    Le Président de la Commission européenne, Jacques Santer, a envoyé un télégramme de félicitations au nouveau Président élu de la Roumanie, M. Emil Constantinescu. "Je tiens à vous assurer de tout notre soutien aux efforts entrepris en vue de l'intégration de votre pays à l'Union européenne. Nous sommes persuadés que, sous votre conduite, les dirigeants et le peuple roumains feront preuve de l'enthousiasme indispensable pour mener à bien cette ambition légitime et donner une impulsion décisive au processus de renforcement de la démocratie et de réforme de l'économie. En me réjouissant de votre élection, je souhaite rendre hommage au courage et à la clairvoyance des forces politiques qui ont contribué à l'alternance démocratique en Roumanie."

    [02] La Commission présente un document de stratégie sur la réduction des émissions de méthane

    La Commission européenne a adopté aujourd'hui un document de stratégie concernant la réduction des émissions de méthane d'origine anthropique dans l'UE, provenant de sources telles que l'agriculture, les déchets et l'énergie, qui représentent la quasi-totalité des émissions de méthane dans l'UE. Cette initiative témoigne de l'importance que la Commission attache à la mise en oeuvre de politiques s'attaquant réellement au problème du changement climatique planétaire. Le méthane (CH4) est le deuxième gaz à effet de serre après le CO2 et il représente près d'un cinquième de l'effet de serre total. Etant un gaz actif, il piège la chaleur et empêche son dégagement dans l'espace en augmentant la température de l'atmosphère et de la surface terrestre. La stratégie développée dans ce document pourrait permettre une diminution des émissions de méthane d'environ 30% en 2005 et 40% en 2010. Elle est axée sur la réduction des déchets organiques et sur l'utilisation et la valorisation du méthane comme source énergétique.

    [03] Commission sends reasoned opinion to Greece and Portugal for non- implementation of radiation protection directive

    The European Commission has decided to send Greece and Portugal a reasoned opinion concerning non-communication of national measures for the implementation by December 1993 of Council Directive 90/641/Euratom. This Directive aims at ensuring outside workers, i.e. workers who are working on installations operated by someone other than their own employer, the same level of radiation protection as workers permanently employed by that operator. The scope of this Directive is not limited to activities concerning the operation of nuclear power plants, but also to other uses of ionizing radiation, such as medicine, industry, or research.

    [04] Seminar on the prevention of urban drugs deliquency

    The European Commission, the European Parliament and the Presidency of the Council of Ministers will be holding a seminar on urban delinquency linked to drugs dependence on 21-22 November 1996 in Brussels (Borschette Centre from 3 pm). The seminar will be opened by Commissioner Anita Gradin, Sir Jack Stewart-Clark, Vice-President of the European Parliament and Mrs Nora Owen, Minister for Justice, Ireland. This seminar will bring together Member States experts, the Committee of the Regions, the Economic and Social Committee, the European Monitoring Centre for Drugs and Drug Addiction and the Europol Drugs Unit. Representatives from Central and Eastern European countries, Norway, Switzerland, Malta and Cyprus will also take part. Presentations will include those by experts from the United States and Canada on the North American experience. An informal press conference is envisaged at 1 pm on 22 November.

    [05] Revised list of EU deregulation proposals to Japan

    The European Commission has just transmitted to the Japanese Government the new list of EU proposals for deregulation in Japan. The list is an input into the final revision of the current three year Japanese deregulation programme, which will be finalised at end March 1997. Some issues are included in the list for the first time - such as administrative reform - and some, like measures related to natural mineral waters, have been removed due to significant progress already made.

    [06] Anti-dumping measures on unbleached cotton fabric

    The European Commission has decided to take provisional anti-dumping measures on grey cotton fabric from India, China, Indonesia, Pakistan, Turkey and Egypt. The decision follows extensive investigation wich discovered clear evidence of dumping causing material injury to European industry. The Commission will deepen its analysis of the full impact of the provisional measures including in the processing industry before taking a final decision.
