    [01] Commission urges Europe not to fall behind in the race to develop and exploit state-of-the-art global navigation satellite systems

    The European Commission adopted a strategy to ensure a full European role in the development of Global Navigation Satellite Systems. "The market is developing so fast that we need to develop now a strategy for the future. In this technology, late in will mean Europe is locked out of a market estimated to be worth 50 billion dollars by 2005," said Transport Commissioner Neil Kinnock, adding: "we need to decide whether to go it alone, or to cooperate with our international partners. We would greatly prefer to cooperate, but only under the right conditions. That means a full European role in system development and operation, guarantees of adequate control of satellite signals and of the capacity of industry to compete." On the basis of this decision, the Commission will now ask the Council of Transport Ministers and the European Parliament to endorse this strategy.

    [02] Commission proposal to speed up aid to Bosnia

    The European Commission adopted a proposal to improve the European Union's (EU) aid programme to Bosnia and Herzegovina. The current Regulation of the Council of Ministers, which has been in force for 18 months has proven inadequate to deal with the complicated political realities of the region. The Commission's proposal if approved by the Council will permit it to deal directly with cooperative local authorities, rather than dealing solely with the central government. This will allow the EU to reward those who comply with the Dayton Peace agreements, for example by facilitating refugee return. In addition, some of the operations will be moved from Brussels to Sarajevo, leading to better control and quicker implementation. "The Commission expects that a combination of decentralisation of the programme, a strengthening of the delegation in Sarajevo and this new regulation will speed up our reconstruction efforts in Bosnia. This in turn should give a new impulse to the return of refugees", remarked Commissioner van den Broek. "I wish to stress, however, that refugee return and a just and lasting peace in Bosnia can only be achieved if there is better cooperation from the central authorities. It is not without reason that the Commission proposes to work directly with local government in order to avoid the obstacles put forward by the central authorities". The revision of the regulation is one of a series of measures the Commission is adopting in order to improve the EU's aid programmes in Bosnia.

    [03] Commission finds that no state aid elements are involved in the privatisation of the Spanish aluminium group Inespal

    After investigating under the European state aid rules the privatisation of the Spanish aluminium group Inespal, the European Commission has come to the conclusion that the privatisation does not involve any state aid elements. The Spanish authorities notified the Commission of the share purchase agreement of Industria Espanola de Aluminio (Inespal) between the seller, the State owned holding Sepi and the buyer, the private company Aluminium Company of America Alcoa. The Commission in particular investigated both the price of the transaction and some clauses contained in the agreement related to the liability of Sepi for environmental matters; the social commitments prior to the sale and the energy supply matters.

    [04] La Commission clôture la procédure pour une aide de 2,5 milliards de FRF à la Société française de production

    La Commission européenne a décidé de clôturer l'enquête sur une aide d'Etat de 2,5 milliards de francs français à la Société française de production (SFP), producteur dans le secteur audiovisuel en France. Les autorités françaises vont procéder à une restructuration drastique de la SFP. En effet, cette aide doit permettre d'exécuter les mesures de réduction des coûts et d'amélioration de la qualité du chiffre d'affaires par une augmentation de la productivité. Elle englobe à la fois un volet industriel et un volet financier destiné à la recapitalisation de l'entreprise, lourdement affectée par son passé. Le paiement de l'aide est subordonné à la condition que la France soumette à la Commission l'assurance que le plan soit définitivement entériné. Car la SFP a bénéficié depuis 1986 de différentes aides, qui au total représentent des montants très substantiels, la Commission a décidé que l'aide est la dernière aide possible en faveur de la SFP, aucune nouvelle aide ne pourra être octroyée à l'avenir.

    [05] La Commission prend acte de l'acceptation inconditionnelle par la Suède du nouvel encadrement automobile

    Après avoir ouvert une enquête approfondie à l'égard des régimes d'aide d'Etat en vigueur en Suède dont pourrait potentiellement bénéficier le secteur automobile, la Commission européenne a reçu un engagement clair de la Suède quant au respect des obligations imposées par l'encadrement automobile. Courant août 1997, la Commission avait informé les Etats membres de sa proposition d'introduire pour la période 1998-2000 un nouvel encadrement communautaire des aides d'Etat dans le secteur de l'automobile. Quatorze Etats membres avaient communiqué leur accord au sujet de l'introduction de cet encadrement. En revanche, la Suède avait refusé d'accepter la proposition de la Commission et contraint la Commission à ouvrir une enquête approfondie en octobre 1997. Compte tenu de l'engagement suédois, cette enquête a maintenant été clôturée.

    [06] Commission approves a budget increase of the consolidation fund of Mecklenburg-Vorpommern

    The European Commission has approved a budget increase from DM 130 million to DM 178.39 million of the consolidation fund of Mecklenburg-Vorpommern. The consolidation fund of Mecklenburg-Vorpommern provides aid for rescuing and restructuring firms in difficulty. The rescue and restructuring aid is granted in form of loans. The fund is administered by Mecklenburg- Vorpommern and its period of validity is 10 years. The cumulation of the present scheme with different rescue and restructuring aids is precluded. Having examined the modified scheme on the basis of the European Union's guidelines on State aid for rescuing and restructuring firms in difficulty, the Commission has decided to raise no objections to this scheme as it has been notified.

    [07] La Commission nomme son nouveau Directeur général du CCR

    La Commission européenne vient de nommer comme Directeur général du Centre Commun de Recherche, M. Herbert J. Allgeier, de nationalité allemande, actuellement Directeur à la DG XIII, Télécommunications, Marché de l'information et valorisation de la Recherche. M. Allgeier a occupé, depuis 1976, plusieurs fonctions au sein de la Commission dans les domaines de la politique de la recherche et de la technologie, y compris, de 1985 à 1987, au sein du Cabinet du Vice-Président Karl-Heinz Narjes.

    [08] La Commission européenne approuve l'enregistrement d'une sixième liste de produits agricoles et alimentaires

    La Commission européenne a approuvé un règlement visant à enregistrer 17 dénominations de produits agricoles et alimentaires en vertu de la législation approuvée par le Conseil des Ministres sur la protection des indications géographiques (IGP) et des appellations d'origine (AOP). Ces 17 produits proviennent d'Allemagne (viande fraîche), d'Italie (viande fraîche et produits à base de viande, fruits et olives), de Grèce (huile d'olive, fruits et légumes) et du Royaume-Uni (fromage). Ils s'ajoutent aux 440 dénominations déjà protégées par cinq décisions précédentes. Cet enregistrement implique que l'utilisation des dénominations enregistrées soit réservée aux producteurs d'une zone délimitée qui respectent des règles et critères de production bien précis pour ces produits.

    [09] Assistance financière de l'Union européenne pour l'Ancienne République Yougoslave de Macédoine

    Yves-Thibault de Silguy, Commissaire européen chargé des affaires économiques, monétaires et financières, a signé un accord de prêt avec Mme Zlatka Popovska, vice-premier Ministre de l'Ancienne République Yougoslave de Macédoine (ARYM). Cet accord prévoit le déboursement d'une seconde tranche de 15 millions d'Ecus d'un paquet d'assistance macro-financière de 40 millions d'Ecus décidé par le Conseil des Ministres en juillet 1997. A cette occasion, M. de Silguy s'est félicité de l'intensification progressive des relations entre l'Union Européenne et l'ARYM, notamment l'entrée en vigueur de l'accord de coopération le 1er janvier 1998. Par ailleurs, le 13 janvier, la Commission a proposé au Conseil d'accorder une garantie communautaire pour les prêts de la Banque Européenne d'Investissements (BEI) pour des projets dans l'ARYM. Une fois décidée par le Conseil, cette garantie permettra à la BEI de prêter à ce pays jusqu'à 150 millions d'Ecus durant la période courant jusqu'au 31 décembre 2000.

    [10] Padraig Flynn says that 1997 was a year of tangible progress on equality issues

    Speaking today in Brussels to the Women's Committee of the European Parliament, Employment and Social Affairs Commissioner Padraig Flynn said that 1997 has seen the prospects for greater equality and opportunities for women "advanced substantially". The Amsterdam Treaty has confirmed the importance of equal opportunities (Article 2) and opened up new ground (Articles 13 and 141). The Jobs Summit in November recognised that the position of women on the labour market merits particular attention. He said : "Member States must promote women's employment and address the sources of higher women's unemployment. They have signed up to do more about reconciling work and family life. They have agreed to raise the level of care provision." On the legislative front two Directives adopted - Part-time Work and Burden of Proof will have an impact on women's working lives for decades to come. On the issue of sexual harassment, Mr Flynn said that he was disappointed that the social partners decided not to take up the invitation to conclude an agreement. He said he has therefore "been giving thought to the possibility of bringing forward a legislative proposal. It is my assessment that the majority of Member States are, at least at the moment, not interested in legislation in this area at the Union level." Nevertheless, Mr Flynn said he will consult next month with his colleagues in the Equal Opportunities Group of the Commission to see "how best I can bring the Community's weight to bear on this difficult problem".
