[02] European Parliament receives an independent evaluation of Phare and Tacis

For the first time since the two programmes began, a global evaluation has been made of the European Union's Phare and Tacis programmes, which provide reform assistance to Central and Eastern Europe and the New Independent States respectively. The evaluation builds on ongoing monitoring and evaluation of individual projects and sectors which has been ongoing for several years. The evaluations cover the programmes' relevance, appropriateness, impact, effectiveness, sustainability and efficiency. Whereas the overall results are encouraging, the reports also identify areas for improvement. They will be used to further increase the programmes' efficiency and impact. The two reports, which were drawn up by independent consultants, have been sent to the European Parliament.
