    [01] New orientations for Phare programme: focus on accession

    The European Commission approved new orientations for the Phare programme. By turning Phare from a demand driven to an accession driven programme, the Commission wants to address the two main challenges facing the countries of Central and Eastern Europe in preparing themselves for membership of the European Union (EU): therefore it will concentrate on strengthening their democratic institutions and public administrations, and supporting investments improving their enterprises and infrastructures. The Phare programme was created in 1989 in order to support reform in Poland and Hungary. Since then it has become the main instrument for co-operation between the EU and Central and Eastern European countries providing principally technical assistance for the transition towards market economy and democracy. During the period 1990- 1994, Phare grants reached ECU 4.2 billion. ECU 6.7 billion are available for the period 1995-1999. The Commission has also decided to speed up project implementation, i.a. by streamlining management, simplifying decision making procedures and making the latter more transparent.

    [02] Jacques Santer devant le Parlement belge sur les priorités de la CIG

    Dans un discours prononcé devant le Parlement fédéral de Belgique aujourd'hui, le Président de la Commission européenne a insisté sur la nécessité d'adapter les institutions européennes dans le cadre de la Conférence intergouvernementale. La Commission doit être adaptée pour assurer son efficacité, mais comme "clé de voûte du système communautaire et garante des intérêts de l'Union", Commission forte équivaut à Union forte. Aussi le Conseil des Ministres devra s'adapter car son fonctionnement insatisfaisant ne donne pas une bonne impression sur la scène internationale. Jacques Santer s'est prononcé en faveur d'un mécanisme permettant des coopérations renforcées entre Etats membres. Ce mécanisme n'est cependant pas "le remède à tous nos maux", a-t-il dit. Devant les risques qu'il comporte (Union plus confuse et moins lisible pour les citoyens, danger de masquer l'importance d'un projet commun), ses modalités devront être restrictives: participation d'un nombre substantiel d'Etats membres dès le début, respect de la cohérence entre les différents "piliers", application en dernier ressort et en tant qu'aménagement provisoire. Se référant à la fermeture de l'usine Renault à Vilvoorde, M. Santer a demandé que l'UE se donne les moyens d'une Europe sociale au service de tous les Européens et il a mis en garde les entreprises de répandre le sentiment "d'un monde froid dans lequel on ne sait plus trouver sa place". Dans la recherche d'une véritable politique étrangère et de sécurité commune, Jacques Santer a estimé que le monde ne nous prend pas au sérieux "parce que nous ne nous prenons pas assez au sérieux nous-mêmes". Les Européens réclament plus d'Europe dans ce domaine et, pour le réaliser, il faut surmonter "le blocage fondamental dans l'esprit de nos Etats membres et de leurs diplomaties."

    [03] La Commission approuve la création d'une entreprise commune dans le secteur des mousses de polyuréthane

    La Commission européenne a approuvé la création d'une entreprise commune entre Recticel S.A./N.V. et Greiner Holding AG pour fabriquer, convertir et commercialiser de la mousse flexible de polyuréthane de polyéther et de polyester. L'entreprise commune correspond aux besoins des parties pour restructurer leurs activités sur ce secteur caractérisé par des surcapacités et une demande en baisse. Bien qu'elle deviendra le principal producteur sur les marchés allemand et autrichien plutôt concentrés, l'entreprise commune sera confrontée à une forte concurrence provenant d'autres producteurs nationaux et européens notamment le britannique Vita (le principal producteur en Europe ainsi que Recticel), Otto Bock, Reisgies, Carpenter, Löhr, Conti.

    [04] Commission services clear the Global European Network agreement to create high quality trans-European telecommunications networks

    The European Commission's competition services have given clearence to the Global European Network (GEN) agreement to provide high quality digital links between Member States. This agreement amongst the major European telecommunications operators will considerably improve the quality of trans- European network telecommunications services. The Commission's competition services have secured amendments to the agreement in order to preserve competition between the companies involved and ensure free and fair access for third parties.

    [05] European Commission and Ukraine reach new steel agreement

    Negotiators from the European Commission and Ukraine have reached a new steel agreement that will allow Ukraine to increase sales to the European Union (EU) of certain iron and steel products up to the year 2001, linked to the introduction of normal competitive conditions in Ukraine, notably in the areas of competition policy, state aid and environment protection. This will ensure that Ukraine can enjoy stable growth for one of its major exports to the EU while gradually bringing the competitive conditions of the Ukrainian steel industry more into line with those of the EU. The new deal will cover certain iron and steel products under the European Coal and Steel (ECSC) Treaty, such as coils, heavy plate or wire rod. The quantitative limits for 1997 will be 233.154 tonnes, 10% higher than in 1996, rising by a further 5% in 1998 and by 2.5% annually in 1999-2001. The agreement will now be submitted for approval to the EU Council of Ministers and the Ukrainian authorities and should enter into force on 1 July this year. Total EU imports of Ukrainian iron and steel products - those subject to quantitative limits and those where trade has already been liberalised - rose from 660.000 tonnes in 1993 to 1.6 million tonnes in 1995 (765.000 tonnes in the first nine months of 1996).

    [06] Réunion du groupe des représentants du G-24 à Bruxelles concernant l'assistance macro-financière à la Roumanie

    Le 19 mars, sous la présidence de la Commission européenne, les représentants à Bruxelles du Groupe des Vingt-Quatre pays industrialisés, qui coordonnent l'assistance financière officielle à l'égard des pays d'Europe centrale et orientale, ont fourni des assurances concernant leur soutien financier à la balance des paiements de la Roumanie. Sous réserve de confirmation finale par les gouvernements des pays donateurs, les représentants du G-24 se sont engagés à fournir à la Roumanie quelque 145 millions d'US$ d'assistance à la balance des paiements. Ce soutien intervient en complément de l'assistance financière que le Fonds Monétaire International et la Banque Mondiale comptent fournir au titre du nouveau programme macro-économique de la Roumanie, faisant l'objet d'un appui du FMI au titre d'un accord de confirmation. Les membres du G-24 sont également convenus d'organiser plus tard cette année une réunion en vue d'identifier les besoins futurs de la Roumanie en matière de financement extérieur pour 1998 et les années à venir.

    [07] Tropical forest: new Commission guidelines for cooperation with developing countries

    The European Commission finalised new guidelines on forest sector development co-operation. The purpose of these guidelines is to contribute to the delivery of better quality tropical forest assistance to developing countries. Social impact analysis and environmental appraisal are major elements of the new approach. The Guidelines are compatible with the findings and recommendations of the Intergovernmental Panel on Forests, which took place in New York in February 1997, as part of the follow-up process to the United Nations Conference on Environment and Development in 1992 in Rio de Janeiro. The new policy will be presented in a series of workshops in developing countries in the next six months.

    [08] Conference on renewable energy sources (Brussels, 21 March 1997)

    In the context of the public debate launched by the Green Paper "Energy for the future: Renewable sources of Energy", the European Commission organises Friday, 21 March 1997, in Brussels at the Centre Borschette, a Conference the main purpose of which is to hear the views of all interested parties in order to help the Commission draw up a White Paper and an Action Plan for renewable energy later this year.

    [09] Catastrophes naturelles: la Commission accorde une aide humanitaire d'un montant total de 1,84 million d'Ecus à l'Equateur, au Pérou et à la Bolivie

    La Commission européenne accorde une aide humanitaire d'un montant global de 1,84 million d'Ecus à l'Equateur (440.000 Ecus), au Pérou (600.000 Ecus) et à la Bolivie (800.000 Ecus). Ces aides interviennent suite à une série de catastrophes naturelles, notamment des sécheresses et des inondations. Les aides, gérées par l'Office Humanitaire de la Communauté européenne (ECHO), seront distribués par la Croix Rouge et Caritas.

    [10] EU asks China to open market for foreign services in WTO bid

    The EU is asking China to commit itself to opening its market in a whole range of services as part of its request to join the World Trade Organisation. During four days of fruitful talks in Beijing devoted to the issue of services, EU and Chinese negotiators discussed the need for improved market access for banking, insurance, securities trading, maritime shipping, telecommunications, retailing, wholesaling, legal services, accounting, travel agency services and news agency services. WTO standards demand that China's WTO commitment should contain binding and transparent conditions for market access for foreign service suppliers to the entire territory of the People's Republic. This round of talks follows the important breakthrough on trade in goods in Geneva earlier this month. The EU has shown persistent determination to reactivate China's accession negotiations since Sir Leon Brittan visited Beijing last November.

    [11] Hans van den Broek addresses UN Human Rights Committee in Geneva: support for Permanent International Criminal Tribunal and free media

    Commissioner Hans van den Broek today used the occasion of the 53rd Session of the UN Human Rights Committee to urge international action on the establishment of a permanent international criminal court. Participating as the first Commissioner in such a session, Mr van den Broek recalled EU assistance to the special war crime tribunals for former Yugoslavia and Rwanda (financial assistance of ECU 3 million each, protection and support of witnesses, legal counsel, promotion of public awareness, and the establishment of databases). The Commissioner criticised the lack of action to imprison convicted war criminals in former Yugoslavia, which is one of the main obstacles to the return of refugees. "There can be no peace without justice", Mr van den Broek said. He also highlighted EU action in favour of independent media as a fundamental part of any democratic society.

    [12] Yves-Thibault de Silguy: "l'euro est une chance formidable pour l'agriculture européenne à l'aube du troisième millénaire"

    S'exprimant devant le congrès annuel de la FNSEA à Toulouse, Yves-Thibault de Silguy a abordé trois thèmes. Comment garantir un développement durable et équilibré de l'agriculture européenne ? Quelles sont les conséquences prévisibles des élargissements ? Qu'apportera l'euro à l'agriculture européenne ? Il a notamment déclaré "aujourd'hui l'agriculture doit dépasser la seule logique producitiviste pour répondre aux évolutions de la demande". "Il ne suffit plus de produire, il faut produire mieux". Il ne faut pas redouter l'élargissement "l'adhésion de ces pays à l'Union européenne siginifie en effet 100 millions de consommateurs en plus. Des consommateurs qui consacrent une large part de leurs revenus à l'achat de denrées agricoles". Enfin, "l'euro sera facteur de réduction des coûts, de rentabilité et de renforcement de la capacité de négociation de l'Europe sur la scène internationale".

    [13] Franz Fischler: Agricultural policy - now and then a long-term project

    "Mansholt had the courage to put his visions up for discussion", Agriculture Commissioner Franz Fischler declared yesterday at the Mansholt- day of the Dutch ministry for Agriculture in Den Haag. Agricultural policy itself influences the future of our farms, of our villages and landscapes and therefore many parts of our society, the Commissioner stressed. As once Sicco Mansholt - former president of the Commission in the sixties and initiator of the Mansholt-plan - pointed out, agricultural policy will more than ever have to conform to social demands and to economic conditions. Given the social and economic importance of agriculture and the ever changing economic environment, both internally and internationally, agricultural policy would always have to remain open for adaptation to changing conditions. If the EU's agricultural sector is to meet the challenges of the future, the CAP will have to be adapted and he hoped that policy makers would show imagination and political courage in meeting these challenges.
