[01] Padraig Flynn calls for higher standards of safety and health at work
Speaking in Bilbao today, Padraig Flynn, Commissioner responsible for
Employment and Social Affairs said, "There are over 6,000 deaths each year
in the EU from work-related accidents and injuries. Hundreds of thousands
of cases of serious injuries lead to permanent disabilities. Many are due
to carelessness, negligence, bad management and incompetence." Poor
standards of health and safety have a huge cost burden for industry and the
public purse. The figures for healthcare, disability, insurance and early
retirement resulting from work-related illness, accidents and injuries,
combined with costs from lost production, are enormous. In Denmark, they
have estimated the overall cost to their economy at around 2% to 3% of GDP.
The Commission is particularly keen to promote greater understanding
amongst SMEs as to why health and safety standards are key to business
success. This will be the theme of the second European Week on Health and
Safety at Work, October 20-25. Mr. Flynn concluded with a warning to
Member States to transpose and implement the existing body of Community
legislation on health and safety or "face the consequences!"
[02] Brittan: WTO talks on financial services should help remedy turbulence
in Asian markets
The financial crisis in Asia should not be a reason for hesitancy in the
WTO financial services negotiations, due for completion by December this
year, says Sir Leon Brittan in a speech in Berlin today. On the contrary,
the opening of domestic markets, in conjunction with other measures to
achieve internal and external liberalisation, are part of the solution to
problems in those troubled markets. Transparent, well regulated markets
attract external investment. Many Asian countries have very high savings
ratios and stand to gain from the greater efficiency in local capital
markets which better access to foreign financial service providers would
yield.
[03] Le taux de chômage de l'Union européenne à baissé à 10,6% en juillet
Le taux de chômage de l'UE, corrigé des variations saisonnières, était de
10,7% en juin et de 10,6% en juillet, après s'être stabilisé à 10,8% les
cinq premier mois de cette année. C'est ce qu'indique aujourd'hui dans son
rapport Eurostat, l'Office statistique des Communautés européennes. Il
s'élevait à 10,9% en juillet de l'année dernière et à 10,7% en juillet
1995. Eurostat précise que la chute peut être expliquée par le recul du
chômage au Royaume-Uni, dans les pays scandinaves, au Portugal et en
Espagne. En Espagne, le taux était passé en dessous de 20% pour la premier
fois depuis octobre 1992, pour atteindre 19,9%. En Finlande, il a chuté de
16,4% en mai, à 14,3% en juin et à 12,5 en juillet. Dans l'UE, entre le
mois de mai et le mois de juillet, le taux de chômage des hommes est
descendu de 9,5% à 9,3%, à celui des femmes de 12,6% à 12,5%. Le taux des
moins de 25 ans (20,6% en juillet) a chuté depuis le mois de mars 1996, et
cette chute semble s'accentuer. Eurostat indique que cette tendance
générale encourageant ne s'applique pas à l'Allemagne, où le chômage ne
cesse pas d'augmenter (9,7%), principalement chez les jeunes (10,4%).
L'Espagne a de loin le plus fort taux de chômage de l'UE (19,9%); le
Luxembourg (3,8%) et l'Autriche (4,5%) enregistrent les taux les plus
faibles. Eurostat estime que 18,0 millions de personnes étaient sans emploi
dans l'UE en juillet. Il s'agit là d'un chiffre corrigé des variations
saisonnières, conformément aux critères du Bureau International du Travail.
