypriots and it will stand by its decision. He repeated his known views by saying the Turkish Cypriots should see the plot and accordingly chart a road for themselves and that road is to safeguard the state and the sovereignty and be together with Turkey.

Noting that the property issue will be settled at the negotiation table Denktas claimed that the Greek Cypriots either destroyed or confiscated in the name of forced expropriation the property belonging to the Turkish Cypriots. Without paying compensation for these, and on the other hand persecuting the Turkish Cypriots, demonstrates their intention of settling the problem by having the EU backing them. By this way they also help our people to wake up, the Greek Cypriots should change their mind and their policy.

Denktas also urged the Turkish Cypriots not to receive registered letters unless they expect one.

Moreover, Turkish Cypriot daily HALKIN SESI newspaper (11/05/05) reports that Denktas said that during former President Glafkos Clerides tenure information regarding TRNC citizens that come from Turkey was sold to Greek Cypriots by a person in the Interior Ministry of the pseudostate. He said that he has reported this case to the occupation regime.

[06] Turkeys Minister of Justice speaks about promises by the EU to legalise the Turkish Republic set up by the occupation troops in occupied Cyprus. He compares the occupied areas to Taiwan.

Turkish Daily News newspaper (10/05/05) reports the following:

Those who call for the extension of the customs protocol to new EU members did not keep the promises they made, says the justice minister.

Justice Minister Cemil Çiçek made some very important comments to the Turkish Daily News on matters concerning the European Union and Cyprus, noting that the Westerners who wanted Turkey to sign the protocol extending Turkey's customs union agreement to the 10 new EU members had failed to keep the promises they made to Turkey on lifting the embargo on the Turkish Republic of Northern Cyprus (TRNC).

In an exclusive interview with the TDN, Çiçek said: Let no one try to hide the facts. Let them first keep their promises.

    Freedom of expression:

When asked if the decision to punish foreign nationals for talking about the alleged Armenian genocide was made due to the rule of reciprocity, he said: Well, developments happen all around the world. You all see it. That should also be taken into account. Sometimes these developments and changes happen very quickly. Sometimes people ask why the laws are being changed. They also change laws. The Belgian Parliament passed a law, and now it is in their Senate. They are also changing things.

When asked if such a punishment violates the right to free expression, Çiçek said: No. It has nothing to do with freedom of expression. Everybody needs to abide by the same rules. Let me tell you a fact: Nowhere in the world is there a concept of open-ended freedom of expression. Are we getting into the EU? That's what we are saying. Europe is this, Europe is that. The grass is always greener on the neighbours side of the fence. We know what happened to the Vakit daily. They were condemned in Germany. I am not talking about what we are defending. You know what happened to a Turkish academic just because he said there was no Armenian genocide. Swiss authorities issued an arrest warrant for Turkish History Association President Professor Yusuf Halaçoglu for denying that the Armenian genocide ever happened. This is what happens in the Europe that our children look up to. We are not talking about the Middle East. We should know the facts before we say anything.

When it was noted that this was just a reflection of what Europe was doing in order to cleanse its sense of shame after the great crime perpetrated by Nazi Germany, he said: Article 305, which was invoked to issue a warrant against a Turkish academic, originated in France. It had nothing to do with Germany. In other words, there is no uniform law that deals with the matter. That's why we sometimes dismiss our own capabilities when we praise Europe's attributes. People in Europe cannot say anything they want at any time. People should know that. I am not saying this in order to justify violations of freedom of expression; however, we should know the facts before we make the necessary amendments.

When asked what other reforms Turkey needed to implement in light of a statement made by Hansjoerg Kretschmer, the head of the EU Commission Delegation to Turkey, about Turkey lagging behind in some respects, Çiçek said: Which reforms we need to make are listed in our national program. The program is a list of the promises we made. If one implements all these reforms as soon as possible, one becomes more capable of asking the other side to keep their promises. The fulfilment of all the promises depends on us and on them. What they want before October 3 is not the implementation of the Turkish Penal Code (TPC); it is the extension of the protocol.

He continued: In other words, they are pressuring us to extend the protocol, but they are not keeping the promises they made. Why don't you make the promises they failed to keep your headline? Why should we have to point these things out?

When asked about what the EU had promised to do on Cyprus, Çiçek said: The end of international isolation is one aspect. This consists of many sub-articles. What have they done about that in this respect until now?

    The exchange:

The following exchange took place between Çiçek and TDN correspondents.

Question: Sir, you are the justice minister. Can you imagine the end of isolation before the present structure on the island is replaced?

Answer: Let them first end the isolation. Are there any impediments to planes landing in the TRNC? There are many hotels there.

Question: However, according to the International Civil Aviation Organization there is no such state.

Answer: What do you mean, there's no such state?

    Question: Let's talk about facts.

Answer: One must consider the fact that many planes are landing in Taiwan from many countries.

Question: Companies there give assurances in the name of the state.

Answer: It doesn't matter. If one's aim is to resolve an issue, all obstacles should be overcome. One can find 50 alternative solutions to any problem. Planes from 50 different states land there. I also travelled to Taiwan. I am not criticizing it. If the problem relates to the lack of infrastructure, that can easily be solved.

Question: But sir, there is a problem of international law.

Answer: What I am saying is that despite the objections raised by the U.N. permanent representative, thousands of people land in Taiwan every day. That's what I am talking about. No one should cloud the issue. Let everyone keep the promises they made.
