[01] EU races clock to end "beef war"
BRUSSELS - The European Commission formally lifted a ban on sales of British
beef by-products on Tuesday, while its president, Jacques Santer, said he
thought the "beef war" could be over ahead of an EU summit next week.

LUXEMBOURG - The European Union put another piece of its Mediterranean free
trade jigsaw in place on Tuesday when it agreed terms for Syria to move
towards EU association.

BRUSSELS - Haitian President Rene Preval urged the European Union on Tuesday
to give more aid to strengthen democracy and help promote economic development
in the impoverished Caribbean state.

BRUSSELS - Irish Prime Minister John Bruton said on Tuesday he had been
approached by France to host a special summit of European Union leaders to
discuss the bloc's future.

LUXEMBOURG - The Culture Council ruled out once and for all mandatory limits
on non-European programmes shown on EU television on Tuesday, setting itself
on course for an almighty clash with the European Parliament.

LUXEMBOURG - Britain's policy of non-cooperation in European Union business
claimed four new victims at Tuesday's meeting of the Culture Council.

LUXEMBOURG - The Culture Council did not make progress on Tuesday on the
Commission proposal for a guarantee fund to help the European audiovisual
industry face competition from Hollywood.

BRUSSELS - After months of argument over the European Commission's power to
vet their cable television venture in Spain, French pay-TV operator Canal Plus
and telecommunications firm Telefonica de Espana have submitted their plans
for EU clearance.

BRUSSELS - For the first time in 30 years, all 16 NATO defence ministers meet
in formal session in Brussels on Thursday to examine practical steps to give
European nations the ability to launch security missions without U.S.-
leadership.

VIENNA - Europe must step up its battle against trafficking in women and curb
the booming sex industry, European Justice Commissioner Anita Gradin said on
Tuesday.

BRUSSELS - Argentine President Carlos Menem meets EP President Klaus Haensch
at 0730 GMT - followed by a news conference at 0915 GMT.
WASHINGTON - EU/U.S. leaders hold summit; discussions focus on review of
progress made in implementing the new trans-Atlantic agenda. U.S. President
Bill Clinton, Commission President Santer, Trade Commissioner Brittan and
Italian Prime Minister Romano Prodi attend.
BRUSSELS - European Commission regular weekly meeting begins at 0730 GMT;
agenda items include communication on arable crops and the protection of
geographical indications of origin for agricultural foodstuffs; communication
on a Community strategy on air transport safety; conditions for granting of
cohesion funds.
BRUSSELS - Judicial Affairs Commissioner Gradin news conference on the follow-
up to the conference on "Traffiking in women" begins at 1015 GMT.
