    BRUSSELS - British Prime Minister Tony Blair's "new dawn" broke over Brussels on Monday with his newly elected Labour government pledging to work with, rather than fight its European Union partners.

    LONDON - Many British business leaders will have winced on Monday at news that the new minister for Europe, Doug Henderson, is flying to Brussels to start the process of joining the European Union Social Chapter immediately.

    BRUSSELS - The European Commission has postponed until next week a proposal for further measures, including a ban on exports of British gelatine, to combat mad cow disease, Commission officials said on Monday.
