    The hospitalization of former Turkish Cypriot leader Rauf Denktas due to a sudden spike in his blood pressure and a brain haemorrhage, a claim by Eroglu that the tripartite summit in Geneva might be the last one, statements by Talat accusing Eroglu of not wanting a solution in Cyprus, the contacts of Irsen Kucuk in London, and other internal issues are the main topics covered today by the Turkish Cypriot press. The papers refer also to statements by Serdar Denktas on possible early "elections" in occupied Cyprus, the visit of a so-called parliamentary delegation to Nakhchivan and the continuation of the "distribution" of plots of land by the regime.

    [01] "Denktas 'stable' after brain haemorrhage"

    Under the above title, Turkish Cypriot weekly Cyprus Today (25.05.11) reports that Rauf Denktas, former Turkish Cypriot leader, has suffered a brain haemorrhage. The 87-year-old Denktas fell ill with high blood pressure yesterday evening and was initially taken to occupied Lefkosia "state hospital".

    Within minutes of seeking medical help, he was transferred to the private Near East University Hospital. He was said to be critically ill at one stage. There were suggestions last night that Denktas could be paralyzed. Tests are continuing to establish whether he needs an operation.

    In a short statement, his son, Serdar, said: "My father's condition has stabilized and he has been taken into intensive care." Later, he told reporters: "He has had a brain haemorrhage ? all we can do is wait and hope."

    So-called health minister Ahmet Kasif said: "Mr Denktas is conscious and knows what is happening. He had initially complained of high blood pressure, then tests showed irregular heartbeats. Tests further revealed a blockage in a blood vessel in the brain." Irsen Kucuk, self styled prime minister of the breakaway regime speaking from London, said: "We hope that Mr Denktas recovers quickly. He is a very important figure in the history of the Turkish Cypriot people and their struggle for existence."

    Professor Erkan Kaptanoglu, a brain surgeon at Near East University Hospital, said: "Tests will continue. It is common to have a life-threatening element during brain haemorrhages, but Mr Denktas' condition has stabilized."

    Furthermore, Turkish Cypriot daily Bakis (25.05.11) reports that among family members, Dervis Eroglu and the former Turkish Cypriot leader Mehmet Ali Talat, commanders of the Turkish Armed Forces and Security Forces, Ahmet Kasif and other "officials" paid visits to Denktas.

    [02] Eroglu claims that the summit in Geneva might be the last one

    Turkish Cypriot daily Kibris (25.05.11) reports that the Turkish Cypriot leader Dervis Eroglu has said that certain things will be clarified at the tripartite summit to be held on 7 July in Geneva between the two community leaders and the UN Secretary-General, adding that this might be the last summit.

    In statements yesterday during one of his meetings, Eroglu alleged that he continues his efforts for finding a solution that will satisfy everybody and tries to carry out his difficult duty in the best manner.

    Eroglu said that the wishes of the Greek Cypriots and the Turkish Cypriot side are known, that certain things will be clarified at the summit in Geneva and that this might be the last summit.

    Eroglu reiterated that the Turkish Cypriot "people" voted "yes" to the Annan Plan and President Christofias said "no" to this plan with the pretext that too little ground was returned [to the Greek Cypriot side].

    Eroglu alleged that the Greek Cypriot side wants the continuation of the Republic of Cyprus and the Turkish Cypriot community to "be assembled" to this Republic. He said that the Turkish Cypriot side wants a new partnership state.

    Eroglu noted that no convergence exists today on the issues of administration and power sharing, property and guarantees. He said that as it seems, agreement could be reached on the issues of the European Union and the economy.

    [03] Talat points out to the lack of will by the Turkish Cypriot leadership for a solution in Cyprus

    Turkish Cypriot daily Kibris (25.05.11) reports that the former Turkish Cypriot leader Mehmet Ali Talat has expressed serious concerns regarding the solution of the Cyprus problem because of the lack of will by the Turkish Cypriot leadership.

    In statements to Kibris TV yesterday, Talat said that the main reason of his concern is the lack of will by the Turkish Cypriot leadership on the issue of the solution and not a policy change in Turkey. Talat noted that indication for this lack of will is the statement made by Eroglu that the tripartite summit in Geneva might be the last one.

    Talat claimed that while the Turkish Cypriot "people" need a solution and the Turkish side should be the most active one forcing a solution, he sees no such effort and added: "If an effort is not exhibited, serious pressure will be exerted on Turkey during its accession course to the European Union (EU). And if progress is desired on Turkey's EU accession course, the necessity of Turkey taking some steps will become more poignant. What should be done for not putting Turkey under such pressure is the Turkish Cypriot side to become more active and work for a solution?"

    Talat said that Eroglu's behaviour at the negotiating table causes doubts and directs the pressures towards Turkey.

    Referring to the elections for the chairman of the Republican Turkish Party (CTP), Talat said he supports no one. He noted that some mistakes had been committed during the period of CTP's "government", but it is unjust to attribute the entire responsibility to Ferdi Sabit Soyer.

    Referring to the results of the parliamentary elections in the Republic of Cyprus, Talat said these were the expected results. He argued that the fact that former Democratic Rally Party (DISY) MP Christos Pourgourides was not re-elected is a big loss for the Greek Cypriots, because Pourgourides was a popular MP in Europe. He said that the election results will not influence the negotiations and other issues. He alleged that President Christofias did not exert enough effort for a solution when Talat was the leader of the Turkish Cypriots and that the danger of President Christofias losing the next elections exists.

    Talat described as "worrying" the fact that ELAM, which he described a "racist organization", received 4.000 votes and noted that ELAM is the organization which carries out the attacks against the Turkish Cypriots in the government-controlled areas of the Republic. He said that this shakes the confidence between the two communities and deteriorates their relations.

    Referring to the Church of Cyprus, Talat accused it of being racist.

    Meanwhile, in an interview with Turkish Cypriot Haberdar (25.05.11), Talat said that he does not foresee a solution in Cyprus in the near future. He noted that both he and President Christofias were elected because they were in favour of the solution. "When we did not achieve the solution, I was removed (from duty). Afterwards he will be removed. This is what is seems", he argued alleging that he is a pro-solution leader, while Eroglu supports the non-solution. He alleged that the leaders of the two sides are satisfied with the current situation and the continuation of this deadlock suits them.

    [04] Statement by Irsen Kucuk from London; Kucuk met with Lord Maginnis and Baroness Ece

    Turkish Cypriot daily Halkin Sesi (25.05.11) reports on statements by self-styled prime minister Irsen Kucuk who is currently in London for a series of contacts.

    In his statements during an event organized by the "Turkish Cypriot community" in London, Kucuk explained to Turkish Cypriots living in London the latest political developments in Cyprus.

    In his statements, Kucuk called on the international community to show an equal treatment to the two sides in the island if it really wishes for a solution to be found to the Cyprus problem.

    Referring to the EU promises given to the Turkish Cypriots after the 2004 referendum in the island towards the "lifting" of the "isolations", Kucuk said that it was a condition for the EU to fulfil its promises and added: "Regarding this, our primary expectation from the EU is the implementation of the direct trade regulation which will give us the opportunity to have trade ties with other EU countries".

    Regarding the "embargoes" which are imposed to the "TRNC", Kucuk reminded of the fact that the "TRNC" is a "young state" which is under "embargoes" and said that they will continue with determination exerting any kind of efforts for the lifting of the "embargoes", adding that they will continue their efforts with the physical and moral support of Turkey.

    Speaking during the event, Kucuk also gave the message that the Turkish Cypriots living in Britain were not alone and that the "TRNC government" knows their problems very well and would do all it could to overcome these problems. He stated that they will establish a department for Turks living abroad to aid Turkish Cypriots with their problems.

    Kucuk pointed also out to the fact that the "TRNC government" continues its efforts with sincerity for finding a lasting and viable settlement to the island that will respect the people's rights. He then added that the Turkish Cypriot side's desire in Cyprus is the establishment of a new bi-zonal and bi-communal partnership state based on the political equality of the two founding states and the UN parameters.

    Referring to the Greek Cypriot side's stance, Kucuk accused the Greek Cypriot side for seating at the negotiation table with the aim to gain the sympathy of the international community and said that on the one hand it tries to put pressure on Turkey and the Turkish Cypriot side by using Turkey's EU negotiation process and on the other hand it tries to make propaganda by using the June elections which is to take place in Turkey.

    About the ongoing negotiation talks in Cyprus, Kucuk stressed the need for the international community to encourage the Greek Cypriot side to show a sincere and constructive stance in order for the process to end positively and added that otherwise the process will fail.

    Meanwhile, the same paper reports that as part of his contacts in London, Kucuk met also yesterday with Lord Kenneth Wiggins Maginnis and Barones Meral Ece of the House of Lords.

    In his statements after the meeting, Kucuk said that he held a beneficial meeting with the two Lords adding that this kind of meetings will continue also in the future. Kucuk said also that they discussed issues related to the ties between the "TRNC" and the UK and the situation of Britons living in the "TRNC" and of the Turkish Cypriots living in the UK.

    Kucuk stated also that during the meeting, he conveyed to Maginnis and Ece the difficulties experienced after the decision of the British Government to change the visa requirements.

    Regarding the difficulties of British citizens who own property and reside in the "TRNC", Kucuk assured the two Lords that the "TRNC government" is exerting efforts to bring solutions to their problems.

    [05] Delegation of the so-called "assembly" to visit the Nakhchivan Autonomous Republic

    Under the title "Assembly delegation is going to Nakhchivan Autonomous Republic today", Turkish Cypriot daily Vatan (25.05.11) reports that a delegation of the "assembly" headed by the "speaker" of the "assembly" Hasan Bozer is going today to Nakhchivan Autonomous Republic [Tr. Note: is a landlocked exclave of Azerbaijan] for several contacts there.

    As the paper writes, the delegation which is headed by Bozer, also includes Nejdet Numan, "MP" with UBP in occupied Keryneia, Abbas Sinay, "MP" with CTP in occupied Keryneia and Aygun Sakalli, "chief of protocol" of the "assembly" is going to Nakhchivan upon an invitation it received from Vasif Talibovs, Speaker of the Assembly of the Nakhchivan Autonomous Republic.

    Bozer and his accompanied delegation will meet with Mr Talibov, and will also participate at the celebrations for the "National Day" program, writes the paper. Bozer will also deliver a speech at the Nakhchivan State University about Cyprus.

    The delegation is expected to return in occupied Cyprus on May 28.

    [06] Serdar Denktas sees elections by the end of the year

    Turkish Cypriot daily Demokrat Bakis (25.05.11) reports that the Keryneia Women's branch of the Democratic Party (DP) paid yesterday a customary visit to DP's chairman Serdar Denktas. The purpose of the visit was to introduce the new members of the branch and present their activities to DP's chairman.

    Denktas expressed his excitement about their activities and his sorrow due to the fact that "state affairs are not going well." Moreover he predicted that elections will take place by the end of the year and justified his opinion as following: "I foresee elections by the end of the year. All preparations point to this. From one side speeding the work on the citizenship issue and on the other side distribution of plots, are heralds of heading directly to elections. Besides, after June, further pressures will come from Turkey, further pressures will come from the people and it will become evident that this government cannot put up with them. There is a lack of trust to the government in public opinion. It is clear that elections can be seen."

    [07] Twenty-seven so-called mukhtars are being employed in the free territories of Cyprus

    According to Turkish Cypriot daily Ortam (25.05.11), during a meeting between the Turkish Cypriot leader Dervis Eroglu and a delegation of the "Turkish Cypriot Union of Mukhtars" headed by its chairman Huseyin Barbet, the problems faced by the "union" were discussed.

    Speaking at the meeting, Barbet, inter alia, said that 27 "mukhtars" between ages 25-30 were left with no choice but to work in the free territories of the Government of Cyprus due to the unemployment existing in the occupied area. He also added that the 50% of the minimum wage should be given to the 207 "mukhtars" in occupied Cyprus and that it should be defined who will cover the expenses of the "mukhtars'" offices in electricity and telecommunication.

    On his part, Eroglu stated that he will have contacts with the so-called government in order to find solutions to the "mukhtars'" problems.


    [B] TURKISH PRESS

    The health condition of Rauf Denktas who has suffered a brain haemorrhage yesterday evening and the messages sent to him by various Turkish officials, the meeting of Egemen Bagis with a Swedish parliamentary delegation led by Sweden's Parliament Speaker Per Westerberg in Istanbul, the ongoing June 12 general election campaigns by Turkish political parties, statements by an Akkuyu nuclear plant official who said that construction might not proceed if the area is not safe, and other internal news are the main issues covered by the Turkish press today.

    [08] Bagis stresses that Sweden is Turkey's ally

    According to Ankara Anatolia news agency (24.05.11), Turkish State Minister and Chief Negotiator for European Union (EU) talks Egemen Bagis, said on Tuesday that Sweden is a friend of Turkey in which almost all political groups present in the Swedish Parliament support Turkey's EU membership process.

    Egemen Bagis met a Swedish parliamentary delegation led by Sweden's Parliament Speaker Per Westerberg in Istanbul on Tuesday.

    In a meeting closed to the press, Bagis and the Swedish officials discussed Turkey-EU relations, Turkey's EU negotiations process, Turkish-Swedish relations, the Cyprus problem and its impact on the EU process and visa requirement of EU countries for Turkish citizens.

    Speaking to reporters following the meeting, Bagis stressed that Sweden is a friend and an ally. "We thank Sweden for the sincere support extended in our EU process", Bagis said.

    Per Westerberg, on his part, said that the majority in the Swedish Parliament support Turkey's EU membership and added: "I have come to Turkey with the leaders and members of the eight political groups in the Swedish Parliament. There are around 100.000 Turks living in Sweden. They have been well integrated into the Swedish society. Some of them have become Deputies in the Swedish Parliament. Mehmet Kaplan has joined us in our visit. We want Turkey to become an EU member and hope that it will become a member. We want to see Turkey as an EU member once all conditions have been met."

    [09] Turkey says it may not build nuclear power plant in Akkuyu, if not safe

    According to Ankara Anatolia news agency (24.05.11), a nuclear power plant might not be constructed on Turkey's southern coast, if the area is not safe, said Akkuyu Nuclear Power Plant Electricity Transmission Corp. Director General Alexander Superfin on Tuesday.

    Speaking at a meeting in Ankara, Superfin said that if they see any indication that the area is not safe, they will not build a nuclear power plant in Akkuyu. "We will tell if we see such an indication, and we will not hide anything from the public", he noted.

    Superfin said: "If we achieve to get the required license for the nuclear power plant on time, studies will begin in the middle of 2012", adding that the target was to lay the foundation of the project by 2015.

    [10] Turkey cancels two Aegean military drills

    Turkish daily Today's Zaman (online, 24.05.11) reports that the Turkish General Staff has announced that the Denizkurdu-2011 and the Efes-2011 military exercises have been cancelled, without providing further details.

    A statement, released on Tuesday by the General Staff, also said that a press tour to accompany the exercises and was planned for Wednesday, was cancelled.

    Senior political and military officials used to attend the annual Efes and biannual Denizkurdu military drills, often touted as a show of strength to neighbouring Greece, with which Turkey has had a decades-long dispute over the Aegean Sea. TURKISH AFFAIRS SECTION http://www.moi.gov.cy/pio
